• MINUTES OF A REGULAR MEETING OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH
HELD AT THE NORTH PALM BEACH COUNTRY CLUB
NOPEMBER 12, 1957, at 8:00 P.M.

' Mayor Ross called the meeting to order and requested that the Village Clerk
call the roll.
Mayor Ross requested the Village Olerk read the minutes of a regular meeting
• of the Village Council held on October 28, 1957, On motion of Councilman Ross,
seconded by Councilman Schwencke, all members voting aye, the minutes were approved
as read.

Mayor Ross complimented the members of the Village Volunteer Fire Department
on their successful completion of the State Fire College fire fighting course.
Councilman Ross also commended the Volunteers for offering their time and interest
to complete the course for the benefit of the Village.
A letter received from North Palm Beach Properties, Inc., expressing their
desire that the Village of North Palm Beach. be represented in the annual Christmas
Parade sponsored by the Riviera Beach Chamber of Commerce was read by the Village
Manager. A check in the amount of X150 was enclosed to purchase a Village of North
Palm Beach float.
The Village Manager read a letter received from State Representative Ralph
J. Blank, Jr., acknowledging receipt of a copy of Village Council Resolution No. 35.
Resolution No. 35 requested the State Turnpike Authority to add the name of North
Palm Beach to the Turnpike directional signs erected at the Jupiter and West Palm
Beach Interchanges.
A report of a committee appointed at a previous meeting to study a proposed
franchise agreement with the Southern Bell Telephone Company was read by Councilman
Schwencke.
The Village Manager was instructed to relay the con¢nittee findings to the
Southern Bell Telephone Company.
On motion of Vice-Mayor White, seconded by Councilman Ross, all members
voting aye, the following report of the Village Treasurer was approved:

DEVELOPMENT PLANS FOR SUCH PURPOSE; ESTABLISHING MINIMUM
SUBDNISION DESIGN STANDARDS; PROVIDING FOR THE ADMINISTRA-
TION OF THE PROVISIONS OF THIS ORDINANCE; AND PRESCRIBING
PENALTIES FOR THE VIOLATION OF ITS PROVISIONS.

The Village Manager distributed the Statistical Data Report for the month
of October to the Council.
' The Village Manager announced that the Village Audit report for the
previous fiscal year is expected to be completed by November 30th.
The matter of installing afire siren within the village was discussed by
the Council. The Village Manager was instructed to secure bids £or the installation
of a 2 H. P, fire siren to be suitably located on the water tower.

. A recommendation that a speed limit of 20 miles per hour be established on
certain village streets was discussed by the Council, The matter was dismissed
when the village attorney advised the Council that an ordinance setting a speed limit
of less than 25 miles per hour on streets located other than in a school zone would
not be legal.
' The Village Manager distributed to the Council a proposed ordinance regulating
the size, type and construction of advertising signs within the village, Mayor Ross
appointed Councilman Ross and Councilman Schwencke a committee to study the proposed
ordinance and report their findings at a later date.
The matter of street light costs was reviewed by the Village Manager, After
Council discussion, the Village Manager was instructed to meet with the Florida Power -
& Light Company to further discuss their municipal street light contract.
After Council discussion, on motion of Councilman Schwencke, seconded by
Vice-Mayor White, all members voting aye, a pay increase in the amount of X200
annually beginning November 1, 1957, was granted village police patrolmen. The
• village relief police patrolman is to be granted a proportional hourly rate increase.
The matter of amending Ordinance #13 (Occupational License Tax} to include
a license for cement trucks delivering in the Village was discussed. The matter was -
referred to the Village Manager for study.
On motion of Councilman Schwencke, seconded by Councilman Cunningham, all
members voting aye, accounts payable, as listed on the attached sheet, were approved
for payment.
Mr. Joseph Tulino, 504 Bay Road, addressed the Council requesting the Council
continue holding meetings during evening hours for the remainder of the year, Mr,
Thomas G, Hart, Jr,, lt18 Anchorage Drive, addressed the same request to the Council,
After discussion, on motion of Councilman Ross, seconded by Councilman White, Council-
man Cunningham voting no, all other members voting aye, the Council agteed to schedule
meetings during evening hours for the remainder of the year provided citizen atten-
dance was such as to warrant night meetings.
Mr. I. Julian Isley, 509 Anchorage Drive, addressed the Council suggesting
consideration be given to the painting of white lines either in the center or at
the edges of village streets as a safety factor and to facilitate night driving.
The Council instructed the Village Manager to make inquiry as to the cost of such
street line painting,
Dr, J. Edwin Obert, 505 Anchorage Drive, addressed the Council requesting
consideration be given to a type of siren that could be employed for civil defense
as well as fire alarm purposes at the time purchase of afire siren is made, The
Village Manager and Director of Public Safety were instructed to discuss the matter
with Dr. Obert.
Mr, Joseph Tulino, 501 Bay Road, addressed the Council concerning the -
rental, utility, and employee charges assessed the village by North Palm Beach
Properties, Inc. Councilman Schwencke in turn read a letter dated November ~,
1957, addressed to Mr, Thomas G. Hart, Jr,, 110 Anchorage Drive, concerning the
subject and stated he had instructed the Certified Fublic Accountant currently
auditing the books of the Village to extend his audit to certify as to the physi-
cal cost of the Village Hall, Councilman Schwencke also stated he had ordered an
appraisal of the Village Hall site by three local real estate concerns. He re-
quested the matter be held in abeyance until such time as the reports had been
received from the outside agencies.

Mr, Charles M. Bowman, 1136 Flotilla Road, addressed the Village Manager
concerning the fire insurance rate classification on property located in the Village.
He emphasized the value of trained personnel in the Volunteer Fire Department as a
factor in lowering the fire insurance rate.
' There being no further business to come before the Council, the meeting
was adjourned at 10:20 p.m., on motion of Councilman Ross, seconded by Councilman
Cunningham, all members voting aye.
