08-25-1957 VC REG-MPage. n LJ MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD IN THE VILLAGE HALL COUNCIL CHAMBER ON AUGUST 26, 1957, at 3:00 P.M. Present: Norman D. Rowland, Councilman John A. Schweneke, Councilman L. Stanley de Villers, Counciisnan Jay H. White, Councilman C. Robert Burns, Village Attorney Albin R. Olson, Village Manager Robert C. Tufford, Village Clerk Absent: Herbert A. Ross, Councilman On motion of Councilman Schweneke, seconded by Councilman de Villers, all members voting aye, Councilman White was voted mayor pro-tempore to act during the current absence of Mayor Cunningham. The minutes of a regular meeting of the Village Council held August 14, 1957, at 3:00 p.m, in the Village Hall Council Chamber were approved on motion of Councilman Rowland, seconded by Councilman de Villers, all members voting aye. Councilman de Villers gave a report of the special committee investi- gating a street light contract with Florida Power & Light Co., and after some discussion the council unanimously agreed to table this matter for further study. On motion of Councilman de Villers, seconded by Councilman Rowland, all members voting aye, the following report of the Village Treasurer was ap- proved: TREASURER'S REPORT August 26, 1957 Cash on Hand, August 14, 1957 Add: Occupational Licenses Permits $1,456.78 $100.00 873.20 973.20 $2,429.98 Deduct: Disbursements August 15 - August 26 2,339.67 Balance $ 90.31 On motion of Councilman Schweneke, seconded by Councilman de Villers, all members voting aye, Resolution #29 (See Resolution Book No. 1, page 30) entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE VILLAGE TO BORROW THE SUM OF TEN THOUSAPID DOLLARS was adopted. On motion of Councilman Rowland, seconded by Councilman Schweneke, all members voting aye, proposed ordinance No. 22 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, PROHIBITING LOUD OR UNNECESSARY NOISES IN ANY RESIDENTIAL DISTRICT OR SECTION DURING CERTAIN HOURS AS HEREINAFTER SET FORTH; FURTHER PROHIBITING THE USE OF POWER DRIVEN MACHINERY, TOOLS OR EQUIPMENT DURIP7G SAiD HOURS IN ANY SAID RESIDENTIAL DISTRICT OR SECTION; AIdD FURTHER PRO- HIBITING THE KEEPING OF ANY ANII~L4L OR FOWL WHICH SHALL DISTURB THE TRANQUILITY OF THE INHABITANTS IN SAID RESIDENTIAL DISTRICT OR SECTION; PROVID- ING PENALTY FOR THE VIOLATION HEREOF; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. was placed on first reading and read in full. Village Manager Olson informed the Council notice of Public Hearing to be held on August 26, 1957, at 3:00 p.m. relating to the fixing of a bulk- ' head line in or about the waters of Lake Worth, within the territorial limits of the Village of North Palm Beach, Florida, was published in Palm Beach Times July 26, August 2, 9, and 16, 1957, On motion of Councilman Schwencke, seconded by Councilman de Uillers, all members voting aye, proposed ordinance No. 24 entitled: • AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH FLORIDA, RATIFYING AND CONFIRMING ORDINANCE N0. 16 OF SAID VILLAGE, RELATING TO THE ESTABLISHMENT OF A BULKEIEAD LINE WITHIN SUCH TOWN AND FOR OTHER PURPOSES was placed on first reading and read in full. On motion of Councilman Schwencke, seconded by Councilman Rowland, all members voting aye, proposed ordinance '~21 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF-NORTH PALM BEACH, FLORIDA, REGULATING THE PARKING OF CERTAIN VEHICLES UPON THE PUBLIC STREETS WITHIN SAID VILLAGE; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES OR ' PARTS OF ORDINANCES IN CONFLICT HEREWITH was placed on second and final reading and read by title only. On motion of Councilman Schwencke, seconded by Councilman Rowland, all members voting aye, ordinance No. 21 (See Ordinance Book No. 1, page 70) entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REGULATING THE PARKING OF CERTAIN VEHICLES UPON THE PUBLIC STREETS WITHIN SAID VILLAGE; PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH. was enacted. • The council discussed the need for an ordinance regulating advertising and other signs erected within the Village. This matter was tabled for further discussion at a later date. The Village Manager was instructed by the Council to write Donald S. Lavigne, Inc. concerning a statement for police badges. The Village Manager reported to the Council he had contacted the Board of Public Instruction of the Palm Beach County Schools and arrangements were made whereby the school bus would pick up children at designated bus stops located within the Village.
