04-08-1957 VC REG-MPage • MINUTES OF A REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH HELD IN THE VILLAGE HALL COUNCIL CHAMBER ON APRIL 8, 1957, AT 3:00 P.M. ' Present: Richard E. Ross, Vice Mayor John A. Schwencke, Councilman Jay H. White, Councilman Wallis E. Schulle for C. Robert Burns, Village Attorney Robert C. Tufford, Village Clerk Albin R. Olson, Village Manager ' Absent: Charles A. Cunningham, Mayor John A. MacArthur, Councilman The minutes of a regular meeting held March 25, 1957, at 3:00 p.m. in the Village Hall Council Chamber were approved on motion of Councilman • Schwencke, seconded by Councilman White, all members voting aye. Councilman Schwencke requested the matter of a report proposing a surety arrangement whereby the Village be assured the construction of dedicated streets would be performed in accordance with previously set specifications be held in abeyance for further study. On motion of Councilman White, seconded by Vice Mayor Ross, all members voting aye, the following report of the Village Treasurer was approved: VILLAGE OF NORTH PALM BEACH TREASURER'S REPORT April 8, 1957 Cash on hand (March 25, 1957) $ 3,831.83 58.50 $ 3,890.33 1,086.40 ~ 2,803.93 Add: Permit fees Deduct: Disbursements (Mar. 25 - Apr. 8) Balance On motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, proposed Ordinance X15 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, RELATING TO THE ORGANIZATION OF A VOLUNTEER FIRE DEPARTMENT was placed on first reading and read in full. Thereupon it was moved by Councilman Schwencke, seconded by Councilman White, all members voting aye, that proposed Ordinance #15 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, RELATING TO THE ORGANIZATION OF A VOLUNTEER FIRE DEPARTMENT placed on first reading April 8, 1957, be amended in the following respects: (a) That the words "residing within the Village of North Palm Beach" in Section III, Article I, be stricken. On motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, proposed Ordinance #12 entitled Page ~1 ~J AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUIRING THE REGISTRATION OF CERTAIN PERSONS EMPLOYED IN THE VILLAGE; PROVIDING THE. MANNER AND CHARGE FOR SUCH REGISTRATION AND THE ISSUANCE OF REGISTRATION CARDS; PROHIBITING THE HIRING ' OF SUCH PERSONS UNLESS SO REGISTERED; PROVIDING PENALTIES FOR THE UIOLATION HEREOF; AND FOR OTHER PURPOSES placed on first reading March 25, 1957, was amended in the following respects: (a) The word "shall" in the last sentence of Section 3 be stricken and the word "may" be substituted therefor. ' Thereupon, it was moved by Councilman Schwencke, seconded by Councilman White, that Ordinance #12 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUIRING THE REGISTRATION OF CERTAIN PERSONS EMPLOYED IN THE VILLAGE; PROVIDING FOR THE MANNER AND CHARGE FOR SUCH REGISTRATION AND THE • ISSUANCE OF REGISTRATION CARDS; PROHIBITING THE HIRING OF SUCH PERSONS UNLESS SO REGISTERED; PROVIDING PENALTIES FOR THE VIOLATION HEREOF; AND FOR OTHER PURPOSES as amended be placed on second reading and, as amended, read in full. The motion was unanimously passed. On motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, Ordinance #12 {See Ordinance Book #1, page 36) entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUIRING THE REGISTRATION OF CERTAIN PERSONS EMPLOYED IN THE VILLAGE; PROVIDING FOR THE MANNER AND CHARGE FOR SUCH REGISTRATION AND THE ISSUANCE OF REGISTRATION CARDS; PROHIBITING THE HIRING ' OF SUCH PERSONS UNLESS SO REGISTERED; PROVIDING PENALTIES FOR THE VIOLATION HEREOF; AND FOR 'OTHER PURPOSES tiras.:enacted. Councilman White moved, seconded by Councilman Schwencke, that Ordinance #14 entitled AN ORDINANCE OF THE VILLAGE COUtdCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 33.17 OF ORDINANCE #6 (PLUMBING CODE) OF SUCH VILLAGE; PRESCRIBING A CODE TO BE FOLLOWED IN THE CONSTRUCTION OF SWII~~IING POOLS; AND FOR OTHER PURPOSES placed on first reading March 25, 1957, be amended in the following respects: (a) That the phrase "nor less than five feet from the side • property line" be added immediately following "seven and one-half (7~) feet from the back property line" in Section 15. The motion was unanimously passed. ' Thereupon, it was moved by Councilman White, seconded by Councilman Schwencke, that Ordinance #14 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 33.17 OF ORDINANCE #6 (PLUMBING CODE) OF SUCH VILLAGE; PRESCRIBING A CODE TO BE FOLLOWED IN THE CONSTRUCTION OF SWIMMING POOLS; AND FOR QI'~3ER PURPOSES ' as amended be placed on second reading and, as amended, read in full.- The motion was unanimously passed. Thereupon, on motion of Councilman White, seconded by Councilman Schwencke, all members voting aye, Ordinance #14 (See Ordinance Book #1, page 42) entitled Page • AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 33.17 OF ORDINANCE #6 {PLUMBING CODE) OF SUCH VILLAGE; PRESCRIBING A CODE TO BE FOLLOWED IN THE CONSTRUCTION OF SWIMMING POOLS; AND FOR OTHER PURPLES ' was enacted. Mr. R. J.Snyder, Lighting Engineer, Westinghouse Electric Company, 1520 Prudential Building, Jacksonville, Florida, appeared before the council to propose a street lighting plan and to suggest recommended types of street lights for the Village. ' The Council questioned Mr. Snyder concerning various types of street lighting systems and their respective costs. He was requested to submit installation prices for various types of recommended street lights in order that the matter may be studied further. The Village Manager was instructed to meet with Mr. Y]allace Carver, Building Inspector, Palm Beach Shores, to discuss the possibility of the Village employing Mr. Carver as Building Official on an interim basis during the leave • of absence of Mr. L. E. Dickerson, Building Official, during the months of May, June, and July. The Village Manager was instructed to meet with the mothers of children within the Village to discuss the arrangement of a children's recreational program during the forthcoming summer months and to report on the matter to the Council. On motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, the following list of accounts payable was approved for payment: Brockway, Weber & Brockway ~ 142.24 East Coast Fire Equipment Co. 27.65 Florida Photo-Offset Printing Co. 8.55 ' Reid Auto Supply 8.97 Riggs Bros. 3.00 Rowe 7.50 Standard Oil Company 32.50 University of Maryland 2.50 $ 232.91 There being no further business to come before the meeting, on motion of Councilman Schwencke, seconded by Councilman White, all members voting aye, the meeting was adjourned at 4:40 p.m. Village Clerk r L r
