Cunningham, Mayor Richard E. Ross, Vice Mayor John A. Schwencke, Councilman Jay H. White, Councilman Wallis E. Schulle for C. Robert Burns, Village Attorney Robert C. Tufford, Village Clerk Albin R. Olson, Village Manager Absent: John A. MacArthur, Councilman The minutes of a regular meeting held March 11, 1957, at 3:00 P. M. in the Village Hall Council Chamber were approved on motion of Councilman • Schwencke, seconded by Vice Mayor Ross, all members voting aye. Councilman Schwencke requested thematter of a report proposing a surety arrangement whereby the Village be assured the construction of dedi- cated streets would be performed in accordance with previously set specifica- tions be held in abeyance for further study. On motion of Vice Mayor Ross, seconded by Councilman White„ all members voting aye, the following report of the Village Treasurer was approved: VILLAGE OF NORTH PALM BEACH TREASURER'S REPORT March 25, 1957 Cash on hand (March 11, 1957) $ 6,082,87 Add: Reimbursement from N.P.B. Utilities 500.00 Permit fees 302.30 ~ 6,885.17 Deduct: Disbursements {Mar. 11 - Mar. 25) 3,053.34 Balance $ 3,831.83 On motion of Councilman Schwencke, seconded by Councilman White, all • members voting aye, proposed Ordinance Number 12 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, REQUIRING THE REGISTRATION OF CERTAIN PERSONS EMPLOYED IN THE VILLAGE; PROVIDING THE MANNER AND CHARGE FOR SUCH REGISTRATION AND THE ISSURANCE OF REGISTRATION CARDS; PROHIBITING THE HIRING ' OF SUCH PERSONS UNLESS SO REGISTERED; PROVIDING PENALTIES FOR THE VIOLATION HEREOF; AND FOR OTHER PURPOSES was placed on first reading and read in full. On motion of Vice Mayor Ross, seconded by Councilman White, all members voting aye, proposed Ordinance Number 14 entitled ' AN ORDINANCE OF THE VILLAGE E~OUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDITdG SECTION 33.17 OF ORDINANCE #~6 (PLUMBING CODE) OF SUCH VILLAGE; PRESCRIB- ING A CODE TO BE FOLLOWED IN THE CONSTRUCTION OF SWIMMING POOLS; AND FOR OTHER PURPOSES was placed on first reading and read in full. Page r1 U Thereupon it was moved by Councilman Schwencke, seconded by Vice Mayor Ross, all members voting aye, that Ordinance #14 entitled - AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING SECTION 33.17 OF ' ORDINANCE #6 (PLUMBING CODE) OF SUCH VILLAGE; PRESCRIB- ING A CODE TO BE FOLLOWED IN THE CONSTRUCTION OF SWIMNfING POOLS; AND FOR CIfI~R PURPOSES placed on first reading March 25, 1957, be amended in the following respect: (a} That the words "from any property line" in Section 15 be changed to read "from the back property line." ' On motion of Vice Mayor Ross, seconded by Councilman Schweneke, all -- members voting aye, proposed Ordinance #13 entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING AN OCCUPATIONAL LICENSE TAX UPON EACH AND EVERY BUSINESS, PROFESSION AND OCCUPATION ENGAGED IN OR CARRIED ON, WHOLLY OR IN PART, • WITHIN THE CORPORATE LIMITS' OF THE VILLAGE; PROVIDING REGULATIONS FOR THE COLLECTION OF SUCH LICENSE TAX, INCLUDING PENALTIES; AND FOR CIPHER PURPOSES was placed on second and final reading and read by title only. On motion of Vice Mayor Ross, seconded by Councilman Schwencke, all members voting aye, Ordinance #13 (See Ordinance Book #1, page 38) entitled AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING AN OCCUPATIONAL LICENSE TAX UPON EACH AND EVERY BUSINESS, PROFESSION AND OCCUPATION ENGAGED IN OR CARRIED ON, WHOLLY OR IN PART, WITHIN THE CORPORATE LINtITS OF THE VILLAGE; PROVIDING REGULATIONS FOR THE COLLECTION OF SUCH LICENSE TAX, INCLUDING PENALTIES; AND FOR ~PfU;R PURPOSES was enacted. A scheduled inspection of the village fire defenses by the Southeastern Fire Underwriter's Rating Bureau in April was reported by the Village Manager. The purpose of the inspection is to reevaluate the fire grading class of the Village. After discussing the need for an ordinance formally organizing a volunteer fire department within the Village, the Village Attorney was requested to prepare such an ordinance for council consideration. C~ The Village Manager was instructed to contact the Secretary of State and arrange for a Notary Public appointment. ' The matter of utilizing Scotchlfte street name signs within the Village was discussed. The Village Manager was instructed to determine the cost and advisability of attaching this type of flourescent sign to a hardboard backing and mounting it on the concrete street posts. The Council examined a map prepared by Director of Public Safety Dudden pointing out the need for intersection traffic control.- The Village Manager was ' instructed to have "STOP" signs erected at all main thoroughfare intersections and "YIELD RIGHT OF WAY" signs at lesser important intersections. On motion of Councilman Schwencke, seconded by Vice Mayor Ross, all - members voting aye, the following list of accounts payable was approved far payment: Page Florida Power & Light Co.
