MINOTES OF A REGULAR MEETING OF
THE VILLAGE COUNCIL OF NORTH PALM BEACH
HELD IN THE VILLAGE HALL COUNCIL CHAMBER
ON FEBRUARY 11, 1957, AT 3:00 P.M.

The minutes of a regular meeting held January 28, 1957, at 3:00 p.m.
in the Village offices located in the North Palm Beach Country Club were ap-
• proved on motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye.
A committee report pertaining to a proposed ordinance to regulate
the construction of swimming pools within the Village was deferred for further
study.
The matter of a rental agreement between the Village of North
Palm Beach and North Palm Beach Properties, Inc., owners, for space within
the Village Hall was held in abeyance until such time as the final building
cost had been determined.
' The following proposal from Mr. George W. Simons, Jr., of Jackson-
ville, to prepare a zoning plan and ordinance for the Village was read to the
Council.

Dear Mayor:
Since our discussion of a zoning plan for the Village
of North Palm Beach I have been giving the problem further
thought, especially as to prerequisite studies and consider-
ations. In this I have studied the Protective Covenants
. which Mr. Ross gave me. Presumably there will be Protective
Covenants applicable to the property between the Lake and
ocean or will those of Mr. Ross apply there also? I note the
covenants are for the Village of North Palm Beach.
As a starter, a map should be made available of the Vil-
lage of North Palm Beach at a scale of at least 400 feet to
' 1 inch showing all lots and blocks. This map may have to be
prepared in two pieces because of the lake area but if possible
it should be in one piece,
Atter the map has been prepared, the tentative zoning plan
can be drawn up as well as the regulations appertaining thereto.
We would be pleased to undertake the work required after
' the map has been supplied for a sum of fitteen hundred dollars
($1500.00) which we hope is in line with your thinking.

• Upon motion of Councilman Schwencke, seconded by Councilman White,
all members voting aye, the proposal of Mr. Simons to prepare a Village zoning
plan and regulation for $1500 was accepted.
Upon motion of Councilman White, seconded by Vice Mayor Ross, all
' members voting aye, the following report of the Village Treasurer was approved:

ANCE OF SUCH LICENSE TAG; REQUIRING THE DISPLAY OF SUCH DOG
LICENSE TAG; AND PROVIDING PENALTIES FOR TF~ VIOLATION OF
SUCH ORDINANCE

The Council discussed the appointment of a Village Judge and requested
the Village Attorney prepare a resolution appointing Mr. Wallis Schulle to the
position.
' The need for an ordinance requiring the registration, fingerprinting
and the issuance of identification cards to certain employees and/or contractors
within the Village, e.g. maids, caretakers, gardeners, caddies, was discussed.
The Village Attorney was requested to prepare an ordinance providing for such
registration for Council consideration.
' The Village Manager reported the receipt of the village fire pump and
hose engine from the American LaFrance Corporation. He reported pumpting tests
and operational instruction periods had been conducted under supervision of a
fire engineer of the Corporation. The Village Ffre Department was stated to be
comprised currently of four salaried police-fire employees and 10 volunteers.
• The Village Manager was authorised to subscribe for "Management Informa-
tion Service," Chicago, Illinois, at an annual rate of $35.
Upon motion of Councilman Schwencke, seconded by Councilman White, all
members voting aye, the attached list of accounts payable was approved for payment:
