ROLL CALL
Mayor Aubrey called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Norris gave the invocation and Councilman Gebbia led the public in the Pledge of Allegiance.
APPROVAL OF MINUTES
The minutes of the Regular Session held 7/14/11 were approved as written.
COUNCIL BUSINESS MATTERS
Mayor Aubrey announced there would be no meeting on August 11, 2011 due to Council
attendance at the Florida League of Cities Annual Conference.
Mayor Aubrey noted item 6.E.1 (Country Club parking lot overlay)had been removed from the agenda.
FIRST READING OF ORDINANCE 2011-15-- MORATORIUM ON ADULT ARCADE
AMUSEMENT FACILITIES
A motion was made by President Pro Tern Manuel and seconded by Vice Mayor Norris to adopt on
first reading Ordinance 2011-15 entitled:
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ESTABLISHING A MORATORIUM UPON THE ACCEPTANCE OF
ANY APPLICATION OR REQUEST FOR APPROVAL FOR THE ESTABLISHMENT OF AN
ADULT ARCADE AMUSEMENT FACILITY UTILIZING SLOT MACHINES, SIMULATED
GAMBLING DEVICES OR SIMILAR EQUIPMENT, INCLUDING, BUT NOT LIMITED TO,
ARCADES, GAME ROOMS, INTERNET CAFES AND SWEEPSTAKES REDEMPTION
CENTERS, FOR A PERIOD OF ONE YEAR OR UNTIL SUCH TIME AS THE VILLAGE
ADOPTS REGULATIONS GOVERNING THIS USE; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
• Mayor Aubrey opened the public hearing. There being no comments from the public, Mayor
Aubrey closed the public hearing.
Discussion ensued regarding any proposed legislation by Palm Beach County or other municipalities.
Thereafter,the motion to adopt Ordinance 2011-15 on first reading passed unanimously.

CONSENT AGENDA
President Pro Tern Manuel moved to approve the consent agenda. The motion was seconded by
Councilman Gebbia and passed unanimously. The consent agenda included the following items:
Receive for file Minutes of the General Employees Pension Board meeting held 5/4/11
Receive for file Minutes of the Planning Commission meeting held 6/7/11
Recommendation: "consider amending 18-35 to increase the height and length for boats
and recreational vehicles ...with additional screening requirements."
Receive for file Minutes of the Library Advisory Board meeting held 6/28/11
Receive for file Minutes of the Planning Commission meeting held 7/5/11
Recommendation: regarding establishment of a moratorium on adult arcade amusement
facilities "for a period of one year or earlier until such time as the Village adopts regulations"
Receive for file Minutes of the Recreation Advisory Board meeting held 7/12/11
RESOLUTION 2011-32—TENTATIVE MILLAGE RATE
A motion was made by President Pro Tern Manuel and seconded by Vice Mayor Norris to adopt
Resolution 2011-32 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ADOPTING A TENTATIVE MILLAGE RATE OF 7.2240 MILS FOR
FISCAL YEAR 2011-2012; ESTABLISHING A DATE, TIME AND PLACE FOR THE FIRST
HEARING ON THE TENTATIVE BUDGET AND PROPOSED MILLAGE RATE;AUTHORIZING
THE VILLAGE MANAGER TO SUBMIT THE REQUIRED FORMS TO THE PALM BEACH
COUNTY PROPERTY APPRAISER;AND PROVIDING FOR AN EFFECTIVE DATE.
Mr. Titcomb advised the tentative millage rate has been recommended at the rolled back rate of
7.2240 mils, which generates the same amount of ad valorem revenue as last year. Mr. Titcomb
noted the tentative millage rate is the maximum millage rate that can be considered for fiscal year
2012, and once adopted, may be lowered but may not be increased.
Thereafter,the motion to adopt Resolution 2011-32 passed unanimously.
VILLAGE COUNCIL MATTERS/REPORTS
Mr. Gebbia reported on Support Our Troops activities and thanked all the volunteers for their efforts.
President Pro Tern Manuel reported on the Palm Beach County League of Cities general
membership meeting held 7/27/11. President Pro Tern Manuel reminded Council and the public
that National Night Out would be held at Anchorage Park on 8/2/11.
VILLAGE MANAGER MATTERS/REPORTS
Mr. Titcomb thanked Mr. Knight and Village staff for assisting in the transition between managers.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 7:55 p.m.
