03-11-1999 VC WS-MMINUTES OF WORKSHOP SESSION OF THE ~ VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, MARCH 11, 1999 Present: Dr. Edward M. Eissey, Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem David B. Norris, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 9:00 p.m. All members of Council were present. All members of staff were present. PUBLIC SAFETY REORGANIZATION ~, Village Manager Dennis Kelly told the Council that the final report prepared by Center for Public Safety Options had been submitted, but staff had not completed its review. This will be brought back to the next workshop of March 25, 1999. GOALS AND OBJECTIVES Discussion was held concerning the status of current Goals and Objectives. The Village Clerk was instructed to poll the Council for an available date for a Special Workshop, at which time the Goals and Objectives will be reviewed at length. PUBLIC SAFETY FACILITY -NORTH OF PARKER BRIDGE Discussion was held concerning a Public Safety facility north of Parker Bridge. Staff was directed to locate properties that are available for sale, as well to investigate possibilities with the monastery and the beach area. Also, input from the Police Chief and Fire Chief was requested. The staff will come back more information and a more definite plan at the next Workshop Session on March 25, 1999. BID AWARD -JULY 4TH FIREWORKS Discussion was held concerning a bid award to Zambelli Internationale for 4th of July fireworks display at the North Palm Beach Country Club. Following staff Minutes of Workshop Session held Thursday, March 11, 1999 recommendation to accept Option #2 of Zambelli's proposal, this was forwarded to the Regular Session agenda of March 25, 1999. LIGHTHOUSE DRIVE TRAFFIC CALMING Discussion took place concerning the development of a traffic calming study of Lighthouse Drive. Consensus of Council was that a professional consultant be engaged to conduct the study. Proposals will be brought back to a future workshop. The issue was forwarded to the Recreation Advisory Board for consideration and recommendation, with additional request to consider an acceptable "hangout" type of building.
