09-16-1999 VC SP WS-MMINUTES OF THE SPECIAL WORKSHOP OF THE VILLAGE COUNCIL ~,.... OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, SEPTEMBER 16, 1999 Present: Dr. Edward M. Eissey, Ph.D., Mayor Joseph A. Tringali, Vice Mayor Gail H. Vastola, President Pro Tem David B. Norris, Councilman Charles R. O'Meilia, Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, CMC, Village Clerk ROLL CALL Mayor Eissey called the meeting to order at 6:35 p.m. All members of Council were present. All members of staff were present except the Village Attorney. Mac McDowell, President of Human Resource Performance Consultants, was present to review the pay and compensation study. During discussion of Council and Department Head concerns, the following changes were agreed by consensus: The living wage was changed from $7.00 to $7.50 The Golf Course Superintendent's salary range maximum was changed to $70,000 During discussion regarding the proposed position of Country Club Director, the Council requested a copy of both the old and the new job description for Country Club Administrator and Country Club Director. This will be brought back at a later time for more discussion by the Council. The starting salary for dispatcher I position was changed to $23,317 The Council will discuss certification pay as a separate item at a later date. The minimum-maximum salary range for Public Services Director was changed to be the same as the Public Safety Director. The maximum salary of the Recreation Director was raised to $62,870, and the salary range for the Library Director was changed to equal that of the Recreation Director. The Deputy Village Clerk's salary range was raised to equal that of the Executive Secretarial salary range. The Council agreed by consensus that the Assistant Village Manager and the Information Systems Specialist salaries should be increased by $3,000 each at the end of their probationary periods. Minutes of Special Workshop Session Held September 16, 1999 The minimum-maximum range for the Public Works Superintendent was changed to equal that of the Public Safety Captain. Mr. McDowell will send a revised report on Monday, September 20, and this will be placed on the Regular Session agenda of September 23, 1999 for acceptance only. Implementation will be done at a later date after further discussion by the Council.
