ROLL CALL
Mayor Aubrey called the meeting to order at 6:30 p.m. All members of Council were present,
except President Pro Tem Manuel, who was out of town. President Pro Tem Manuel participated
in the meeting electronically, via conference call. All members of staff were present.
VILLAGE MANAGER SELECTION PROCESS
The purpose of the Special Session was to continue discussion regarding the selection process for the
position of Village Manager.
Mayor Aubrey and Mr. Rubin reported on the status of negotiations and reviewed proposed
contract provisions.
Discussion took place regarding a severance pay provision in the Village Code of Ordinances
that is in conflict with recently enacted legislation. Mr. Rubin advised the code provision could
be repealed by ordinance, and noted it would be superseded by Florida Statutes.
Discussion ensued on salary. Council reviewed a chart of the salaries for managers of
municipalities with populations between 7,000 and 18,000, as well as a cost projection for the
manager's salary and benefits. It was suggested that Council could establish a pay range and
salary cap for the position, which would be included in the budget. Discussion took place
concerning establishing a fixed salary for the term of the contract or a starting salary and
subsequent merit pay as determined by Council evaluations.
By consensus, Council authorized the Mayor and Attorney to offer a starting salary of $135,000.

With no further business to come before the Council, the meeting adjourned at 7:25 p.m.
