05-11-2006 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA - MAY 11, 2006 Present: Dr. Edward M. Eissey, Vice Mayor William Manuel, President Pro Tem Manny Grinn, Councilman Mark Bates, Village Manager George W. Baldwin, Village Attorney Melissa Teal, CMC, Village Clerk Absent: David B. Norris, Mayor Charles R. O'Meilia, Councilman ROLL CALL Vice Mayor Eissey called the meeting to order at 9:26 p.m. All members of Council were present, except Mayor Norris and Councilman O'Meilia. All members of staffwere present. COUNTRY CLUB PARKING LOT AND POOL IMPROVEMENTS Building Official Charlie Cangianelli distributed two drawings of the proposed parking lot revisions. Discussion ensued on the drawings, which depicted the golf carts staging area and bag drop-off, and the driving range parking area. Mr. Cangianelli reported on proposed pool improvements, including pool deck resurfacing, locker room renovations, and fencing. OSBORNE PARK BUILDING RENOVATION Village Manager Mark Bates noted that it was originally intended to renovate the building at Osborne Park using funds from a $200,000 bank loan. Mr. Bates discussed using available surplus funds for both the pool improvements and building renovations, rather than loan financing. Mr. Bates will provide backup on the choices available to the Council at the next meeting, in order to have Council direction by the first June meeting as to the use of surplus or loan funds for one or both of these projects. LIGHTHOUSE BRIDGE Discussion took place concerning repairs to Lighthouse Bridge. Acting Public Works Manager Wiley Livingston advised that the State report indicated that the bridge is not structurally impaired. Mr. Livingston noted that the walkway and fencing on the south side need to be addressed as well. Mr. Cangianelli reported that the Village Engineer has submitted a proposal for engineering fees to provide drawings and bid specifications. Mr. Cangianelli advised that $150,000 is budgeted for the repairs. MINUTES OF WORKSHOP SESSION HELD MAY 11, 2006 COUNCIL MATTERS Discussion was held on the Accounting Policies and Procedures Manual regarding the Purchasing Policy exception which allows the Village Council to waive the purchasing rules and regulations.
