05-09-2011 VC SP-MMINUTES OF THE SPECIAL SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA • MAY 9, 2011 Present: Darryl C. Aubrey, Sc.D., Mayor David B. Norris, Vice Mayor William L. Manuel, President Pro Tem Robert A. Gebbia, Councilman T.R. Hernacki, P.E., Councilman Len Rubin, Village Attorney Jimmy Knight, Village Manager Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 6:30 p.m. All members of Council were present. All members of staffwere present. VILLAGE MANAGER SELECTION PROCESS The purpose of the Special Session was to discuss the selection process for filling the position of Village Manager. Mr. Knight reported that since the Palm Beach Post published an article on his retirement, he has received a number of calls about the position, including an inquiry from former Village Manager Dennis Kelly. Vice Mayor Norris received a message from Dale Sugarman, former manager in Highland Beach. Each councilman having had an opportunity to meet one-on-one with Council's first choice candidate for the position, discussion ensued on commencing negotiations. President Pro Tem Manuel requested that Mr. Knight reconsider and stay on for another year, and asked Council to allow Mr. Knight a few days to consider the matter, with a final answer to Council by Thursday. Mr. Knight indicated his continued intent to retire. Council designated Mayor Aubrey and Mr. Rubin to begin negotiations on behalf of the Village. Mr. Rubin reviewed legislation regarding severance pay for public officers, which would apply to contracts entered into after July 1 st, as well as renewals or renegotiations, and would limit severance to 20 weeks. Discussion took place concerning term of the agreement, salary range, COLA, insurance, retirement benefits, and evaluation process.
