Ordinance 1980-010 Adopting New Sign CodeORDINANCE N0. 10-80
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, REPEALING PORTIONS OF CHAPTERS 6 AND 24 OF THE VILLAGE
OF NORTH PALM BEACH CODE REGULATING SIGNS IN THE VILLAGE, AND
ADOPTING A NEW SIGN CODE FOR THE VILLAGE OF NORTH PALM BEACH.
NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE COUNCIL
OF NORTH PALM BEACH, FLORIDA:
Section 1. Sections 6-111 through 6-147, both inclusive,
and Sections 24-1 and 24-2 of the Village of North Palm Beach Code
are hereby repealed.
Section 2. The Village of North Palm Beach Code is
hereby amended by adding new sections to be numbered Sections 6-111
through 6-136, which said Sections shall read as follows:
"ARTICLE V. SIGNS AND OUTDOOR DISPLAYS
"Section 6-111 - OUTDOOR ADVERTISING DISPLAYS.
"Outdoor advertising display means any letter, figure,
' character, mark, plane, point, marquee sign, design, poster,
pictorial, picture, stroke,, stripe, line, trademark, reading
matter or illuminated service, constructed, placed, attached,
painted, erected, fastened or manufactured in any manner
whatsoever, and displayed in any manner whatsoever out of doors
so that the same shall be used for the attraction of the public
to any place, subject, person, firm, corporation, public
performance, article, machine or merchandise, whatsoever. Every
outdoor display shall be classified and conform to the requirements
of that classification as set forth in this article.
"Section 6-112 - DEFINITIONS.
"As used in this article, unless the context indicates
' otherwise, the following words and phrases shall have the
meanings indicated:
"ANIMATED SIGN. A sign visible £rom outside a
building with action or motion, flashing, color changes

requiring electrical energy, electronic or manufactured sources
of supply, but not including wind actuated elements such as
flags, banners, or specialty items. This definition does not
include time and temperature signs.
"ARCHITECTURAL PROJECTION. Any projection which is
not intended for occupancy and which extends beyond the face of
an exterior wall of a building, but shall not include signs.
"BACKGROUND AREA OF SIGN. The entire background area
of a sign upon which copy could be placed. In computing area
of sign background, only that face or faces which can be seen
from any one direction at one time shall be counted.
"CHANGEABLE COPY PANEL. A panel which is
characterized by changeable copy, regardless of method of
attachment and visible from outside a building.
"COPY AREA OF SIGN. The actual area of the sign copy
applied to any background. Compute copy area by straight lines
drawn closest to copy extremities encompassing individual
letters or words.
"DIRECTIONAL SIGNS. On premises incidental signs
designed to guide or direct pedestrians or vehicular traffic.
"FREE-STANDING SIGN. A sign which is supported by one
or more columns, uprights or braces in or upon the ground.
"ILLUMINATED SIGN. A sign in which a source of light
is used in order to make the message readable. This definition
shall include internally and externally lighted signs.
"LOT. A parcel of land declared as a building site
under one ownership.
"MAR UEE. A permanent roofed structure attached to
and supported by the building and projecting over public or
private sidewalks or right of ways.
"MARQUEE SIGN. Any sign attached to or constructed in
a marquee.
"NEON TUBE SIGN. A sign electrically lighted by tubes
containing inert qas, visible from outside a building.

"ON PREMISES SIGN. A sign which carries only
advertisements strictly incidental to a lawful use of the

premises on which it is located, including signs or sign
devices indicating the business transacted, services rendered,
goods sold or produced on the premises, name of the business,
name of the person, firm or corporation occupying the premises.
"PROJECTING DOUBLE-FACED BUILDING SIGN. A
double-faced sign which projects more than 12" over private or
public sidewalks or right of ways and which uses a building
wall as its main source of support.
"REVOLVING SIGN. A sign which revolves and is visible
from outside a building.
"ROOF SIGN. A sign erected upon or above a roof or
parapet wall of a building and which is wholly or partially
supported by said building.
"SIGN STRUCTURE. Any structure which supports or is
capable of supporting any sign as defined in this Code. A sign
structure may be a single pole or may or may not be an integral
part of the building.
"TEMPORARY SIGN. A sign which is intended to
advertise community or civic projects, construction projects,
real estate for sale or lease, or other special events on a
temporary basis.
"UNDER MARQUEE SIGN. A lighted or unlighted display
attached to the underside of a marquee protruding over public
or private sidewalks or rights of way.
"STANDARD BUILDING CODE. The current edition of the
Standard Building Code as has been officially adopted by the
Village of North Palm Beach.
"TIME AND TEMPERATURE SIGN. A display containing
illuminated numerals flashing alternately to show the time and
the temperature.
"WALL SIGN. A sign which is in any manner affixed to
any exterior wall of a building or structure and which projects

not more than 18 inches from the building or structure wall and
which does not extend above the parapet, eaves, building roof,
or cornice of the building on which it is located. This
includes stucco relief signs.
"PAINTED WALL SIGN. A sign painted on a wall, or any
other surface or part of a building or structure.
"Section 6-113 - PERMITS REQUIRED.
"(a) An 'Outdoor Advertising Display Sign' shall not
hereafter be erected, constructed, altered or maintained except
as provided in this Code, until after permit for the same has
been issued by the Building Official.
"(b) Fees. Fees shall be based on the construction
valuation as set forth in the Building Code.
"Section 6-114 - IDENTIFICATION OF SIGNS.
"Every Outdoor Advertising Display Sign hereafter
erected, constructed or maintained, for which a permit is
required, shall be plainly marked with the name of the person,
firm or corporation erecting and maintaining such sign and
shall have affixed on the front thereof the permit number
issued for said sign by the Building Official.
"Section 6-115 - SIGN INSPECTION.
"Every free standing sign, roof sign, wall sign, and
projection sign, may be inspected by the Building Official or
his authorized representative at intervals as required by the
Building Official.
"Section 6-116 - UNSAFE SIGNS.
"Should any sign become insecure or in danger of
falling or otherwise become unsafe in the opinion of the
Building Official, the owner thereof, or the person or firm
maintaining the same, upon written notice from the Building
Official, shall secure the same forthwith in the case of
immediate danger and in any case within ten (10) days, in a
manner to be approved by the Building Official in conformity
with the provisions of this Code or shall remove such sign. if

such order is not complied with within ten (10) days, the
Building Official shall remove such sign at the expense of the
owner or lessee thereof. Procedures shall follow Section 103.6
of the Standard Building Code.
"Section 6-117 - MAINTENANCE.
' "All signs for which a permit is required, together
with all their supports, braces, guys and anchors, shall be
kept in repair, and unless of galvanized or non-corroding metal
shall be thoroughly painted at least once every two years. The
Building Official may order the removal of any sign that is not
maintained in accordance with the provisions of this section.
Such removal shall be at the expense of the owner or lessee.
"Section 6-118 - REMOVAL OF SIGNS ADVERTiSiNG nEF[tNrm

"Any sign now or hereafter existing which no longer
advertises a bona fide business conducted, or a product sold,
shall be taken down and removed by the owner, agent or person
' having the beneficial use of the building or structure upon
which such sign may be found within ten (10) days after written
notification from the Building Official; and, upon failure to
comply with such notice within the time specified in such
order, the Building Official is hereby authorized to cause
removal of such sign, and any expense incident thereto shall be
paid by the owner of the building or structure to which such
sign is attached.
"Section 6-119 - UNLAWFUL SIGNS.
"(a) In case any sign shall be installed, erected, or
constructed in violation of any of the terms of this Code, the
Building Official shall notify the owner or lessee thereof by
' registered mail or written notice served personally to alter
such sign so as to comply with this Code or the Zoning
Regulations and to secure the necessary permit therefor, or to
remove the sign. If such order is not complied with within ten
(10) days, the Building Official shall remove such sign at the

expense of the owner or lessee thereof. Procedures shall
follow Section 103.6 of the Standard Building Code.
"(b) The following are prohibited in all zoning
districts:
1. Animated Signs.
2. Searchlights.
'
3. Revolving Signs.
9. Changeable copy panels. (Exception: Sign for
public, charitable, religious institutions or
theatre sign.)
5. Roof Signs.
6. Painted Wall Signs.
7. The use of neon tubes or other illuminating
devices to outline part or all of a building;
exposed neon tubes and lamps.
8. Portable signs, folding signs and similar movable
signs, flags, banners and streamers, unless such
signs are first approved by the Village Manager.
9. Off-premise signs. (See exception in Section
6-127 (f).)
"Section 6-120 - LOCATION RESTRICTIONS.
"An Outdoor Advertising Display Sign shall not be
erected, constructed or maintained so as to obstruct any fire
escape or any window or door or opening used as a means of
' egress or so as to prevent free passage from one part of a roof
to any other part thereof. A sign shall not be attached in any
form, shape or manner to a fire escape, nor be placed in such
manner as to interfere with any opening required by law for
ventilation.
"Section 6-121 - SIGNS PROJECTING OVER PUBLIC PROPERTY.
"Signs projecting from a building or extending over
public property shall maintain a clear height of nine (g) feet
above the sidewalk and shall not extend more than eighteen (18)
inches of the curbline.
"Section 6-122 - PLACING BANNERS, ETC., ACROSS STREETS.
"No person shall place or extend any banner or canvas
' sign across any public street, park or other way of the Village
without first having obtained permission from the Village
Manager.
"Section 6-123 - STREET NUMBERS REQUIRED.
"Every building in the Village shall have its street
number so affixed to the building or premises upon which the

building is located that it is both visible and legible from
the public street.
"Section 6-124 - DESIGN AND STRESS DIAGRAMS REQUIRED.
"Before a permit shall be granted, the erector of
every Outdoor Advertising Sign, except real estate and
contractors' temporary signs, shall submit to the Building
Official a design and stress diagram or plan, containing the
information necessary to enable the Building Official to
determine that such sign complies with all the regulations of
this Code.
"Section 6-125 - WIND PRESSURE.
"In the design and erection of all Outdoor Advertising
Display Signs, the effect of wind shall be carefully
considered. All signs shall be so constructed as to withstand
the wind pressure as specified in Chapter 12 of the Standard
Building Code, with a minimum wind load of fifty (50) pounds
per square foot. All signs exceeding forty (40) square feet in
background area shall be designed by a Florida Registered
Engineer.
"Section 6-126 - WORKING STRESSES.
"(a) In all Outdoor Advertising Display Signs, the
allowable working stresses shall conform with the requirements
of Chapter 12 of the Standard Building Code, except as
specified below.
"1. The allowable working stresses for steel and wood
shall be in accordance with the provisions of Chapter XV,
'Steel Construction', and Chapter XVII - 'Wood Construction',
of the Standard Building Code.
"2. The working strength of chains, cables, guys or
steel rods shall not exceed one-fifth (1/5) of the ultimate
strength of such chains, cables, guys or steel rods.
"Section 6-127 - FREE-STANDING SIGNS.
"a. Lighting reflectors on free-standing signs may
project beyond the face of the sign.

"b. Every free-standing sign shall be of rigid
construction to withstand wind action in all directions.
"c. Any person or persons, partnership, firm or
corporation occupying any vacant lot or premises by means of a
free-standing sign shall be subject to the same duties and
' responsibilities as the owner of other lot or premises, with
respect to keeping the same clean, sanitary, inoffensive and
free and clear of all obnoxious substances and unsightly
conditions on the ground in the vicinity of such free-standing
sign.
"d. Wherever anchors or supports consist of wood
.embedded in the soil, the wood shall be pressure treated with
an approved preservative.
"e. All free-standing signs shall be erected within
landscaped areas. Minimum distance from the edge of the
landscaped area to sign supports shall be three (3) feet.
Irrigation water shall be provided for the landscaping.
"f. Where a parcel of land by one legal entity has a
commercial enterprise located thereon which lies partly within
and partly without the municipal boundaries of the Village,
there may be erected on that part of the parcel lying within
the Village one free-standing sign advertising products,
accommodations, services or activities available on that part
of the parcel lying without the Village; provided however, that
said sign shall not exceed 450 square feet in background
area; counting all sides. Any sign permitted by this
subsection shall comply with all other provisions of this
Article, and the provisions of this subsection shall in no way
increase the number of signs permitted in a given area, nor
' increase the amount of surface area of the sign itself.
"Section 6-128 - WALL SIGNS.
"A. Wall signs attached to exterior walls of solid
masonry, concrete or stone, shall be safely and securely
attached to the same by means of metal anchors, bolts or

expansion screws of not less than three-eighths (3/8) inch in
diameter and shall be embedded at least five (5) inches. Wood
blocks shall not be used for anchorage, except in the case of
wall signs attached to buildings with walls of wood. A wall
sign shall not be supported by anchorages secured to an
' unbraced parapet wall.
"Section 6-129 - PROJECTING SIGNS.
"a. All projecting signs shall be constructed
entirely of metal or other non-combustible material and
securely attached to a building or structure by metal supports
such as bolts, anchors, supports, chains, guys or steel rods.
Staples or nails shall not be used to secure any projecting
sign to any building or structure.
"b. The dead load of projecting signs, not parallel
to the building or structure, and the load due to wind pressure
shall be supported with chains, guys or steel rods having net
' cross sectional dimension of not less than three-eighths (3/8)
inch in diameter. Such supports shall be erected or maintained
at an angle of at least forty-five (45) degrees with the
horizontal to resist the dead load and at an angle of
forty-five (45) degrees or more with the face of the sign to
resist the specified wind pressure. If such projecting sign
exceeds thirty (30) square feet in one facial area, there shall
be provided at least two (2) inch supports on each side not
mare than eight (8) feet apart to resist the wind pressure.
"c. All supports shall be secured to a bolt or
expansion screw that will develop the strength of the
supporting chain, guys, or steel rod, with a minimum
five-eighths (5/8) inch bolt or lag screw by an expansion
' shield. Turnbuckles shall be placed in all chains, guys or
steel rods supporting projecting signs.
"d. Chains, cables, guys or steel rods used to
support the live or dead load of projecting signs may be
fastened to solid masonry walls with expansion bolts or by

machine screws in iron supports, but such supports shall not be
attached to an unbraced parapet wall. Where the supports must
be fastened to walls made of wood, the supporting anchor bolts
must go through the wall and be plated or fastened on the
inside in a secure manner.
"e. A projecting sign shall not be erected on the
wall of any building so as to project above the roof or cornice
wall or above the roof level where there is no cornice wall. A
sign attached to a corner of a building and parallel to the
vertical line of such corner shall be deemed to be erected at a
right angle to the building wall.
"Section 6-130 - MAR UEE SIGNS.
"Marquee signs shall be constructed entirely of metal
or non-combustible material and may be attached to, or hung
from a marquee, and such signs when hung from a marquee shall
be at least eight (8) feet at its lowest level above the
sidewalk or ground level, and further, such signs shall not
extend outside the line of such marquee. Marquee signs may be
attached to the sides and front of a marquee, and such sign may
extend the entire length and width of said marquee, provided
such sign does not extend more than six (6) feet above, nor one
(1) foot below such marquee, but under no circumstances shall
the sign or signs have a vertical dimension greater than eight
(8) feet.
"Section 6-131 - ILLUMINATED SIGNS.
"a. All illuminated signs shall be lighted by
electricity only.
"b. All electric wiring to signs shall be installed
in conduit and concealed. The conduit shall be installed under
the ground in accordance with the Village Electric Code.
"c. Electrically lighted signs shall be automatically
controlled to be disconnected daily at twelve (12) midnight or
at the close of the business if the advertised closing is later
than midnight.

"d. All illuminated signs erected in the Village that
do not conform to the terms of this paragraph shall conform by
1 July 1981 or be removed from the premises.
"Section 6-132 - VEHICLE SIGNS.
"Motor vehicles with advertising devices or signs of
' any nature attached or affixed in any manner to the motor
vehicle may be permitted on a parcel of commercial land for not
more than 24 consecutive hours and for not more than 24 hours
in any 48-hour period. Non-motorized vehicular signs or sign
structures attached or affixed in any manner on or to any
non-motorized wheeled vehicle are expressly prohibited in any
zone.
"Section 6-133 - USE OF PLASTIC MATERIALS.
"a. Notwithstanding any other provisions of this
Code, plastic materials which burn at a rate no faster than two
and one-half (2. 5) inches per minute when tested in accordance
with 'Test for Flammability of Rigid Plastics Over 0.050 Inches
in Thickness, ASTM D635'; shall be deemed approved plastics and
may be used as the display surface material and for the
letters, decorations and facings on signs and outdoor display
structures, provided, that in the Fire District the structure
of the sign in which the plastic is mounted or installed is
non-combustible.
"b. Individual plastic facings of electric signs
shall not exceed two hundred (200) square feet in area. If the
area of a display surface exceeds two hundred (200) square
feet, the area occupied or covered by approved plastics shall
be limited to two hundred (200) square feet plus fifty (50)
percent of the difference between two hundred (200) square feet
and two thousand (2,000) square feet.
"c. Letters and decorations mounted upon an approved
plastic facing or display surface may be made of approved
plastics.
"d. An approved plastic is as defined in the Standard
Building Code.

' SPECIAL PROVISIONS
"Section 6-134 - REGULATIONS AND GUIDELINES FOR VARIOUS
HEIGHT AND AREA COMPUTATIONS.
"a. Computing background area of sign - In computing
background area in square feet, standard mathematical formulas
for known or common shapes will be used. In the case of
irregular shapes, , straight lines drawn closest to the
extremities of the shape will be used. On signs with more than
one face, only that face or faces visible from any one
direction at one time will be counted. (See Number 1 below.)
"b. Computing copy area - In computing copy area,
straight lines drawn closest to copy extremities encompassing
individual letters or words shall be used. (See Number 2
below.)

"Section 6-135 - SIGNS IN COMMERCIAL DISTRICTS.
One building identification sign which is installed
flat against the main front wall of a building may be provided
for each building street frontage provided such sign does not
exceed twenty (20) square feet in background area.
Additionally, business signs which are installed flat against
the main front wall of a building are permitted for each
licensed business frontage, which has direct ground level
walk-in access from a public or private roadway or sidewalk.
"Section 6-136 - SPECIFIC SIGN RE UIREMENTS BY ZONING DISTRICTS
"A. For District R-1, the following on-premises signs are
permitted:
"1. One sign, not exceeding one (1) square foot in
background area and bearing only property numbers, street
address and/or names of occupants of premises.
"2. One Real Estate Sign not exceeding five (5)
square feet in background area which advertises the sale,
rental or lease of the premises upon which sign is located only.
"3. One sign denoting the architect, engineer and/or
contractor when placed at the construction site, and not
exceeding five (5) square feet in background area in total.
"4. Traffic or other municipal signs, legal notices,
danger and such temporary or emergency signs as may be approved
by the Village Council.
"5. No free-standing sign may be located closer than
10 feet of the front property line or three feet of the side
and rear property line, except sign allowed in Subsection (1)
above.
"B. For Districts R-2, the following on-premises signs are
permitted:
"1. One sign, not exceeding one (1) square foot in
background area and bearing only property numbers, street
address and/or names of occupants of premises.

"2. One Real Estate Sign not exceeding five (5)
square feet in background area which advertises the sale,
rental or lease of the premises upon which said sign is located
only.

"3. One sign denoting the architect, engineer and/or
contractor when placed at the construction site, and not
exceeding five (5) square feet in background area in total.
"4. Traffic or other municipal signs, legal notices,
danger and such temporary or emergency signs as may be approved
by the Village Council.
"5. One sign not over twenty-four (24) square feet in
background area for public, charitable or religious
institutions when the same are located on the premises of said
institutions.
"6. Memorial signs on tablets, names of buildings and
dates of erection when cut into any masonry surface or when
constructed of bronze or other incombustible materials and not
exceeding eight (8) square feet in background area..
"Location: No free-standing sign may be located
closer than ten (10) feet of the front property line or three
(3) feet of the side and rear property line. This provision
does not apply to the sign allowed by Subsection (1) above.
"C. For District R-3, the following on-premises signs .are
permitted:
"1. One sign, not exceeding three (3) square feet in
background area and bearing only property numbers, street
address and/or names of occupants of premises.
"2. One Real Estate Sign not exceeding five (5)
square feet in background area which advertises the sale,
rental or lease of the premises upon which said sign is located
only.
"3. One sign denoting the architect, engineer and/or
contractor when placed upon work under construction, and not
exceeding thirty two (32) square feet in background area in
total.

"4. Traffic or other municipal signs, legal notices,
danger and such temporary or emergency signs as may be approved
by the Village Council.
"5. One sign not over twenty-four (24) square feet itt
background area for public, charitable or religious
' institutions when the same are located on the premises of said
institutions.
"6. Memorial signs or tablets, names of buildings and
dates of erection when cut into any masonry surface or when
constructed of bronze or other incombustible materials and not
exceeding eight (8) square feet in background area.
"7. In addition to the above listed signs, the
following are permitted:
"a. Type. On-premises free-standing and wall signs
which may be indirectly illuminated or sillouetted.
"b. Number. One sign only permitted, either one wall
sign or one free-standing sign.
' "c. Size. The maximum background area shall be
thirty-two (32) square feet.
"d. Height. The maximum total height of a
free-standing sign shall be ten (10) feet above surrounding
grade.
"e. Location. No free-standing sign may be located
closer than ten (10) feet of the front property line or three
(3) feet of the side and rear property line. This provision
does not apply to the sign allowed by Subsection (a) above.
"f. Builders' and developers' signs advertising the
sale, rental or lease of the premises upon which said signs are
located. Builders' and developers' signs shall be permitted to
' exceed the above sizes but shall not exceed one hundred (100)
square feet in background area. Permits are renewable every
six (6) months. These signs shall be removed prior to issuance
of a Certificate of Occupancy.
"D. For District CA the following signs are permitted.

"1. Type. On-premise wall and free-standing signs
are permitted.
"2. Number.
"a. Free-standing signs. One sign permitted per lot.
"b. Wall signs. See Section 6-135.
' "c. Real Estate Signs. One sign permitted to
advertise the sale, rental or lease of the premises upon which
said sign is located. Maximum background of sign shall be ten
(10) square feet. Minimum front setback to be ten (10) feet.
"3. Size.
"a. Free-Standing Sign. Total free-standing sign
background area shall not exceed fifty (50} square feet for
lots of one hundred (100) feet or less, in width, and may be
increased in total surface area by five (5) square feet for
each additional twenty (20) feet of lot width. The maximum
total background area permitted in any case is seventy-five
(75) square feet.
' "b. Wall Sign. The background area of a wall sign
shall not exceed the ratio of one-half (1/2) square foot of
area for each lineal foot of licensed building frontage. A
maximum of one hundred (100) square feet of wall sign
background area per building is allowed.
"9. Height.
"a. Free-Standing Sign. Maximum total height
permitted is twenty (20) feet above surrounding grade.
"b. Wall Sign.. The bottom edge of wall signs which
exceed six (6) inches in thickness shall be a minimum of eight
(8) feet above the ground or sidewalk level. No wall sign
shall exceed twelve (12) inches in thickness.
' "5. Location.
"a. Free-Standing Signs. Free-standing signs shall
be set back a minimum of forty (40) feet from any right-of-way
and twenty (20) feet from any side property line.

"6. In addition to the above, the following
non-illuminated signs are permitted:
"a. One sign, not exceeding one (1) square foot in
background area and bearing only property numbers, street
address and/or names of occupants of premises.
' "b. One sign denoting the architect, engineer or
contractor when placed upon the construction site, and not
exceeding a total combined thirty-two (32) square feet in
background area.
"c. Traffic or other municipal signs, legal notices,
danger, and such temporary or emergency signs as may be
approved by the Village Council.
"d. One sign not over twenty-four (24) square feet in
background area for public, charitable or religious
institutions, when the same are located on the premises of said
institutions.
"e. Memorial signs or tablets, names of buildings and
' dates of erection when cut into any masonry surface or when
constructed of bronze or other incombustible materials and not
exceeding eight (8) square feet in background area.
"f. Occupational wall signs denoting only the name
and profession of an occupant in a commercial building, or
public institutional building, and not exceeding two (2) square
feet in background area.
"g. Builders' and developers' signs advertising the
sale, rental, or lease of the premises upon which said signs
are located. Builders' and developers' signs shall be

' renewable every six (6) months. These signs shall, be removed
prior to issuance of a Certificate of Occupancy.
"7. Directional Sians. Parking area signs may be
erected at each point of ingress and egress to a parking lot or
parking area and such signs shall not exceed two (2) square

feet in background area nor extend to a greater height than
three (3) feet above the ground. Only one such sign shall be
allowed at each point of ingress and egress, provided such
signs do not create a traffic or pedestrian hazard.
"E. For District CB the following signs are permitted.
"1. Type. On-premise wall and free-standing signs
are permitted.
"2. Number.
"a. Free-Standing Signs. One sign permitted per lot.
"b. Wall Signs. See Section 6-135.
"c. Real Estate Signs. One sign permitted to
advertise the sale, rental or lease of the premises upon which
said sign is located. Maximum background area of sign shall be
ten (10) square feet. Minimum front setback to be ten (10)
feet.
"3. Size.
"a. Free-Standing Sign. Total free-standing sign
background area shall not exceed fifty (50) square feet for
lots of one hundred (100) feet or less, in width, and may be
increased in total background area by five (5) square feet for
each additional twenty (20) feet of lot width. The maximum
total background area permitted. in any case is seventy-five
(75) square feet.
"b. Wall Sign. The background area of a wall sign
shall not exceed the ratio of one-half (1/2) square foot of
area for each lineal foot of licensed building frontage. A
maximum of one hundred (100) square feet of wall sign
background area per building is allowed.
"4. Height.
"a. Free-Standing Sign. Maximum total height
permitted is twenty (20) feet above surrounding grade.
"b. Wall Sign. The bottom edge of wall signs which
exceed six (6) inches in thickness shall be a minimum of eight
(8) feet above the ground or sidewalk level. No wall sign
shall exceed twelve (12) inches in thickness.

"5. Location.
"a. Free-Standing Si n. Free-standing signs shall be
set back a minimum of fifteen (15) feet from any right-of-way
and twenty (20) feet from any side property line.
"6. in addition to the above, the following
' non-illuminated signs are permitted.
"a. One sign, not exceeding one (1) square foot in
background area and bearing only property numbers, street
address and/or names of occupants of premises.
"b. One sign denoting the architect, engineer or
contractor when placed upon the construction site, and not
exceeding a total combined of thirty-two (32) square feet in
background area.
"c. Traffic or other municipal signs, legal notices,
danger, and such temporary or emergency signs as may be
approved by the Village Council.
"d. One sign not over twenty-four (24) square feet in
' background area for public, charitable or religious
institutions, when the same are located on the premises of said
institutions.
"e. Memorial signs or tablets, names of buildings and
dates of erection when cut into any masonry surface or when
contructed of bronze or other incombustible materials and not
exceeding eight (8) square feet in background-area.
"f. Occupational wall signs denoting only the name
and profession of an occupant in a commercial building, or
public institutional building, and not exceeding two (2) square
feet in background area.
"g. Builders' and developers' signs advertising the
' sale, rental, or lease of the premises upon which said signs
are located. Builders' and developers' signs shall be
permitted to exceed the above sizes but shall not exceed one
hundred (100) square feet in background area. Permits are

free-standing sign shall not contain more than 1 1/2 square
feet.
"b. For each lineal foot of licensed business
frontage, the total background area of wall signs shall not
contain more than two (2) square feet.
"c. A combination of one free-standing sign and one
or more wall signs shall be permitted provided that the total
background area of the combined signs shall not exceed the
maximum permitted area set forth above.
"4. Height and Location.
"a. Wall Sign. The bottom edge of wall signs which
exceed six (6) inches in thickness shall be a minimum of eight
(8) feet above grade. No wall sign shall exceed twelve (12)
inches in thickness.

"b. Free-Standing Si n. A free-standing sign shall
be set back a minimum of fifteen (15) feet from any
right-of-way line and the maximum height of the sign above
grade shall be fifteen (15) feet at the setback line. For each
two (2) feet that a sign is located behind the fifteen (15)
foot setback line, the height of the sign may be increased one
(1) foot. The maximum height of a free-standing sign shall be
twenty (20) feet. No free-standing sign shall be erected
nearer than two (2) feet of any other sign, building or
structure. No part of any sign shall be erected closer than
eighteen (18) inches of any property line.
"5. in addition to the above, the following signs are
permitted:
"a. One sign, not exceeding one (1) square foot in
