VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Manuel called the meeting to order at 7:30 p.m. All members of Council were present. All
members of staff were present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Hernacki gave the invocation and President Pro Tem Norris led the public in the Pledge
of Allegiance to the Flag.
AWARDS AND RECOGNITION
Public Safety Director Robert O'Neill presented plaques to Rick and Sue Morgan, Old Port Cove
Holdings, in recognition of their public service to the Village. The Morgans offered a storefront at
Cove Plaza for use as a Public Safety field office during the yearlong overhaul of the Parker Bridge,
thus ensuring uninterrupted emergency services to residents living north of Parker Bridge.
APPROVAL OF MINUTES
The minutes of the Regular Session held 2/24/11 were approved as written.
ADMINISTRATION OF COUNCILMAN OATHS
Village Clerk Melissa Teal administered the oath of office to re-elected council members
T.R. Hernacki and David Norris. Said Oaths are attached to the official Minutes.
COUNCIL REORGANIZATION
William Manuel nominated Darryl Aubrey for Mayor. With no other nominations for Mayor,
Darryl Aubrey was declared Mayor.
Darryl Aubrey nominated David Norris for Vice Mayor. With no other nominations for Vice
Mayor, David Norris was declared Vice Mayor.
David Norris nominated William Manuel for President Pro Tem With no other nominations for
• President Pro Tem, William Manuel was declared President Pro Tem.
Thereafter, the names of Darryl Aubrey, David Norris, and William Manuel were entered into
Resolution 2011-11.

RESOLUTION 2011-11 ADOPTED -COUNCIL OFFICERS
• Councilman Hernacki moved to adopt Resolution 2011-11 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, APPOINTING THE MAYOR, VICE MAYOR AND PRESIDENT PRO TEM FOR THE
UPCOMING YEAR; AND PROVIDING FOR AN EFFECTIVE DATE.
Mayor Aubrey seconded the motion, which passed unanimously.
ADMINISTRATION OF OATHS TO COUNCIL OFFICERS
Village Clerk Melissa Teal administered the Oath of Office to Mayor Aubrey, Vice Mayor Norris,
and President Pro Tem Manuel. Said Oaths are attached to the official Minutes.
STATEMENTS FROM THE PUBLIC
Stephanie Hastings, 364 Golfview Road, #401A, distributed a letter to Council and requested that
a sidewalk be added on the Royale Harbour side of McLaren Road, between U.S. Highway 1 and
Ellison Wilson Road. Mr. Knight reported that staff is investigating the matter.
CONSENT AGENDA
Councilman Hernacki moved to approve the consent agenda. The motion was seconded by Vice
Mayor Norris and passed unanimously. The consent agenda included the following items:

Receive for file Minutes of the General Employees Pension Board meeting held 2/18/11
Receive for file Minutes of the Golf Advisory Board meeting held 2/22/11

Receive for file Minutes ofthe Planning Commission meeting held 3/1/2011
VILLAGE MANAGER MATTERS/REPORTS
Mr. Knight announced that a Request for Qualifications would be issued for engineering services.
ADJOURNMENT
With no further business to come before the Council, the meeting adjourned at 7:46 p.m.
