03-24-2011 VC WS-MMINUTES OF THE WORKSHOP SESSION • VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA MARCH 24, 2011 Present: Darryl C. Aubrey, Sc.D., Mayor David B. Norris, Vice Mayor William L. Manuel, President Pro Tem T.R. Hernacki, P.E., Councilman Robert A. Gebbia, Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, Village Clerk ROLL CALL Mayor Aubrey called the meeting to order at 8:46 p.m. All members of Council were present. All members of staffwere present. SIDEWALKS AND STREETLIGHTS WITHIN THE SOUTHWEST NEIGHBORHOOD Discussion took place concerning the capital improvement project for the installation of sidewalks and streetlights within the Southwest Neighborhood to include a landscape incentive program. Mr. Knight advised that pursuant to Council direction at its 12/9/11 Workshop Session, staff obtained conceptual drawings of the proposed sidewalk and streetlight improvements. Engineer Keith Jackson and Architect Tim Hullihan were present to answer questions about the conceptual drawings. Mr. Knight reported a Town Hall meeting has been scheduled for 3/31/11 at the Osborne Park Activities Building, at which Village administration, engineer, architect, and FPL representatives will be on hand to discuss the proposed project in detail. Notice of the meeting has been mailed and hand delivered to all affected property owners and residents in the Southwest Neighborhood. This issue will be placed on a subsequent Workshop agenda to afford residents an opportunity to express their views to Council. Mr. Knight stated the project cost is estimated at $385,000, which includes design, engineering, FPL infrastructure, and all related installation construction costs, with minimal monthly recurring costs associated with the streetlight component. Discussion took place concerning a landscape incentive, such as a matching grant or street tree giveaway, to encourage owners to beautify their properties. Discussion was held regarding relocation of existing landscaping. Mr. Jackson offered to walk the neighborhood before the Town Hall meeting in order to identify landscaping that would need to be moved. • Minutes of Village Council Workshop Session held March 24, 2011 Page 2 of 2 • WAIVER FOR SIGNAGE HEIGHT FOR SHOPPES AT CITY CENTRE Discussion was held concerning a request by Urban Design Kilday Studios to correct signage waiver language to coincide with that of the design elevations for the Shoppes at City Centre. Mr. Knight advised that the request addresses an inconsistency within the approval documents only, and does not modify the height or size of the buildings or change the proposed size or number of signs. Mr. Knight reported the issue arose due to measurement to the bottom of the sign versus measurement to the top of the sign, and requires correction so that the waiver language corresponds to the diagrams.
