VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Aubrey called the meeting to order at 7:47 p.m. All members of Council were present. A11
members of staffwere present.
NORTHLAKE BOULEVARD OVERLAY ZONING DISTRICT
Discussion took place concerning extending the compliance date for non-conforming landscaping and
signs within the Northlake Boulevard Overlay Zoning (NBOZ) District as an accommodation to the
business community consistent with the extension proposed by the City of Palm Beach Gardens.
Mr. Knight related that all developments existing as of the effective date of adoption of the NBOZ
regulations (2/27/03) must conform to landscape requirements within eight years and the signage
requirements within ten years, of the effective date. Mr. Knight reported that of the 46 properties
affected by this Code, only six properties have complied with the landscaping requirements.
Mr. Knight advised that the City of Palm Beach Gardens informed the Village that it is extending its
compliance dates unti12014.
Vice Mayor Norris, Chairman of the Northlake Boulevard Task Force, noted that northing in the
NBOZ regulations required participating municipalities to have the same deadlines. Vice Mayor
Norris will call a meeting of the Task Force.
Concern was expressed regarding the small number of properties in compliance. It was requested that
property owners be notified of the grants available through the Village's Small Business Grant Program.
Mr. Knight will send out notices after an ordinance extending the compliance deadlines is enacted.
Council consensus was to consider an ordinance extending the deadlines to comply with the NBOZ
requirements at its next Regular Session on 3/24/11.
• APPLICATION FOR SPECIAL PERMIT FOR SIMILAR USE
Discussion was held concerning an application for a Special Permit for a similar use by Future Dental
Assistants ofAmerica to operate a Limited continuing educational facility at 537 U.S. Highway 1, Suite 1,
subject to certain conditions and in accordance with Village policies.

• Michael Marino was present on behalf of Ann Frost. Mr. Marino advised that Ms. Frost is the certified
dental assistant who would be teaching the classes, which are limited to four students. Mr. Marino
stated that Dr. Hart would supervise the facility. Mr. Marino reported that Dr. Hart's dental office is
closed on Saturday, when classes would be held.
By consensus, this item was forwarded to the next Regular Session on 3/24/11.
CAROLINDA DRIVE PROPERTY
Discussion took place concerning The Benjamin School request to purchase or lease aone-half acre
parcel of real property located on Carolinda Drive and owned by the Village.
Mr. Knight related that this parcel of land was purchased with the intent ofconstructing afire-rescue
substation; however, the adoption of mutual assistance/automatic aid agreements due to county-
mandated level of service requirements had abated the need for an additional fire station in the Village.
Mr. Knight reported that The Benjamin School is currently in plan review for an additional building at
their site, and wishes to purchase the property in order to satisfy land-use parking requirements.
Mr. Rubin explained the issue of easements pertaining to the Carolinda Road right-of--way and the
partial abandonment of Carolinda Road. Discussion ensued regarding the conveyance of the road back
to the Village.
Discussion took place concerning the possibility of leasing the property to The Benjamin School.
Council discussed the initial purchase price, the current value of the property as determined by the
Palm Beach County Property Appraiser, and obtaining an appraisal.
By consensus, Council instructed Mr. Knight to investigate the sale of this property.

With no further business to come before the Council, the meeting adjourned at 8:25 p.m.
