CONSENT AGENDA The Consent Agenda is designed for the purpose of expediting issues considered to be of a routine or pro forma nature such that the Council deterntines is not necessary to discuss and vote on each iteni separately. Any member of Council may remove any iteni from the Consent Agenda, which would automatically convey that iteni to the Regular Agenda for separate discussion and vote. A. ORDINANCES a. 2ND READING — BILL 1162 — CODE AMENDMENT — AUDIT COMMITTEE Consider a motion to approve second reading and enactment of Bill 1162, a proposed ordinance amending Section 2, Composition; Terms; Vacancies of Ordinance 06-2004, which created an Audit Committee, for the purpose of changing the composition and terms of the Audit Committee. Enact Bill 1162 as Ordinance ACTION b. 2ND READING — BILL 1163 — CODE AMENDMENT — EARLY VOTING Consider a motion to approve second reading and enactment of Bill 1163, a proposed ordinance amending Article I of Chapter 10, Elections, of the Village Code, by adding a Section 10-13, Early Voting, to provide that the Village is exempted from the provisions of Section 101.657, Early Voting, of the Florida Statutes. Enact Bill 1163 as Ordinance ACTION c. 1ST READING — BILL 1164 — CODE AMENDMENT — AGENDA ORDER OF BUSINESS Consider a motion to approve first reading of Bill 1164, a proposed ordinance amending Section 2-26, Order of Business, of Division 2 of Article II of Chapter 2, Administration, of the Code of Ordinances to provide that order of business may be varied by unanimous consent of the councilmen present. ACTION d. 1ST READING — BILL 1165 — CODE AMENDMENT — HOME OCCUPATIONS Consider a motion to approve first reading of Bill 1165, a proposed ordinance amending Subsection F of Section 45-36, General Provisions, of Article III, District Regulations, of Appendix C-Zoning of the Code of Ordinances to disallow business, professional, commercial activity or home occupation from being conducted within dwellings in the R-1, Single -Family Dwelling District, R-2, Multiple -Family Dwelling District, and R-3, Apartment Dwelling District. ACTION 13. RESOLUTIONS a. COLLECTIVE BARGAINING AGREEMENT BETWEEN THE VILLAGE AND PROFESSIONAL FIREFIGHTERS/PARAMEDICSS OF PALM BEACH COUNTY, LOCAL 2928, IAFF, INC. Consider a motion to adopt a resolution approving the Collective Bargaining Agreement between the Village of North Palm Beach and Professional Firefighters/Paramedics of Palm Beach County, Local 2928, IAFF, Inc. ACTION 2 REGULAR SESSION AGENDA — THURSDAY, JANUARY 27, 2005 b. PERSONNEL RULES AND REGULATIONS AMENDMENT — TUITION REIMBURSEMENT Consider a motion to adopt a resolution amending Section 11.02, Tuition Refund Program, of the Personnel Rules and Regulations of the Village. ACTION c. MEMORANDUM OF UNDERSTANDING — POLICE BENEVOLENT ASSOCIATION Consider a motion to adopt a resolution approving the Memorandum of Understanding to Amend Collective Bargaining Agreement between the Village of North Palm Beach and the Palm Beach County Police Benevolent Association. ACTION d. NOTICE OF ELECTION Consider a motion to adopt a resolution directing the Village Clerk to publish notice of the General Election to be held March 8, 2005 and naming the time and place where such election should be held; appointing the election officials for the General Election and Runoff Election; declaring the offices to be filled at such election. ACTION e. APPROVING AND AUTHORIZING THE PURCHASE OF ONE REAR LOADING GARBAGE TRUCK Consider a motion to adopt a resolution approving and authorizing the purchase of one (1) Sterling LT7500 W/ 2R-11 25 cubic yard rear loading garbage truck in the amount of $119,000 from account A7020-66410, Sanitation Capital Automotive. ACTION f MEMORANDUM OF UNDERSTANDING — MULTI -AGENCY VIOLENT CRIMES TASK FORCE Consider a motion to adopt a resolution approving a Memorandum of Understanding, which creates a Multi -Agency Violent Crimes Task Force, and authorizing the Public Safety Director to execute the Memorandum of Understanding on behalf of the Village. g. ACTION APPOINTING 2ND ALTERNATE MEMBER TO AUDIT COMMITTEE Consider a motion to adopt a resolution appointing a 2nd alternate member to the Audit Committee. ACTION 3 REGULAR SESSION AGENDA — THURSDAY, JANUARY 27, 2005 14. MISCELLANEOUS BUSINESS a. CONFIRMATION OF APPOINTMENT OF DEPUTY VILLAGE CLERK Consider a motion to confirm the appointment of Mary Kay McGann as Deputy Village Clerk. ACTION 15. ADJOURNMENT Next Ordinance 01-2005 Next Resolution 04-2005 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 4
