ROLL CALL
Mayor Norris called the meeting to order at 7:30 p.m. All members of Council were present.
All members of staff were present.
BILL 1213 -MILEAGE RATE
Vice Mayor Eissey moved that Bill 1213, a proposed ordinance establishing and adopting the ad
• valorem tax millage rate for the fiscal year commencing 10/1/06 and ending 9/30/07 be placed
on first reading and read by title alone. President Fro Tem Manuel seconded the motion.
BILL 1214 -BUDGET FOR FISCAL YEAR 2006-2007
Vice Mayor Eissey moved that Bill 1214, a proposed ordinance adopting the Budget for fiscal
year 2006-2007 be placed on first reading and read by title alone. President Pm Tem Manuel
seconded the motion.
PUBLIC HEARING ON AD VALOREM TAX ORDINANCE AND BUDGET ORDINANCE
Mayor Norris opened the Public Hearing on the Ad Valorem Tax ordinance and Budget ordinance.
Village Manager Mark Bates announced that the advertised millage rate of 6.600 represents an
increase of 16.34% over the rolled-back rate.
Finance Director Samia Janjua reported that the budget recommendation submitted to Council in
July included a proposed reduction in the millage rate from 6.8 to 6.6 mills. After further
consideration, the Council developed budget adjustments that reduce the millage rate to 6.4
mills. Ms. Janjua noted that the budget provides for reasonable employment pay and benefit
levels, increased cost of insurance, fuel and utilities, and continued improvements to parks,
roadways and infrastructure. Ms. Janjua reported that the proposed budget includes three
• additional positions: police officer, fire inspector, and planning official.

COMMENTS FROM THE PUBLIC
• Louise Daniels, 318 Clark Lane, Jupiter, commented that the Village has received an extended
windfall of property tax dollars, but is spending 16% more than last year. Ms. Daniels noted that
Palm Beach County presently has the highest mortgage default rate in the country, and everyone
has higher insurance bills, utilities are increasing, and some have not finished paying for
hurricane damage. Ms. Daniels stated people can't afford to live in Palm Beach County.
Ms. Daniels advised she charges $1,200 per month rent for the house she owns on Hummingbird
Way, and her taxes alone will be $5,000 next year, not including insurance and other expenses.
Rich Labelle, 2626 Pepperwood Circle, stated that he is a Pratt & Whitney employee who left
North Palm Beach in 2000, and has been able to return. Mr. Labelle advised that Pratt can't
attract new engineers, because every engineer they interview says it's too expensive to live here.
Mr. Labelle noted that since 2003, taxes have increased by 33%, 27%, and 16%, and although
cost of living is more expensive, it is not to that degree.
DISCUSSION OF BUDGET AMENDMENTS
Discussion took place concerning administrative charges to the Country Club budget.
Councilman O'Meilia moved to enter into the General Fund and Country Club budgets a $70,000
_ charge_to_ the Country Club for administrative_and_financial help. President. Pro_ Tem Manuel.
seconded the motion, which failed 2 - 3, with Councilman O'Meilia and President Pro Tem
Manuel voting aye, and Councilman Pierman, Vice Mayor Eissey, and Mayor Norris opposed.
• Councilman Pierman stated that after the golf course opens, consideration of an administrative
charge to the Country Club is to be placed on a future agenda for discussion.
Councilman O'Meilia moved to reduce the millage rate to 6.3. President Pro Tem Manuel
seconded the motion. After discussion, the motion was withdrawn.
BILL 1213 - AD VALOREM TAX MILEAGE RATE -AMENDED AND PLACED ON
FIRST READING
Councilman O'Meilia moved to reduce the tentative ad valorem tax millage rate from 6.6 to 6.4
mills. Vice Mayor Eissey seconded the motion to amend, which passed unanimously. Thereafter,
the original motion, as amended, to approve first reading of Bi111213 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ESTABLISHING AND ADOPTING THE VILLAGE OF NORTH PALM
BEACH AD VALOREM TAX OPERATING MILEAGE LEVY RATE AT 6.4000 MILLS
FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2006 AND ENDING
SEPTEMBER 30, 2007 ("2006/2007 FISCAL YEAR") REPRESENTING AN INCREASE OF
12.83% FROM THE PRIOR YEAR'S ROLLED BACK RATE, AND ESTABLISHING AND
ADOPTING THE VILLAGE OF NORTH PALM BEACH AD VALOREM TAX DEBT
SERVICE MILEAGE LEVY RATE AT 0.0000 MILLS FOR THE 2006/2007 FISCAL YEAR;
FOR A TOTAL AD VALOREM TAX MILEAGE LEVY RATE OF 6.4000 MILLS FOR ALL
. PURPOSES OR $6.4000 PER THOUSAND DOLLARS OF TAXABLE ASSESSED PROPERTY
VALUE; PROVIDING FOR CONFLICTS; AND, PROVIDING AN EFFECTIVE DATE
passed unanimously.

ANNOUNCEMENT OF FINAL PUBLIC HEARING ON TAX AND BUDGET
• Mayor Norris announced Tuesday, September 26, 2006 at 7:30 p.m. as the date and time of the
final Public Hearing on the tax and budget.
BILL 1214 - 2006-2007 BUDGET -AMENDED AND PLACED ON FIRST READING
Councilman O'Meilia moved to approve amendments to the budget as discussed at the last budget
workshop. President Pro Tem Manuel seconded the motion.
Thereafter, the original motion, as amended, to approve first reading of Bi111214 entitled
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ADOPTING THE ANNUAL BUDGET OF THE VILLAGE OF NORTH
PALM BEACH FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2006 AND
ENDING SEPTEMBER 30, 2007 AND AUTHORIZING ALLOCATIONS,
APPROPRIATIONS AND EXPENDITURES IN ACCORDANCE WITH THE BUDGET AND
AS AUTHORIZED BY LAW; APPROVING A COMPREHENSIVE PAY PLAN AND
AUTHORIZING THE VILLAGE MANAGER TO MAKE TEMPORARY APPOINTMENTS
TO BUDGETED POSITIONS; PROVIDING THE CREATION OF GOVERNMENTAL
FUNDS WHEN NECESSARY;. PROVIDING_FOR1'HE_SUSPENSION OF _EXP_ENDITURES

It was noted that the budget ordinance includes approval of the Comprehensive Pay and
Classification Plan, therefore item 6.c. will be dropped from the agenda. Mr. Bates advised that
an amendment to the pay plan, to delete the golf course supervisor position and to create a greens
maintenance technician, will be brought back at second reading of the ordinance.
Mayor Norris closed the Public Hearing.
RESOLUTION 2006-64 ADOPTED -CORRECTING HEALTH INSURANCE RATES
Councilman O'Meilia moved that Resolution 2006-64 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, AMENDING RESOLUTION 2006-39 RELATING TO THE PROVISION
OF HEALTH INSURANCE COVERAGE FOR VILLAGE EMPLOYEES BY UNITED
HEALTHCARE TO CORRECT• THE AMOUNT OF THE EMPLOYEE CONTRIBUTIONS
FOR CERTAIN TYPES OF COVERAGE; PROVIDING FOR CONFLICTS; AND,
PROVIDING FOR AN EFFECTIVE DATE
• be adopted. Vice Mayor Eissey seconded the motion, which passed unanimously.

RESOLUTION 2006-65 ADOPTED -DENTAL INSURANCE RENEWAL
Councilman O'Meilia moved that Resolution 2006-65 entitled
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, ACCEPTING THE RENEWAL PROPOSAL OF THE GUARDIAN LIFE
INSURANCE COMPANY OF AMERICA FORA 12-MONTH PERIOD BEGINNING
OCTOBER 1, 2006 AND ENDING SEPTEMBER 30, 2007, TO CONTINUE TO PROVIDE
THE VILLAGE WITH DENTAL INSURANCE FOR VILLAGE EMPLOYEES AT A RATE
INCREASE OF 7.0% FOR THE GUARDIAN PLAN 202PX PPO AND NO RATE INCREASE
FOR THE GUARDIAN MANAGED DENTALGUARD 30M (HMO) PLAN, WHICH
RENEWAL PROPOSAL IS ATTACHED TO THIS RESOLUTION AS EXHIBIT "A" AND
INCORPORATED HEREIN; ESTABLISHING AND SETTING FORTH CONTRIBUTIONS
FOR DENTAL INSURANCE BY EMPLOYEES OF THE VILLAGE BEGINNING
