PUBLIC HEARINGS AND QUASI JUDICIAL MATTERS 1. BILL 1220 — 2ND READING AND PUBLIC HEARING OF ORDINANCE — DEFINED CONTRIBUTION PENSION PLAN (TABLED ON 11/9/06) Consider a motion to approve second reading of Bill 1220, a proposed ordinance approving the creation of a defined contribution pension plan for as an alternative choice for Village employees. Consider a motion to enact Bill 1220 as Ordinance 2006-26. ACTION 2. BILL 1221 — 2ND READING AND PUBLIC HEARING OF ORDINANCE — NON-PROFIT GROUP PLAY FEE INCREASE Consider a motion to approve second reading of Bill 1221, a proposed ordinance amending the 2006-07 Country Club Enterprise Fund Budget to increase fee for non-profit group play from $35.00 to $55.00; limiting non-profit group play events to Country Club summertime "afternoon special" play. Consider a motion to enact Bill 1221 as Ordinance 2006-27. ACTION Regular Session Agenda Thursday, December 14, 2006 3. BILL 1222 — 2ND READING AND PUBLIC HEARING OF ORDINANCE — CONVERTING OCCUPATIONAL LICENSE FEES TO BUSINESS TAXES Consider a motion to approve second reading of Bill 1222 a proposed ordinance amending the Code of Ordinances to change the terms "occupational license tax" and "occupational license" to "local business tax" and "business tax receipt." Consider a motion to enact Bill 1222 as Ordinance 2006-28. ACTION 4. BILL 1223 — 1ST READING OF ORDINANCE — PROPORTIONATE FAIR -SHARE PROGRAM Consider a motion to approve first reading of Bill 1223 a proposed ordinance amending the Code of Ordinances to create a mechanism for proportionate share contributions from developers toward traffic concurrency requirements. ACTION 5. BILL 1224 — 1ST READING OF ORDINANCE — SMALL-SCALE COMP PLAN AMENDMENT Consider a motion to approve first reading of Bill 1224 a proposed ordinance adopting small- scale amendment 07-01 to the Village's Comprehensive Plan to amend the future land use designation of a .49 acre parcel of land located on the north side of Carolinda Road and west of U.S. Highway One. ACTION 6. BILL 1225 — 1ST READING OF ORDINANCE — REZONING CAROLINDA ROAD PARCEL Consider a motion to approve first reading of Bill 1225 a proposed ordinance rezoning a .49 acre parcel of land located on the north side of Carolinda Road and west of U.S. Highway One from R-2 (Multiple -Family Dwelling) Zoning District to P (Public) Zoning District. ACTION D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or pro -forma nature. OTHER VILLAGE BUSINESS MATTERS 1. RESOLUTION — BUDGET AMENDMENT — CAPITAL PROJECT FUND POOL RENOVATION Consider a motion to adopt a proposed resolution amending the 2006-07 Budget by transferring $78,957 from the General Fund to the Capital Project Fund to provide necessary funds for the Pool Renovation Project. ACTION 2. REVISED RESOLUTION — BUDGET AMENDMENT — COUNTRY CLUB ADMINISTRATION Consider a motion to adopt a proposed resolution amending the 2006-07 Budget by transferring $77,436 $87,260 from Country Club Fund Balance/Retained Earnings to Country Club Capital Accounts to provide necessary funds for Country Club finishing projects. ACTION 3. RESOLUTION — ENHANCED SECURITY MEASURES AT COUNTRY CLUB Consider a motion to adopt a proposed resolution approving and authorizing purchase and installation of additional security cameras at the Country Club from Communication Concepts in an amount not to exceed $24,871, and approving and authorizing installation of a pedestrian barrier fence along U.S. Highway One using funds available from the Country Club Capital Account. (REVISED BACKUP) ACTION 4. RESOLUTION — FPL EASEMENT — COUNTRY CLUB Consider a motion to adopt a proposed resolution approving a utility easement in favor of Florida Power & Light for construction, operation, and maintenance of underground electric facilities at the Country Club. ACTION 5. MOTION — POOL DECKING CHANGE ORDER Consider a motion to approve a change order with Precise Paving, West Palm Beach, Florida, in the amount of $27,217.96 for supplemental pavers at the Country Club; funds to be expended from Account L8056-66210 (Country Club Administration — Construction & Major Renovation.) ADJOURNMENT Next Ordinance 2006-26 Next Resolution 2006-102 If a person decides to appeal any decision by the Village Council with respect to any matter considered at the Village Council meeting, he will need a record of the proceedings, and for such purpose he may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based. This agenda represents the tentative agenda for the scheduled meeting of the Village Council. Due to the nature of governmental duties and responsibilities, the Village Council reserves the right to make additions to, or deletions from, the items contained in this agenda. 4
