HomeMy WebLinkAboutOrdinance 072 NPB Country Club Advisory Board EstablishmentORDINANCE # 72 AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA, ESTABLISHING A NORTH PALM BEACH COUNTRY CLUB ADVISORY BOARD. xx BE IT AND IT IS HEREBY ORDAINED BY THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA: Section 1. That the North Palm Beach Country Club, when purchased by the Village, and the Village facilities constructedand to be constructed thereon, shall be known as the North Palm Beach Country Club and Recreation Center, and after such purchase shall be operated as hereinafter provided. Section 1 (a) That there is hereby created a North Palm Beach Country Club Advisory Board (hereafter "Advisory Board") to be composed of five members who shall be residents of the Village of North Palm Beach and who also shall be members of the North Palm Beach Country Club and Recreation Center. (b) That the Village Council shall appoint the five members of the Advisory Board; two members shall be appointed for a two-year term in the even numbered years and three members shall be appointed for a two-year term in the odd -numbered years. The Council shall make appointments to complete the expiring terms of any vacancies arising. The initial board and the term of each member shall be as follows: Mr. B. Arnold and Mr. Robert Scott, 1 year from November 1, 1961; Mr. Roy Cuthrell, Mr. Harold Emlein, and Mr. William Lynch, 2 years from November I, 1961. (c) The Advisory Board shall elect a chairman and Vice -Chairman -from its own membership, and all actions of the Board shall be by majority vote, including the election of chairman and vice-chairman. (d) That open meetings of the Advisory Board shall be held on the first Tuesday of each month and such other special meetings as they deem advisable. (e) That the Chairman of the Board, upon approval by a majority vote of the Board, shall appoint such committees as may be deemed necessary. (f) That the Advisory Board, with the approval of the Village Council, shall establish such rules and regulations as may be necessary for the proper operation of the North Palm Beach Country Club and Recreation Center and the facilities thereof. The Board shall make such recommendations concerning the operations thereof as it deems advisable to the Village Manager for consideration by the Village Council. (g) That the Village Manager shall be an ex-officio member of the Advisory Board without vote, and shall attend all meetings of the Board. He Ordinance #72 • Page 2. • shall provide a secretary to the Board and shall be responsible for minutes of all meetings and the proper notification to Hoard members of said meet- ings. Copies of all minutes shall be furnished membersofthe Village Council, and the Village Manager shall submit monthly financial reports of the facility operations to members of the Village Council and to members of the Board. He shall be responsible to the Village Council for the proper administration of the North Palm Beach Country Club and Recreation Denter and to thatend, he shall have power and shall be required to: 1. Appoint and, when necessary for the good of the service, remove any employees except as he may authorize the head of a department or office to appoint and remove subordinates in such depart- ment or office; 2. Prepare the budget annually and submit it to the., Council and be responsible for its administration after adoption; 3. Prepare and submit to the Council as of the end of fiscal year a complete report on the finances and administrative activities of the North Palm Beach Country Club for the preceding year; 4. Perform such other duties as may be required of him by the Council. (SEAL) ATTEST: FIRST READING the 14th day of November, 1961.
