OF THE VILLAGE COUNCIL
OF NORTH PALM BEACH, FLORIDA
HELD TUESDAY, SEPTEMBER 19, 2002

Mayor Eissey called the meeting to order at 5:30 p.m. All members of the Council were present All
members of staff were present.
PURPOSE OP THE MEETING
The purpose of the Special Meeting was to discuss the evaluation of the Village Manager that was
conducted on August 26, 2002.
Mayor Eissey stated that the Village Manager had not been given the opportunity at the Evaluation
meeting to address the Council regarding his evaluations, and he would be doing so at this meeting.
Additionally, Mayor Eissey announced that public comments would not be taken at this session.
Village Manager Dennis Kelly addressed the Council regarding the evaluations and his concerns with
his contract as well as his concerns with the evaluation criteria that was used.
Vice Mayor Noel moved to "put the Manager on probationary status for six months and given a
specific set of tasks and objectives, if you will, to be completed to the satisfaction of everyone at this
table; and I think that at the end of six months, if there isn't a complete satisfaction with the Manager's
performance, then I would be happy to make the motion to ask him to resign." President Pro 7'em
7~ringali seconded the motion.
During discussion, Village Attorney George Baldwin was asked to provide a ruling regarding the right
of the public to speak to the issue. Mr. Baldwin opined that it was the call of the Mayor to decide if
• public input would be allowed.

Thereafter, the motion passed 3-2, with Vice Mayor Noel, President Pro Tem Tringali and Mayor
Eissey voting aye, and Councilman O'Meilia and Councilman Norris voting nay.
ADJOUKNMGNT
With no further business to come before the Council, the meeting adjourned at 6:10 p.m.
