Eissey, Mayor Don Noel, Vice Mayor Joseph A. Tringali, President Pro Tem Charles R. O'Meilia, Councilman David B. Norris, Councilman Dennis W. Kelly, Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, CMC, Village Clerk Mayor Eissey called the Public Hearing to order at 6:30 p.m. All members of the Council were present. All members of staff were present. PURPOSE OF THE PUBLIC HEARING The purpose of the Public Hearing was to hear comments from the public on Bill 1075, a proposed ordinance amending various Subsections of Section 45-33, C-1 Neighborhood Commercial District, of Article III, District Regulations, of Appendix C, Zoning, of the Code of Ordinances of the Village; amending Subsection A, Uses Permitted, of' Section 45-33 by adding limited access self -storage facilities as a permitted use; amending Subsection E, Off -Street Parking Regulations, of Section 45-33 to provide requirements for off-street parking of limited access self -storage facilities; amending Subsection G, Conditions for Permitted Uses, of Section 45-33 to provide conditions for limited access self -storage facilities and a provision that such use must be within a commercial planned unit development. COMMENTS FROM THE PUBLIC '1 he following persons addressed the Council with their concerns and/or opposition to the project being presented by Kilday and Associates to build limited access self -storage facilities at 401 Northlake Blvd: Robert Rowe, 837 Fathom Road, stated that he feels the project is not compatible with waterfront property or the surrounding area. Mr. Rowe said he has worked for a construction company who built earlier storage units for the same developer, and he is very familiar with their structures and what they require. Mr. Rowe is against rezoning for this purpose., and feels it set a bad precedent. He states that it can never be used for anything other than storage, once they build it. Minutes of Held September 12, 2002 Lucia Traugott, 130 Yacht Club Drive, had questions regarding the rezoning, and stated her concerning about what types of businesses will be allowed to go in there if the zoning is changed. Manny Grinn, 536 Greenway Drive, stated his opposition to the rezoning, giving a brief history of filling up an empty building on Northlake Blvd. just to have something in it. He asked about the possibility of contraband being stored in the units, with no control of what will be put in there. He also stated that a P.U.D. is not required if the zoning is changed. Collene Walter of Kilday and Associates responded to the comments, stated that the project is a mixed use project. Her comments included that the project is all of the types of things that the proposed Northlake Blvd. Overlay District is desiring for Northlake Blvd. She further stated that a P.U.D. gives flexibility, as well as giving the Village the opportunity to keep control of the proj ect. Mike Azizzi, 412 Anchorage Lane, addressed the Council regarding his concern that the project would have rental apartments at the location. Mr. Azizzi was assured that there would be no rental apartments, but there would be a full-time manager living in an apartment on the ground floor of the building. Carmen Archetti, 436 Anchorage Lane, told the Council that storage units are fine if put in an industrial area, but at the Northlake Blvd. location, it will not add to the quality of the Village. She would not like to see the property values harmed by something that is more appropriate for an industrial zone. Kevin Foley, resident of the Village and a partner in the project, addressed the Council and told them that this project is not the typical storage project that people are accustomed to seeing, with 36 orange doors in a row and people working on their cars at each unit. He stated that the exterior will be retail on the front and will look very much like an office building. Full-time management will live on site to eliminate any problems with vagrants and will be completed guarded and maintained. Marge Mathieu 720 Lighthouse Drive, asked the Council if the main building, a historical building in the Village, meets code, or will it be torn down. Ms. Mathieu was told by Kevin Foley that it will be completely gutted and will be brought up to code. He further stated that they plan to use that portion of the building that is sound, and will remove the portion that is not.
