A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, APPROVING AND RATIFYING A MEMORANDUM
OF UNDERSTANDING WITH THE FEDERATION OF PUBLIC EMPLOYEES
TO AMEND ARTICLE 36 OF THE COLLECTIVE BARGAINING AGREEMENT
PERTAINING TO WAGES TO PROVIDE FOR A COST OF LIVING
ADJUSTMENT AND AUTHORIZING THE MAYOR AND VILLAGE CLERK TO
EXECUTE THE MEMORANDUM OF UNDERSTANDING; PROVIDING FOR
CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village and the Federation of Public Employees, AFL-CIO (FPE) are parties to a
Collective Bargaining Agreement (CBA) ratified by the FPE and approved and ratified by the Village
Council on August 28, 2025 through the adoption of Resolution No. 2025-42; and
WHEREAS, the Village and the FPE have agreed to amend Article 36 (Wages) of the CBA to provide
for a cost of living adjustment through the execution of a Memorandum of Understanding (MOU),
effective upon ratification by both parties; and
WHEREAS, the collective bargaining unit previously voted to ratify the MOU; and
WHEREAS, the Village Council determines that approval and ratification of the MOU is in the best
interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and correct and are incorporated herein.
Section 2. The Village Council hereby approves and ratifies a Memorandum of Understanding
with the Federation of Public Employees, AFL-CIO, a copy of which is attached hereto and
incorporated herein, and authorizes the Mayor and Village Clerk to execute the MOU on behalf of
the Village.
Section 3. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the
extent of such conflict.
Section 4. This Resolution shall take effect immediately upon adoption.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is made by and between the VILLAGE OF NORTH
PALM BEACH (the "VILLAGE") and the FEDERATION OF PUBLIC EMPLOYEES, A
DIVISION OF THE NATIONAL FEDERATION OF PUBLIC AND PRIVATE EMPLOYEES,
AFL-CIO ("FPE"), collectively referred to as the "Parties."
WHEREAS, the VILLAGE and FPE are parties to a Collective Bargaining Agreement
which expires September 30, 2028; and
WHEREAS, Articles 36, Wages, of the Collective Bargaining Agreement provides for all
bargained for increases; and
WHEREAS, the VILLAGE desires to provide the bargaining unit employees within FPE
a cost -of -living adjustment ("COLA") increase generally commensurate with that provided to non -
bargaining employees for Fiscal Year 2027; and
WHEREAS, FPE agrees with the VILLAGE's proposal.
NOW THEREFORE, the parties agree as follows:
I. The foregoing whereas clauses are true and correct.
2. Effective the first full pay period after October 1, 2026, all bargaining unit employees
covered by FPE shall receive a 2.68% increase in base pay.
3. Effective the first full pay period after October 1, 2026, the maximum of the pay range for
all positions covered by the FPE bargaining unit shall increase by 2.68%.
4. Effective the first full pay period after October I, 2026, the minimum of the pay range for
all positions covered by the FPE bargaining unit shall increase by 2.68%; however, the
minimum of the pay range for Solid Waste Collector and Solid Waste Driver Operator shall
remain as set forth in Article 36, Section 1, E.
5. All other provisions of Article 36 remain unchanged.
6. This Memorandum of Understanding shall not be binding until it has been ratified by the
Village Council and by the employees holding positions covered by the bargaining unit.
