A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, APPROVING AND RATIFYING MEMORANDUMS
OF UNDERSTANDING WITH THE FEDERATION OF PUBLIC EMPLOYEES,
THE PALM BEACH COUNTY POLICE BENEVOLENT ASSOCIATION, AND
THE PROFESSIONAL FIREFIGHTERS/PARAMEDICS OF PALM BEACH
COUNTY, LOCAL 2928, TO AMEND THE PAID VACATION PROVISIONS OF
THE RESPECTIVE COLLECTIVE BARGAINING AGREEMENTS TO
INCORPORATE THE QUALITY LEAVE POLICY AND AUTHORIZING THE
VILLAGE MANAGER TO EXECUTE THE MEMORANDUMS OF
UNDERSTANDING; PROVIDING FOR CONFLICTS; AND PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the Village and the Federation of Public Employees, AFL-CIO (FPE) are parties to a
Collective Bargaining Agreement (CBA) ratified by the FPE and approved and ratified by the Village
Council on August 28, 2025 through the adoption of Resolution No. 2025-42; and
WHEREAS, the Village and the Palm Beach County Police Benevolent Association, Inc. (PBA) are
parties to a CBA ratified by the PBA and approved and ratified by the Village Council on September
12, 2024 through the adoption of Resolution No. 2024-80; and
WHEREAS, the Village and the Professional Firefighters/Paramedics of Palm Beach County, Local
2928, Inc. (IAFF) are parties to a CBA ratified by the IAFF and approved and ratified by the Village
Council on September 12, 2024 through the adoption of Resolution No. 2024-81; and
WHEREAS, the Village and each collective bargaining agent have agreed to amend the Paid Vacation
provisions of their respective CBAs to incorporate the Village's Quality Leave Policy effective upon
ratification by the respective collective bargaining units or October 1, 2026, whichever occurs later;
and
WHEREAS, the Village Council determines that approval and ratification of the MOUs is in the best
interests of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA as follows:
Section 1. The foregoing recitals are ratified as true and correct and are incorporated herein.
Section 2. The Village Council hereby approves and ratifies Memorandums of Understanding
with the FPE, PBA, and IAFF, copies of which are attached hereto and incorporated herein, and
authorize the Village Manager to execute the Memorandums of Understanding on behalf of the
Village.
Section 3. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the
extent of such conflict.
Section 4. This Resolution shall take effect immediately upon adoption.

MEMORANDUM OF UNDERSTANDING
by and between the
PROFESSIONAL FIREFIGHTERS/PARAMEDICS OF PALM BEACH COUNTY,
LOCAL 2928, IAFF, INC.
and the
VILLAGE OF NORTH PALM BEACH
(Quality Leave Award)
THE VILLAGE OF NORTH PALM BEACH, a municipal corporation, hereafter referred
to as the "Village", and the PROFESSIONAL FIREFIGHTERS/PARAMEDICS OF PALM
BEACH COUNTY, LOCAL 2928, IAFF, INC., hereafter referred to as the "Union", are parties
to a Collective Bargaining Agreement that ends September 30, 2027, hereafter referred to as the
"Agreement". The Village and the Union have agreed to enter into this Memorandum of
Understanding to recognize IAFF bargaining unit employees' eligibility for the new Quality Leave
Award policy effective October 1St, 2026.
The Village and the Union agree:
• The Village shall recognize IAFF bargaining unit employees as eligible to participate
in the Quality Leave Award policy approved by the Village Council on June 11th, 2026,
to be effective on October 1St, 2026.
The Quality Leave Award policy is attached hereto as Exhibit A.
This MOU shall become effective upon ratification by both parties or October 1, 2026,
whichever occurs later.
THEREFORE, it is AGREED that the bargaining unit employees desire to have staff
present this MOU to the Village Council for ratification.

QUALITY LEAVE AWARD
PURPOSE
To provide a means for awarding employees who have demonstrated a high degree of dedication
and outstanding performance, above and beyond the expectation of the normal duties of their
position.
SCOPE
This policy shall apply to all non-bargaining employees of the Village.
Pay Period - The workweek for payroll purposes is Monday to Sunday and is used for
calculating overtime. The pay period is a period of 14 consecutive 24 hour periods, starting at
12:00 am Monday and ending at 12:00 midnight the following Sunday.
Fiscal Year – An annual period beginning October 1 through September 30.
POLICY
Department Directors may recognize an employee who has demonstrated exceptional dedication
and contributions beyond the normal expectations of their position with a Quality Leave Award.
Examples of criteria eligible for the award would include commendable service to the community;
contributing to the successful completion of a major project, event, or departmental objective
outside the scope of the position; responding to emergency, urgent, or unforeseen situations that
requires additional time or effort to ensure continuity of operations or completion of critical tasks
that substantially benefit the organization; demonstrating initiative beyond normal job duties
through innovation, problem-solving, process improvements, or other contributions that positively
impact operations, efficiency, cost savings, or organizational effectiveness, etc.
Quality Leave Awards may be granted at the discretion of the Department Director through
submission of a memorandum to the Director of Human Resources outlining the employee’s
commendable performance and recommended award. The memorandum will be included in the
employee’s official personnel file and forwarded to the Village Manager for approval.
Quality Leave Awards may be issued in hourly increments, up to a maximum of four (4) hours in
any given pay period. The maximum balance in the accrual bank is eight (8) hours at any time,
with a maximum annual accrual limit of twenty (20) hours each fiscal year. The Quality Leave
Award is forfeited if not used by September 30th of the respective fiscal year and cannot be saved
or rolled into another fiscal year. Quality Leave shall carry no cash value. Employees having a
Quality Leave balance at the time of separation, whether voluntary or involuntary, shall receive no
payment for and automatically forfeit such hours. Quality Leave shall not be used within the last
two weeks of employment separation or retirement.
The use of accrued Quality Leave must be requested in advance by submission of the Leave
Utilization Form in the same manner as Vacation Leave for approval by the Department Director
based on departmental operational needs. Accrued Quality Leave must be used in full hourly
increments.
