VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Interlandi called the meeting to order at 6:00 p.m. All members of Council were present.
All members of staff were present.
PLEDGE OF ALLEGIANCE
Vice Mayor Puyol led the public in the Pledge.
STATEMENTS FROM THE PUBLIC
Patty Sullivan, 520 Fairwind Drive and Mary Phillips, 525 Ebbtide Drive, expressed their concerns
regarding correspondence they received in the mail from Bowman Consulting representing FPL
regarding undergrounding of power lines in the Village.
Public Works Director Chad Girard explained that Bowman Consulting was working for FPL.
FPL has been working on the storm secure undergrounding program which began a few years ago.
At that time the Village was told that FPL would be in the Village's area by 2029. They have
started their initial outreach to secure easements. Mr. Girard stated that letters were received from
FPL to Public Works and there were plans and those easement requests would be brought to
Council for approval.
Discussion between Councilmembers and Mr. Girard regarding FPL's proposed plans for
undergrounding of power lines within the Village and the next steps in the process.
Vice Mayor Puyol stated that Village Manager Huff was aware of FPL's proposed plans for
undergrounding and would relay the information he has with Council at the next scheduled Council
meeting.

CONSENT AGENDA APPROVED
Vice Mayor Puyol moved to approve the Consent Agenda. Councilmember Zellner seconded the
motion, which passed unanimously. The following items were approved:
Resolution amending Resolution No. 2026-13 to increase the number of members of the
Charter Review Committee.
Resolution appointing resident members to the Charter Review Committee.
Resolution accepting a proposal from BD Environmental Group, LLC for stormwater repairs
at 727 Hummingbird Way at a total cost of $26,125; and authorizing execution of the Contract.
Receive for file Minutes of the General Employees' Pension Board meeting held 2/3/26.
Receive for file Minutes of the Police and Fire Pension Board meeting held 2/10/26.
Receive for file Minutes of the Country Club Advisory Board meeting held 3/9/26.
Receive for file Minutes of the Business Advisory Board meeting held 3/17/26.
RESOLUTION 2026-26 - GOLF COURSE IRRIGATION SYSTEM UPDATE CONTRACT
A motion was made by Vice Mayor Puyol and seconded by President Pro Tem Bickel to adopt
Resolution 2026-26 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM
BEACH, FLORIDA, APPROVING A PROPOSAL FROM BRIGHTVIEW GOLF
MAINTENANCE, INC. TO UPDATE THE IRRIGATION SYSTEM AT THE NORTH PALM
BEACH COUNTRY CLUB GOLF COURSE AND AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE A CONTRACT FOR SUCH SERVICES; WAIVING THE
VILLAGE'S PURCHASING POLICES AND PROCEDURES; AND PROVIDING FOR AN
EFFECTIVE DATE.
Head Golf Professional Alan Bowman explained the purpose of the resolution was to provide for
an irrigation system upgrade at the Country Club golf course. Mr. Bowman stated that golf
proceeds would pay for the project. Mr. Bowman stated that the new system would include
upgrades and updates in technology. The newer system will also conserve water by approximately
10%. Mr. Bowman explained that the reason for waiving the purchasing policies and procedures
was due to Brightview's familiarity with the existing irrigation systems and the need for turf
restoration association with the installation work.
Discussion ensued between Mr. Bowman and Councilmembers regarding the amount of water it
takes to water the greens at the golf course and methods that would be used for water conservation.
Thereafter, the motion to adopt Resolution 2026-26 passed unanimously.

NPB Insider Series — Library / Public Safety
Deputy Village Manager Samia Janjua introduced the NPB Insider Series and gave an update on
upcoming Recreation Department events.

Police Chief Robert Coliskey gave and discussed a presentation which featured the Police Department's
Organizational Structure, Department Highlights and Current Year Accomplishments, Completed
Projects, Department Current and Upcoming Projects, and a "Looking Ahead" of Upcoming and
New Projects.
Fire Chief Scott Freseman gave and discussed a presentation which featured the Fire Department's
Organizational Structure, Department Highlights and Current Year Accomplishments, Completed
Projects, Department Current and Upcoming Projects, and a "Looking Ahead" of Upcoming and
New Projects. Chief Freseman concluded with the Fiscal Year 2026 General Fund Mid- Year
Budget Summary for Public Safety.
Library Director Julie Morrell gave and discussed a presentation which featured the Library's
Organizational Structure, Department Highlights and Current Year Completed Projects,
Department Current and Upcoming Projects, and a "Looking Ahead" of Upcoming and New
Projects. Ms. Morrell concluded with the Fiscal Year 2026 General Fund Budget Summary for
the Library.
MAYOR AND COUNCIL MATTERS/REPORTS
Vice Mayor Puyol stated that his daughter held an end of school year pool party at the Country
Club. Vice Mayor Puyol acknowledged Lifeguard Kelly Mark and Louis Rosado for their efforts
in saving a child at the pool during the party.
Vice Mayor Puyol asked Mr. Girard about panels that were missing on the new alleyway wall and
asked for an update.
Mr. Girard stated that the Village was waiting on FPL to adjust and move poles for the contractor
to complete the alleyway wall.
Mary Phillips gave an update on oyster gardens and the efforts of the Environmental Committee
in getting residents to allow the installation of oyster gardens at their properties.
Discussion ensued between Ms. Phillips and Council regarding the oyster gardens and the positive
environmental impacts they may have as well as keeping records of those impacts.
Councilmember Zellner stated that there had been some recent updates on the proposed property
tax cuts and asked if Council could be updated and the item discussed at the next Council meeting.
Mayor Interlandi agreed and stated that residents needed to be educated, and the item needed to be
discussed. If the property tax cuts pass, it would not affect the upcoming budget cycle but the one
thereafter.
