HomeMy WebLinkAbout04-23-2026 VC REG-MPresent: ROLL CALL MINUTES OF THE REGULAR SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA APRIL 23, 2026 Lisa Interlandi, Mayor Orlando Puyol, Vice Mayor Susan Bickel, President Pro Tem Deborah Searcy, Councilmember Kendra Zellner, Councilmember Chuck Huff, Village Manager Len Rubin, Village Attorney Jessica Green, Village Clerk Mayor Interlandi called the meeting to order at 6:00 p.m. All members of Council were present. All members of staff were present. PLEDGE OF ALLEGIANCE Vice Mayor Puyol led the public in the Pledge. AWARDS AND RECOGNITION Mayor Interlandi read a proclamation for Municipal Clerks Week. Village Clerk Jessica Green and Deputy Village Clerk Marquetta Fells thanked Council for the proclamation and for their support. COUNCIL BUSINESS MATTERS RESOLUTION 2026-14 — ACCEPTING ELECTION RESULTS A motion was made by Vice Mayor Puyol and seconded by President Pro Tem Bickel to adopt Resolution 2026-14 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, ACCEPTING AND DECLARING THE RESULTS OF THE MARCH 24, 2026 SPECIAL ELECTION AND THE APRIL 7, 2026 SPECIAL RUN-OFF ELECTION; AND PROVIDING FOR AN EFFECTIVE DATE. Minutes of the Village Council Regular Session held April 23, 2026 Page 2 of 5 RESOLUTION 2026-14 — ACCEPTING ELECTION RESULTS continued Mayor Interlandi, Vice Mayor Puyol, President Pro Tem Bickel and Councilmember Searcy congratulated Ms. Zellner. Thereafter, the motion to adopt Resolution 2026-14 passed unanimously. ADMINISTRATION OF COUNCILMEMBER OATH Village Clerk Jessica Green administered the Oath of Office to newly elected councilmember Kendra Zellner. Said Oath is attached to the official Minutes of Record. Councilmember Zellner thanked the residents for electing her to the Village Council. STATEMENTS FROM THE PUBLIC Laura Ortmann, 725 Hummingbird Way stated that the Homeowners Association at 725 Hummingbird Way was actively working with Code Compliance to address any outstanding violations. John Samadi, 512 Marlin Road expressed his concerns regarding infrastructure issues and the execution of the Village's Master Plan. Mr. Samadi also expressed concern regarding the structural soundness of a dock on the south side of Anchorage Park. George Alger, 408 Ebbtide Drive, expressed concern regarding the bridge construction traffic at the U.S. Highway 1 bridge. Mr. Alger stated that he contacted FDOT and they were willing to come out and discuss resident's concerns at the next Council meeting. Discussion ensued between Mr. Huff and Councilmembers regarding the timeline and accommodations being made during the U.S. Highway 1 bridge. Russ Beverstein, 415 U.S. Highway 1, recommended that Gene Bates as a new member and Karen Marcus as an incumbent member both be appointed to the Environmental Committee. Rich Pizzolato, 1618 Twelve Oaks, discussed the upcoming Centennial Celebration at the Country Club. Mr. Pizzolato also discussed and addressed concerns regarding funding for events that come from golf operations. Mr. Pizzolato announced upcoming events at the Country Club. Mary Phillips on behalf of the Environmental Committee announced Earth Day on April 25th from 11 a.m. to 1 p.m. at Bird Village located at the Community Center. Ms. Phillips encouraged residents to bring a bird house that they have decorated to add to Bird Village. Ms. Phillips discussed and explained the activities that would take place. Marty Minor Carlos Valentin David Balfrey David Joseph Colangelo Minutes of the Village Council Regular Session held April 23, 2026 Page 3 of 5 INTRODUCTION OF APPLICANTS TO BOARDS AND COMMITTEES continued The following applicants were unable to attend the meeting: Brian Grove Stephen Heiman RESOLUTION 2026-15 -APPOINTING MEMBERS TO VILLAGE BOARDS AND COMMITTEES By written ballots, the originals of which are attached to the minutes of record, the Council appointed members to the Environmental Committee, Planning, Zoning and Adjustment Board and Recreation Advisory Board as follows: Environmental Committee: David Joseph Colangelo, Karen Marcus and Dana Sklar. Planning, Zoning and Adiustment Board: Tom Hogarth and Mark Michels. Recreation Advisory Board: Rita Budnyk and Stephen Heiman. REPORTS (SPECIAL COMMITTEES AND ADVISORY BOARDS) Rita Budnyk on behalf of the Recreation Advisory Board encouraged residents to participate in the Recycled Art Competition at the Earth Day event to win a $500 prize. PUBLIC HEARING AND SECOND READING OF ORDINANCE 2026-05 - CODE AMENDMENT -CON 1'ROL OF ACCESS TO VILLAGE -OWNED, CON TROLLED, AND LEASED PROPERTY A motion was made by Vice Mayor Puyol and seconded by President Pro Tem Bickel to adopt and enact on second reading Ordinance 2026-05 entitled: AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ARTICLE I, "IN GENERAL," OF CHAPTER 19, "OFFENSES AND MISCELLANEOUS PROVISIONS," TO ADOPT A NEW SECTION 19-14, "CONTROL OF ACCESS TO VILLAGE -OWNED, CONTROLLED, AND LEASED PROPERTY," AND A NEW SECTION 19-15, "TRESPASS WARNINGS ON PUBLIC PROPERTY AND OTHER PROPERTY GENERALLY OPEN TO THE PUBLIC;" PROVIDING FOR CODIFICATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Rubin explained that the proposed ordinance would classify enclosed Village facilities based on use so that employee work areas would not be accessible to the public and certain areas would be open to the public depending on if the public was there for business purposes. The primary concern was safety for Village employees. Mr. Rubin reviewed and explained the trespass warning procedures and process included in the proposed ordinance. Discussion ensued between Mr. Rubin and Councilmembers regarding the intent of the proposed ordinance. Mayor Interlandi opened the public hearing. John Samadi, 512 Marlin Road, expressed his concerns regarding the proposed ordinance. Minutes of the Village Council Regular Session held April 23, 2026 Page 4 of 5 PUBLIC HEARING AND SECOND READING OF ORDINANCE 2026-05 — CODE AMENDMENT —CONTROL OF ACCESS TO VILLAGE -OWNED, CONTROLLED, AND LEASED PROPERTY continued Mr. Rubin responded to Mr. Samadi's comment, stating that the proposed ordinance did not apply to bodycams and it would not apply to public places where the public is traditionally allowed to express free speech. Thereafter, the motion to adopt and enact on second reading Ordinance 2026-05 passed unanimously. MAYOR AND COUNCIL MATTERS/REPORTS Mayor Interlandi asked Country Club General Manager Beth Davis to give an update on the activities that will be taking place at the upcoming Centennial Celebration at the Country Club. Ms. Davis gave an update on the festivities taking place at the upcoming Country Club Centennial Celebration beginning on Thursday, April 30th Discussion ensued between Councilmembers and Ms. Davis regarding the festivities at the upcoming Country Club Centennial Celebration. Vice Mayor Puyol stated that he wanted to celebrate all of the Village employees who came out for Village Employee Appreciation and congratulated Ms. Cain and Village staff for doing a great job on the luncheon. Vice Mayor Puyol stated that he attended the recent Palm Beach County League of Cities luncheon and discussed the speaker, Alexcia Cox who serves as the elected State Attorney for Florida's 15th Judicial Circuit. President Pro Tem Bickel asked Mr. Huff if temporary speed bumps had been installed on Eastwind Drive. Mr. Huff stated that temporary speed bumps had not been installed but that the Police Department deployed officers in the area to address traffic issues. Discussion ensued between Mr. Huff and Councilmembers regarding installing temporary speed bumps on Eastwind Drive so that the Police Department did not have to deploy officers. Mr. Huff stated he would look into speaking to a traffic engineer regarding the traffic speeding issues on various streets within the Village. Vice Mayor Puyol congratulated and recognized the Police Department for their efforts on traffic calming on Lighthouse Drive. Councilmember Searcy asked for an update on the Strategic Planning process. Director of Planning & Zoning Dodi Glas gave an update on the upcoming Strategic Planning process and scheduled workshops. Minutes of the Village Council Regular Session held April 23, 2026 Page 5 of 5 MAYOR AND COUNCIL MATTERS/REPORTS continued President Pro Tem Bickel notified Council and Village staff that the SB 180 Florida Division of Emergency training that is due by July 1 St takes approximately 45 minutes to 1 hour to complete, and that you must do the whole training in one sitting. The training cannot be stopped and started again at a later time. If it is stopped and closed, the training will start over from the beginning. Councilmember Searcy thanked the Police Department for their traffic calming efforts on Lighthouse Drive. Councilmember Searcy asked Mr. Rubin to warn Council to not make public statements ahead of upcoming quasi-judicial matters. Mayor Interlandi stated that the Clerk's office received a request for a Centenarian Proclamation for their relative who was turning 100 years old. Mayor Interlandi stated that the Florida Governor's office provides proclamations to Centenarians and asked Council if they would be willing to do the same. Council came to consensus to provide proclamations to Centenarians when requested. VILLAGE MANAGER MATTERS/REPORTS Mr. Huff stated that the Planning, Zoning and Adjustment Board was a quasi-judicial board and that Council also must use caution in making any public statements at meetings regarding upcoming projects. Mr. Rubin stated that it had been discussed that it would be best that Councilmembers not speak or engage in discussion at any of the Village's Board or Committee meetings. Mr. Huff stated that during the Country Club Centennial Celebration, the golf course would be open to the public at 4 p.m. Mr. Huff expressed his appreciation to Village Council for attending the Employee Appreciation luncheon. Mr. Huff recognized Village Staff who took a part in putting the luncheon together.
