COUNCIL MEETING SUMMARY

REGULAR SESSION
1 ORDINANCE 2009-05 — CODE AMENDMENT TO ESTABLISH AN ABANDONED RESIDENTIAL PROPERTY
PROGRAM amends Chapter 15, Housing, of the Village Code of Ordinances to establish an abandoned
residential property program.
Council action: adopted and enacted unanimously on second reading; motion/second: Eissey/Aubrey.
2. CONSENT AGENDA — MINUTES OF LIBRARY ADVISORY BOARD MEETING HELD 4/28/09 Board requested
that the Village Council appoint a new member to the Library Advisory Board to replace Mary Annis.
Council action: directed that this item be placed on the next agenda for Council action.
3. RESOLUTION 2009-32 — FIRST ADDENDUM TO PBC SHERIFF'S OFFICE INTERLOCAL AGREEMENT
approves First Addendum to the Interlocal Agreement with PBSO relating to receipt of UASI grant funds.
Council action: adopted unanimously; motion/second: Manuel /Eissey.
4. MOTION — FINAL CLOSEOUT OF LIBRARY WINDOW REPLACEMENT PROJECT authorizes final closeout of
the Library window replacement project and final payment to Allstate Windows and Kitchens, Inc. in the amount
of $12,582.75 in accordance with Village policies.
Council action: adopted unanimously; motion/second: Manuel /Eissey.
WORKSHOP
1. LEASE RENEWAL — ST CLARE ATHLETIC FIELDS discussion on renewal of lease agreement with Diocese
of Palm Beach for athletic fields at St. Clare Catholic Church.
Council action: by consensus, agreed to allow lease to expire.
Staff action: notify St. Clare/Diocese of Palm Beach (Attorney)
2. REEVALUATION OF VILLAGE CODE RELATING TO DOGS IN PUBLIC PARKS discussion concerning
permitting dogs in Village parks in areas other than those set aside for exclusive use as a dog park.
Council action: directed staff to prepare an ordinance amending the code to allow dogs on leashes in parks
that do not have an area set aside as a dog park. To next Regular Session agenda.
Staff action: prepare draft ordinance for first reading on 5/28/09 (Attorney)
3. APPLICATION FOR SPECIAL PERMIT FOR SIMILAR USE — CARS FROM DREAMS LLC discussion of
application by Cars from Dreams, LLC for a Special Use Permit to allow internet sales of vintage and antique
vehicles as a similar use in the C-3 Regional Business Zoning District.
Council action: to next Regular Session agenda, with the following conditions: no outdoor storage of vehicles
and specify area for car delivery and pickup that does not negatively impact adjacent properties/businesses.
Attorney to verify that allowing vehicle sales in conjunction with museum does not violate any existing ordinances.
Staff action: prepare Order granting special permit for similar use (Attorney); post Notice of Public Hearing (Clerk)
