Members of the public may address the Council concerning items on the Consent Agenda or any
non -agenda item. Members of the public who wish to be heard concerning any item listed on the Regular
Session or Workshop Session Agenda may do so when the issue comes up for discussion. Those wishing
to speak should complete a Statement from the Public Card (located at back of Council Chambers) and
submit it to the Village Clerk prior to the beginning of the meeting. Time Limit: 3 minutes

1. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2010-01 — CODE AMENDMENT —
POLICE AND FIRE PENSION PLAN Consider a motion to adopt and enact on second
reading Ordinance 2010-01, amending Division 4, Pension and Certain Other Benefits for
Fire and Police Employees, of Article V, Pensions and Retirement Systems, of Chapter 2 of
the Code of Ordinances to provide for permissive and mandatory amendments to the
pension plan in accordance with recent federal and state legislation.
ACTION: UNANIMOUSLY APPROVED AND ENACTED ON SECOND READING

2. 1ST READING OF ORDINANCE 2010-02 — CODE AMENDMENT — SIGNS AND OUTDOOR
DISPLAYS Consider a motion to adopt on first reading Ordinance 2010-02, amending
Article V, Signs and Outdoor Displays of Chapter 6 of the Code of Ordinances by amending
Section 6-112, Exempt Signs, to delete the reference to works of art.
ACTION: UNANIMOUSLY APPROVED ON FIRST READING (Motion/Manuel, Second/Aubrey)
3. 1ST READING OF ORDINANCE 2010-03 — CODE AMENDMENT — WATERWAYS
Consider a motion to adopt on first reading Ordinance 2010-03, amending Chapter 5 of the
Code of Ordinances to provide a definition for live aboard vessels, repealing anchoring or
mooring provisions in conflict with state law, and clarifying the Village's regulatory authority
over live aboard vessels.
ACTION: UNANIMOUSLY APPROVED ON FIRST READING (Motion/Eissey, Second/Manue;)
D. CONSENT AGENDA The Consent Agenda is for the purpose of expediting issues of a routine or
pro -forma nature. Councilmen may remove any item from the Consent Agenda, which would automatically
convey that item to the Regular Agenda for separate discussion and vote.
1. Resolution directing the Village Clerk to publish notice of the General Election on March 9,
2010; naming the time and place where the election shall be held; declaring the offices to be
filled; requesting the Palm Beach County Supervisor of Elections conduct the election and
perform certain duties.
2. Resolution appointing Village Manager Jimmy Knight as the Village's representative on the
Seacoast Utility Authority Governing Board effective 1/23/2010.
3. Resolution declaring 2 Cushman utility vehicles as surplus property and authorizing their
disposal in accordance with Village policy.
4. Receive Minutes of Golf Advisory Board meeting held 11/9/09
5. Receive Minutes of Code Enforcement Board meeting held 12/7/09
6. Receive Minutes of Recreation Advisory Board meeting held 12/8/09
