MEETING SUMMARY

Mayor Manuel called the meeting to order at 7:30 p.m. All members of Council were present. All members of
staff were present.

4. AWARDS AND RECOGNITION
Mayor Manuel presented Certificates of Appreciation to Christina Ivaldi, Ed Stone, and Stan Lustig, in
recognition of their service on the Audit Committee.
5. APPROVAL OF MINUTES
a. Minutes of Regular Session held June 13, 2013 were approved as written.

1. FIRST READING OF ORDINANCE 2013-10 — BUDGET AMENDMENT FOR VETERANS MEMORIAL PARK
Consider a motion to adopt on first reading Ordinance 2013-10, a proposed ordinance amending the adopted
General Fund Budget for FY 2012-2013 to appropriate $400,000 from the Recreation Developer Fees Account
to fund construction of Veterans Memorial Park.
ACTION: Passed 5-0. Motion/Second: Vice Mayor Aubrey/Councilman Bush

E. OTHER VILLAGE BUSINESS MATTERS
1. RESOLUTION — OSBORNE PARK BALLFIELD LIGHTING
Consider a motion to adopt a proposed resolution accepting a Federal Local Government Energy Efficiency
Lighting Grant in the amount of $225,000; approving a grant agreement with Florida Dept. of Agriculture and
Consumer Services and authorizing its execution by the Village Manager; approving the sole source purchase of
the lighting system from Musco Sports Lighting, LLC and authorizing the Mayor and Village Clerk to execute the
purchase contract; and approving a budget amendment to facilitate the purchase using grant funds.
ACTION: Passed 5-0. Motion/Second: Councilman Norris/Councilman Bush
2. GOLF COURSE MAINTENANCE CONTRACT WITH IGM
Discussion concerning the recommendation to continue the contract with IGM and implement an internal and
external monitoring program at defined intervals.
ACTION: Council concurred with the recommendation.
F. COUNCIL AND ADMINISTRATION MATTERS
1. MAYOR AND COUNCIL MATTERS/REPORTS
REMARKS: President Pro Tem Gebbia gave an update on the status of the Turtle Cove issue.
Mayor Manuel reported on the recent Palm Beach County League of Cities meeting. Discussion took place
regarding maintenance of rail crossings in the Village .Discussion was held concerning the matter of FEMA
flood maps. Council will appoint a councilman at the 7/11/13 Regular Session to serve as its representative to
the Issues Forum in this regard.
2. VILLAGE MANAGER MATTERS/REPORTS
REMARKS: Mr. Green and Parks and Recreation Director Mark Hodgkins gave an update on plans for the
July 4th celebration at the Country Club.
