2001-12-19 VC SP-MMINUTES OF THE SPECIAL SESSION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD WEDNESDAY, DECEMBER 19, 2001 Present: David B. Norris, Mayor Dr. Edward M. Eissey, Vice Mayor Donald G. Noel, President Pro Tem Charles R. O’Meilia, Councilman Joseph A. Tringali, Councilman Dennis W. Kelly, Village Manager Kathleen F. Kelly, CMC, Village Clerk Absent: George W. Baldwin, Village Attorney ROLL CALL The meeting was called to order at 7:00 p.m. All members of the Council were present. All members of staff were present except Village Attorney George Baldwin. COUNTRY CLUB BUDGET – AMENDMENTS The Village Council reviewed the financials statements and priority list prepared by the Finance Director, and approved the priority list for projects, as submitted. No amendment to the budget was made at this time, but will be reconsidered again after January. A long discussion ensued regarding offering a package to attract more golfers for the afternoons during January. Vice Mayor Eissey moved to approve specials of $5.00 for cart rentals (18 holes) for members after 12 noon, and $3.00 for 9 holes after 12 noon Additionally, walkers’ fees will be reduced to $2.00 after 12 noon. Councilman Tringali seconded the motion, and all present voted aye. PRELIMINARY MASTER PLAN – CONCEPT I APPROVED Tim Hullihan of BEA International and Rick Prescott of Glatting, Jackson were present to discuss three concepts for a Village Center Master Plan. After discussion of all three concepts as shown in the conceptual sketches dated December 18, 2001, Mayor Eissey moved to support the first phase of Concept 1 and to continue to pursue purchase of the Ted Brown Building. President Pro Tem Noel seconded the motion. The motion passed 4-1, with Vice Mayor Eissey, President Pro Tem Noel, Councilman Tringali and Mayor Norris voting aye, and Councilman O’Meilia voted nay.
