HomeMy WebLinkAbout02-13-2025 VC WS-MPresent: ROLL CALL MINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORI DA FEBRUARY 13, 2025 Susan Bickel, Mayor Deborah Searcy, Vice Mayor Lisa Interlandi, President Pro Tem Orlando Puyol, Councilmember Kristin Garrison, Councilmember Chuck Huff, Village Manager Leonard G. Rubin, Village Attorney Jessica Green, Village Clerk Mayor Bickel called the meeting to order immediately after the regular scheduled Village Council meeting. All members of staff were present. All members of Council were present. Mayor Bickel announced that The Conservatory School received a $50,000 grant award from FPL to rebuild some of their classrooms and would be having an upcoming 10th Anniversary. Strategic Planning Workshop Mr. Huff provided an overview of the topics to be discussed. Mr. Huff stated that Deputy Village Manager Samia Janjua would provide an explanation on an upcoming strategic planning exercise. Mr. Huff began the presentation by defining Municipal Strategic Planning and outlined the importance and benefits, as well as the Villages form of government. Mr. Huff reviewed Council and Management driven key components. Mr. Huff explained the Strategic Plan's timeline of initiatives from 2019 through 2024 and discussed the vision and mission statement, core values, themes & objectives emphasizing the impact of promoting the North Palm Beach culture. Mr. Huff began discussing the SWOT Analysis and Strategic Initiative Prioritization explaining the five (5) year plan detailing out of 70 provided initiatives, six (6) have been completed, 7 were ongoing, 22 were in progress, and there were 35 newly proposed projects by staff. Mr. Huff discussed completed initiatives and proposed annexation. Mr. Huff and Council discussion ensued. Mr. Huff discussed and explained ongoing initiatives, including Police and Fire initiatives. Mr. Huff continued the presentation by discussing projects currently in progress noting if and when the Public Works facility is relocated fuel would remain at the current location. Village Council Workshop Session held February 13, 2025 Page 2 of 3 Mr. Huff continued by providing an explanation on the parking code updates along with cost assessments to Village facilities. Mr. Huff continued to address projects that were currently in progress by identifying and providing updates on grant funding opportunities, and on the Master Plan for the Prosperity Farm Road Bridge, Osbourne Park and the Community Center. President Pro Tem Interlandi and Mr. Huff ensued in discussing the contractor's scope of work. Council discussion ensued. Mr. Huff continued discussing projects that were currently in progress with an explanation of the Neighborhood Enhancement Team including areas of focus and progression thus far. Mr. Huff provided current and future updates of the Congress Road and Northlake Boulevard extension, Lighthouse Drive bridge and traffic calming, and the US-1 Bridge replacement. Councilmember Puyol and Mr. Huff ensued in discussion. Mr. Huff continued identifying in progress projects and explained a policy decision to repurpose US-1, develop an alleyway improvement plan, and a streetlight assessment. Mr. Huff provided an update on future lighting around the Village, and the review and update the sign code for US-1 and CMU. Councilmember Puyol and Mr. Huff ensued in discussing proposed street lighting. Mr. Huff continued identifying and explaining projects currently in progress. President Pro Tem Interlandi questioned the completion of the Vulnerability Assessment with respect to grants and funding. Mr. Huff discussed grant opportunities for the reconstruction of Anchorage Park Marina and funding for floating docks. Mr. Huff concluded by discussing projects that will be completed by the end of Fiscal Year 25 which were Bird Village enhancements, Marina Streetscape improvements and identifying resources for homelessness. Mr. Huff explained the 35 initiatives from 2019 that were to be ranked by Council. Mr. Huff asked if Council would prefer to ask questions or save their questions till the end after the ranking. Mayor Bickel ensued in discussion. Proposing to hold questions until the end, and clarifying that Council would be responsible for ranking initiatives. Discussion ensued between Mr. Huff and Council on how to proceed with ranking the initiatives. Village Council Workshop Session held February 13, 2025 Page 3 of 3 Mr. Huff provided Council a clarification on ranking status stating if three (3) or more Council members vote zero (0) on an initiative it will be removed from the list. Mayor Bickel ensued in discussion. Proposing for Council to call the Village Manager if clarification was needed on an item on the list. Council discussion ensued. Vice Mayor Searcy ensued in discussion proposing to begin review all of the initiatives with respect to staff. Mayor Bickel suggested to review each departments initiatives, allowing staff the opportunity to speak on items provided. Councilmember Garrison ensued in discussion and proposed a phase 1 and a phase 2 for ranking. Mayor Bickel and Council ensued in discussion. Providing a timeline for upcoming Budget meetings. Mayor Bickel turned the meeting over to Mr. Huff. Mr. Huff ensued in discussion with Council. Deputy Village Manager Samia Janjua ensued in discussion, explaining Council's ranking assignment and provided a time line of dates to add, delete or discuss any initiatives. Councilmember Garrison proposed that all questions to go through Deputy Village Manger Janjua. Deputy Village Manager reiterated to Council the time line to add any new initiatives and ranking and provided an overview of the upcoming February 27th budget meeting. Mr. Huff continued the presentation with explaining the criteria of the initiatives. Council discussion ensued. Mr. Huff concluded the presentation.
