Councilmembers may remove any item from the Consent Agenda, which would automatically convey that item to the Regular Agenda for separate discussion and vote. 5. MOTION approving the inclusion of the Village Clerk position in the compensation study. 6. RESOLUTION – Approving expenditures with Siteone Landscape, LLC for Fiscal Year 2024 in an amount not to exceed $40,000 for the purchase of landscaping supplies and materials. 7. Receive for file minutes of the Library Advisory Board meeting held 7/23/24. DECLARATION OF EX PARTE COMMUNICATIONS PUBLIC HEARINGS AND QUASI-JUDICIAL MATTERS 8. 1ST READING OF ORDINANCES 2024-14 AND 2024-15 AD VALOREM TAX MILLAGE RATE AND BUDGET Consider a motion to adopt on first reading Final Ad-Valorem Tax Millage Rate and Approved Fiscal 2024-2025 Village Budget. 9. PUBLIC HEARING AND 2ND READING OF ORDINANCE 2024-13 – FY 2024 COUNTRY CLUB BUDGET AMENDMENT Consider a motion to adopt and enact on second reading Ordinance 2024- 13 amending the adopted Country Club Budget for Fiscal Year 2024 to transfer $328,001 from the Appropriated Net Position Account to the Contractual Services Account to fund the contractual payment to Farmer's Table for the amortized cost of improvements at the Country Club. OTHER VILLAGE BUSINESS MATTERS 10. RESOLUTION – ANCHORAGE PARK DRY STORAGE RENOVATIONS CONTRACT Consider a motion to adopt a resolution approving an Agreement with E&F Florida Enterprises, Inc. d/b/a Creative Contracting Group for renovations to the Anchorage Park Dry Storage Facility and replacement of dog park fencing, gates and posts at a total cost of $415,909; and authorizing execution of the Agreement. 11. RESOLUTION – LANDSCAPING AND GROUNDS MAINTENANCE SERVICES CONTRACT Consider a motion to adopt a resolution accepting the proposal submitted by Precision Landscape Company of Palm Beach County, Inc. for landscaping and grounds maintenance service at a total annual cost not to exceed $834,867; and authorizing execution of the Contract. 12. RESOLUTION – VULNERABILITY ASSESSMENT CONTRACT Consider a motion to adopt a resolution accepting the proposal submitted by Aptim Environmental & Infrastructure, LLC to develop a Vulnerability Assessment for the Village at a total cost of $58,000; and authorizing execution of the Contract. 13. RESOLUTION – STORMWATER MANAGEMENT UTILITY ASSESSMENT Consider a motion to adopt a resolution adopting and certifying the non-ad valorem assessment roll for the Stormwater Management Utility Assessment for parcels of real property within the corporate limits of the Village; and authorizing the Mayor to certify the non-ad valorem assessment to the Palm Beach County Tax Collector. 14. RESOLUTION – COLLECTIVE BARGAINING AGREEMENT WITH PBA Consider a motion to adopt a resolution approving a Collective Bargaining Agreement between the Village and the Police Benevolent Association of Palm Beach County, Inc.; authorizing execution of the Agreement; and approving and adopting a Take Home Vehicle Policy. 15. RESOLUTION – COLLECTIVE BARGAINING AGREEMENT WITH IAFF Consider a motion to adopt a resolution approving a Collective Bargaining Agreement with the Professional Firefighters/Paramedics of Palm Beach County, Local 2928, IAFF, Inc. through September 30, 2027; and authorizing the Village Manager to execute the Collective Bargaining Agreement. 16. MOTION – VILLAGE MANAGER MERIT INCREASE AND SALARY ADJUSTMENTS – Approval of a merit increase of 4% for the Village Manager based on the total score of each Councilmember's performance evaluations and any additional salary adjustments based on the compensation study. In accordance with the Americans with Disabilities Act, any person who may require special accommodation to participate in this meeting should contact the Village Clerk’s office at 841-3355 at least 72 hours prior to the meeting date. This agenda represents the tentative agenda for the scheduled meeting of the Village Council.
