VILLAGE OF NORTH PALM BEACH
OFFICE OF THE MAYOR
DIAPER NEEDS AWARENESS WEEK
WHEREAS, there are over 19,000 families in Palm Beach County living below the federal poverty line, and
many of these families have infants and toddlers who are in need of an adequate supply of diapers, wipes, and
other essential needs; and
WHEREAS, Diaper Needs is the condition of not having a sufficient supply of diapers to ensure that infants and
toddlers are clean, healthy, and dry; and
WHEREAS, the average infant or toddler requires an average of at least 50 diaper changes per week over three
years; and
WHEREAS, national surveys report that one in three families will experience Diaper Needs at some point during
the life of an infant or toddler; and.
WHEREAS, there are limited government assistance programs for the purchase or provision of diapers, and a
sufficient supply of diapers can cost as much as six percent of a full-time minimum wage worker's salary;
therefore, obtaining a sufficient supply of diapers can cause economic hardship to local families; and
WHEREAS, a sufficient supply of diapers is generally an eligibility requirement for infants and toddlers to
participate in childcare programs and quality early education programs; and
WHEREAS, the Village of North Palm Beach recognizes that addressing Diaper Needs can lead to economic
opportunity for local underserved families and can lead to improved health for infants and toddlers as well as their
families and communities; and
WHEREAS, the Village of North Palm Beach is proud to support the Cotton Bottom Diaper Bank and recognizes
the importance of diapers in helping provide economic stability for families and distributing diapers to
underserved families through various channels; and
NOW, THEREFORE, 1, David B. Norris, by virtue of the authority vested in me as Mayor of the Village of North
Palm Beach, do hereby proclaim September 18- 24, 2023 as
DIAPER NEEDS AWARENESS WEEK
in the Village of North Palm Beach, Florida.
