ROLL CALL
Mayor Norris called the meeting to order at 8:41 p.m. All members of Council were present,
except Vice Mayor Manuel, who was out of town. All members of staff were present.
ALTERNATE METHOD OF CODE COMPLIANCE -FEE SCHEDULE AND CODE SECTIONS
Discussion was held concerning the proposed fee schedule and code sections to be enforced by
citation as an alternate method of code compliance.
Mr. Knight referred Council to the Code sections that the Village Attorney determined would be
appropriate for enforcement utilizing the citation method. Mr. Knight reviewed the proposed
schedule of fines, which starts at $25 for the first violation and increases to $150 for the third violation.
Discussion took place concerning the administrative fee. Mr. Rubin advised that the administrative
fee is the cost incurred in bringing a case forward. It was noted that the present system for code
enforcement does not require payment of a fee to appear before the Code Enforcement Board. The
term "administrative fee" will be changed to "administrative cost" in the proposed resolution.
Discussion ensued concerning Public Safety Officers attending Code Enforcement Board hearings
in order to present evidence. It was noted that the Village would incur overtime costs for this,
which should be recoverable, if the respondent is found guilty of a violation.
Discussion was held regarding the appropriate office to receive citation payments. Mr. Knight
explained that the Public Safety Department was selected to receive these payments because it
already has staff and procedures in place for the collection of fees and fines related to false
alarms. Mr. Knight noted that similar to a traffic ticket, a mailer would be provided for
remittance of the fine. Additionally, Mr. Knight opined that Public Safety is better equipped to
deal with potentially irate citizens.

FEE SCHEDULE FOR FIRE PLAN REVIEW AND ANNUAL FIRE INSPECTION
Discussion was held concerning the proposed fee schedule for annual fire inspections and fire
plan review fees for all construction, reconstruction, or renovation.
Mr. Knight reported that staff surveyed five surrounding municipalities regarding plan review
fees based on square footage or value of the improvements, and found that only Tequesta uses
square footage to calculate the fee. Mr. Knight advised that staff recommends the fee be based
on the value of the project, which is the procedure used in Palm Beach Gardens.
Brief discussion ensued on the fees to be charged for reinspection.
