07-23-2009 VC WS-MMINUTES OF THE WORKSHOP SESSION VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA • JULY 23, 2009 Present: David B. Norris, Mayor William Manuel, Vice Mayor Darryl Aubrey, Sc.D., President Pro Tem Edward M. Eissey, Ph.D., Councilman T.R. Hernacki, P.E., Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk ROLL CALL Mayor Norris called the meeting to order at 8:50 p.m. All members of Council were present. All members of staffwere present. LARGE-SCALE COMPREHENSIVE PLAN AMENDMENT 09-1 Mr. Knight informed Council of the statutory requirement that local governments adopt an Evaluation and Appraisal Report (EAR) every seven years that assesses implementation of its Comprehensive Plan. Mr. Knight advised that the Planning Commission held a public hearing on 7/7/09 and its recommendations have been included in the amendment. Village planning consultant, Jim Fleischmann of Land Research Management, prepared the supporting documents and recommendations for Large-Scale Comprehensive Plan Amendment 09-1, and was present to answer questions. Village Planner Jodi Nentwick gave an overview of the amendment. Mrs. Nentwick detailed the elements of the Comprehensive Plan and explained that the amendment incorporates the 2006 Evaluation and Appraisal Report, Future Land Use Atlas, and support documentation such as the U.S. Highway 1 Corridor Study, the 10-Year Water Supply Plan, and a detailed, updated Capital Improvement Element. Mrs. Nentwick reviewed the revisions to each Chapter, some of which include: • Chapter 2, Village Character Statement -added language regarding consideration of light industrial and/or business park uses in specified annexation areas; • Chapter 3 Future Land Use - added a Light IndustriaUBusiness future land use category, objectives and policies concerning mixed-use developments in commercial areas, new state requirements regarding greenhouse gas emissions and sustainable communities, infill and redevelopment along Northlake Boulevard and U.S. Highway 1, as well as the creation of a Future Land Use Atlas; • Chapter 4, Transportation -reclassified Village roads to conform with the State functional classification system, revised the traffic level-of-service (LOS) standard to conform with Palm Beach County, and added policies regarding compliance with state • greenhouse gas emission directives; • Chapter 5, Housing -revised and added policies to address affordable housing and state directives regarding sustainable communities; • Chapter 6, Infrastructure - added a Goal Statement and revised and added policies to address the coordination of water supply planning; Minutes of Village Council Workshop Session held July 23, 2009 Page 2 of 2 • Chapter 7, Coastal Management -added policies allowing density/intensity increases in • order to preserve water-dependent land uses and to continue Village participation in the County Local Mitigation Strategy, and revised an objective adopting the State's revised definition of Coastal High Hazard Area; • Chapter 11, Capital Improvements -added policies defining the term "financial feasibility" and reaffirming the requirement to annually update, by comprehensive plan amendment, the 5-Year Schedule of Improvements, revised a table incorporating new traffic LOS standards, and added tables constituting the 5-Year Schedule of Improvements; • Chapter 13, Annexation -added this new element to include objectives and policies outlining the Village's annexation philosophy and procedures, and provide policy direction in certain annexation sub-areas. Mrs. Nentwick reported that upon first reading ofthe ordinance, Mr. Fleischmann will transmit a copy of the amendment to the Florida Department of Community Affairs (DCA) for review and comment. Mrs. Nentwick briefly reviewed the DCA approval prods for large-scale comprehensive plan amendments. Discussion took place concerning the capital improvements plan, population statistics, and coastal high hazard area/hurricane evacuation.
