HomeMy WebLinkAbout2006-08-11 50th Anniversary of NPB (WeekDay)Reburial of Time Capsule marks the start of the next 50 years for NPB Ceremony Saturday, Aug. 12 at 10 am Birthday party Friday, Aug. 11 from 6 to 10 pm By Michelle Gentile WeekDay Staff Writer Travel back in time to 1956 and you'll find a very different North Palm Beach. Only a few of the municipal services were available at the time. They had a utilities manager, a Village Hall, and a fire/police chief. Developed land included Anchorage Park Marina and ramp, 75 miles of sewer pipes and 20 dredged canals. Now with the growth of community, the development of the waterways, a multitude of recreational opportunities, and a Jack Nicklaus signature golf course this small village has come a long way. We spoke with leaders and residents who've helped develop the community over the last 50 years and one theme remains constant, even with its growth NPB has not lost its cozy hometown feel. `'1'm dedicated to the proposition that we are going to continue the ambiance of our small town characteristics so our citizens can feel that they are iri their home town no matter where they came from," says Dr. Edward M. Eissey, Vice Mayor. Since the pilgrimage of the first settlers, generations of families have grown up here and had their children and grandchildren here. In 1973 The University of N.C. recognized NPB to be "one of the few well planned communities of its size in the U.S.A." They accredit this to rigid zoning and restrictions that have allowed NPB to grow but also prohibit urban sprawl. Commercial buildings over four stories tall and strip malls on land other than Northlake Blvd. and US Hwy One remain prohibited. "We keep business out of the residential areas so the citizens can enjoy the serenity of The Village of North bPalm Beach," says Dr. Eissey. In the beginning between 1924 and 1955 before NPB was incorporated, Lake Park (then Silver Beach) and NPB were adjoining communities. In 1955 NPB consisted of seven square miles of sugar sand and scrub palmetto and fewer than 100 individuals living between Lake Park and Jupiter. The land originally owned by the MacArthur Foundation was sold to Herbert and Richard Ross for a mere $5 million dollars and became incorporated in 1956. Now some of the recent accomplishments in the last 50 years include; a new public library, public safety buildings and community centers, the revamping of the Twin City Mall, beautification projects on Northlake, US1 and Prosperity, an updated recycling and storm program, annexation of western areas, annual holiday events, boat parades and festivals and currently the construction of a Signature Jack Nicklaus Golf Course. One of the most successful festivals that has come out of North Palm Beach is the Heritage Festival. "Heritage Festival started small and has morphed into this very large and respected event. We started with small bounce houses and now we have carnival rides, parades containing over 50 units, live bands, arts and craft with about 115 vendors, and recently the festival brought in over a hundred people for our latest competition the `fun run'," said Nancy Hensler, Recreation Program Coordinator. The 50th Anniversary of The Village of North Palm Beach was a large undertaking. The project was started over two years ago and has been headed up by Dianna Craven, Chair, Mark Hodgkins, Vice Chair and Dr. Edward M. Eissey, Honorary Chair. "We started almost two years ago and have worked with so many wonderful people throughout the village," says Craven. August 11 NPB will be hosting a birthday party to celebrate its 50th Anniversary. "We are having a pool party, DJ, food provided by Eddie D's (lobster tail, burgers, birthday cake) at the North Palm Beach Country Club from 6-10 p.m. The event is family oriented, community wide and at our last pool party in July we had about 150 people, it will be a great time," says Bill Egan, Recreations Department. The reburial of the Time Capsule for the next 25 years is happening at 10:00 a.m. Saturday August 12 at The North Palm Beach Library. "Pratt & Whitney donated the capsule 25 years ago and it will now be reburied. The items we've collected to be placed in the capsule are a Signature Golf Ball, a Jack Nicklaus autographed map of the new course, pictures of the present council, a variety of periodicals, a few cell phones, photos from 1956 and letters from residents," says Craven. North Palm Beach seems to understand the sense of `building a community'. A community that has prospered without too much change, a community with generations of family that have taken root, a community that still honors the past for progress in the future and lastly a community that engages its residents to take part. Loggerhead Triathlon Saturday More than 500 participants expected Hundreds of athletes are expected to participate in the 21' . Annual Loggerhead Triathlon at Carlin Park in Jupiter this weekend, 7-10 a.m., Sat, Aug. 12. The race includes a 3/8-mile swim, followed by a 13-mile bike ride down Al A to Juno Beach and a 5K run to the Jupiter Inlet and back to Carlin Park. More than 500 participants are expected. Registration is ongoing, through Friday, Aug. 11. The cost is $65 per person, and USA Triathlon insurance is $9. In conjunction with the event, the Jupiter Beach Resort will host its 2 Annual Sports and Fitness Expo, 3-8 p.m., Friday, Aug. 11. Sporting goods, health foods and other fitness -related industries will be featured. NO, IT'S NOT THE LATEST tree- watering method in Palm Beach Gardens, just an optical illusion. Firefighters at Station One on Burns Road & Military Trail were performing routine maintenance procedures in their ladder truck on a sizzling hot, summer afternoon recently. Photo by Linda Hughey THE VILLAGE OF NORTH PALM BEACH will hold a Time Capsule Ceremony at the NPB Library on August 12 at 10:00 a.m. Residents are welcome to bring items to be placed into the capsule. It will be reopened in another 25 years. The Time Capsule was provided by Pratt & Whitney. A community once desolate is now booming with growth and has a population is 12,528. NPB has a total area of 5.08 square miles and was originally a plethora of mangroves, swamps and farmland. In the beginning on August 13, 1956 a master plan was drawn by Seward Mott Associates of Washington D.C. and the Village of NPB was incorporated by Tallahassee. Full-scale development occurred with extensive dredging creating waterfront cul-de-sacs and a new east -west artery connecting Lighthouse Drive, Old Dixie Hwy and U.S. Hwy One. In 1957 Pantry Pride was the first business to receive a certificate of occupancy and The Twin City mall arrived in 1,971 as Palm Beach County's second enclosed shopping mall. NPB now reaches its 50th year and the Village still looks new on account of the recent renovations and beautification projects. NPB residents should take comfort in the fact that while the Village is still growing it will not turn into a congested urban environment that encroaches on residential areas. Osterman followed through with what Commissioner Chuct Balius has threatened in years past during the budget process. "We don't have the power to fire any department heads — but we can eliminate their position when we approve the budget," said Balius on more than one occasion. Osterman diplomatically stated her case, careful not to launch any personal attacks on the Recreation staff (consisting of two people). "We can't have the co -mingling of children at summer camp or after care, with the Sheriff's deputies and their prisoners at the recreation station," she insisted. "At present, we don't have the facilities to effectively run a recreation department," said Osterman. "The Sheriff's Office should have sole use of that building for holding prisoners and shift changes. Guns and children don't mix, and we can't keep placing ourselves at such risk." The proposed budget gives the Recreation Director a raise from $70,008.84 to $73,509.28; and his assistant from $49,648.90 to $52,131.35. Osterman proposed the Commission reallocate the funds designated for the Recreation Department to create a new Assistant Town Manager position. Mayor Paul Castro disagreed with Osterman, but conceded the Recreation Department was in dire need of a recreation program. "I'd like the next Town Manager to direct the recreation department to focus less on promoting the Town, and more on (creating activities) for the children in Town," said he. Castro also noted the past three Town Managers have consistently supported Dale Dougherty and fought for the Community Affairs Department, on the many occasions it came under fire from members of both the public and commission. "The Community Affairs Department is the way it is (at present) because of the Town Manager(s) — not the Commission," he added. Commissioner Balius stated the number one complaint he hears consistently is about the recreation department, but it is the Town Manager's job to do away with any PLEASE TURN TO PAGE 2 Page 4 - WEEKDAY — AUGUST 11 -17, 2006 STATEWIDE CARPETS, INC.
