It is the twenty-first national convention since the Association of Collegiate Alumnae and the South- ern Association of College Women merged in 1921 to form the American Association of University Women. HEADQUARTERS AND MEETING PLACE The Sheraton Park Hotel is Convention Headquar- ters. All major meetings will be held in the Sheraton Hall, other meetings as listed. BUS INFORMATION. For the convenience of delegates and visitors, arrangements have been made for special buses to be in front of the hotels for the trips to the Educational Center and the Phillips Gallery. Schedules and tickets can be obtained at the Transportation Desk. SPECIAL EVENTS Saturday, lune 17 Annapolis, Maryland Tour. Buses leave Sheraton Park Hotel at 12 NOON. Five dollars twenty-five cents in advance. Sunday, June 18 Mount Vernon, Arlington Cemetery, and Lee House, Virginia Tour. Buses leave Sheraton Park Hotel at 1 P.M. Five dollars fifty cents in advance. Sunday, lune 18 -- Church Tour with stops at National Cathedral, Islamic Center, Shrine of the Immaculate Conception, B'nai Brith Building, and Washington Hebrew Congregation, plus viewing of embassies and Federal buildings. Buses leave Sheraton Park Hotel at 10:30 A.M. Three dollars fifty cents in advance. Saturday, lune 24 Two day tour of Williamsburg, Virginia. Fee includes all expenses except meals at Williamsburg. Tickets for reservations made in advance may be picked up at the Tour Desk in the registration area. Tours Committee members will be on hand to assist visitors in planning trips to other places of interest in the Washington area. IN KEEPING WITH OUR PURPOSE, a graphic exhibit and functional display, will be found in the Burgundy Room of the Sheraton Park. Here you may examine AAUW kits, study guides, and bibliographies and purchase them on the spot if desired, with the help of a special free catalogue. AAUW and IFUW pins and charms and Educational Center color post cards, note- paper, and sketches for framing are also on sale in the Burgundy Room. SPECIAL BOOK EXHIBIT. In a partitioned -off section of the Burgundy Room in the Sheraton Park you will find a specially arranged exhibition, of current literature in AAUW's subject matter fields Education, International Relations, Social and Economic Issues, Status of Women, the Arts, and Mass Media. A specially prepared catalogue of these titles is available to you in this exhibition area. TRAVEL PROGRAM CONFERENCES PROPOSED 1961 CONVENTION RULES BYLAWS PROVISIONS GOVERNING VOTING The convention shall be open to all members, but only representatives and duly accredited delegates .. . shall be entitled to vote, offer motions and resolutions, and debate ( Article XIII, Section 3) . When a card count vote is called for by the convention, or when voting by ballot, each voter present shall cast one vote. The chairman of a branch delega- tion may also cast the remaining votes to which her branch is entitled. No other member of the voting body shall cast more than one ballot (Article XIII, Section 3) . CONVENTION RULES FOR DEBATE Any representative or accredited delegate desirous of speaking shall first rise and address the chair. When recognized, she shall give her name and convention status. No one may speak longer than three minutes at a time without the unanimous consent of the convention. The rulings of the timekeeper shall be strictly adhered to and the signal will show one minute before the time limit of each speaker expires. No representative or accredited delegate shall be allowed to speak a second time on the same question so long as any representative or accredited delegate who has not spoken to that question desires the floor, except that the chairman of a committee making a report, or the speaker presenting the subject, shall have three minutes for closing the debate. ROSE HAWKES INFORMATION FOR DELEGATES VOTING Representation of the membership of the Association at convention shall be as follows: (1) the regularly accredited delegates representing branches, State Divisions, Members -at -large, and Corporate Members; (2) the officers of the Association; (3) the chairmen of standing and special committees; and (4) the Past Presidents of the Association. Only members of the Association shall be representatives, delegates, and alternates. (AAUW Bylaws, Article XIII, Sec- tion 2 ) Each delegate shall be entitled to an alternate except in the case of chairmen • of committees of each State Division, who shall have no alternates. ( Article XIII, w Section 4e) A delegate must show her delegate's badge in order to be seated in the voting section, to vote, or to obtain ballots. The delegate's badge will count for one vote. The chairman of a branch delegation which has more than one vote will be issued a multiple voting card at the registration area in the Continental Room, Sheraton Park Hotel, beginning Monday, June 19, at 11:30 A.M. and thereafter during regular registration periods. The card will indicate the number of votes to which she is entitled. An alternate may vote only in the absence of the delegate. The alternate may take the place of the delegate when wearing the delegate's badge in addition to the alternate's badge. If the exchange is to be permanent, the change should be reported at the Credentials Information Desk by the alternate accompanied by the chairman of the branch delegation. Members registered but not accredited as delegates may attend the business meetings but may neither vote nor present motions and resolutions. SEATING ARRANGEMENTS Voting Body: A section to be occupied by accredited delegates shall be set aside during meetings at which business will. be conducted. When acting as a delegate, an alternate must occupy the seat of such delegate. Nonvoting Body: All others attending the convention shall occupy the sections reserved for alternates, member -visitors, guests, and Staff. RESOLUTIONS AND MOTIONS The Committee on Resolutions shall report the resolutions on Association policy and program to the convention and recommend suitable action to be taken on them. A majority vote of the convention shall be required for adopting. ( Article XIII, Section 7 ) By a two-thirds vote of the convention, resolutions submitted to, but not recommended by, the Committee on Resolutions may be proposed f rom the floor for discussion and may be adopted by a three-fourths vote of the convention. (Based on Article XIII, Section 7) Resolutions on policies, program, or legislative action may also be proposed from the floor for discussion by a two-thirds vote of the convention. A three- fourths vote of the convention shall be required for the adopting of such resolu- tions. ( Article XIII, Section 7 ) All except very brief resolutions, motions, or amendments to legislative items shall be reduced to writing, one copy to be given to the President and one to the Parliamentarian. Official forms in duplicate may be obtained from the micro- phone pages and at the Credentials Information Desk. The signature and conven- tion status of the member making the motion or resolutions must be included on each copy. The services of the committee chairman and the Staff member concerned with the subject matter, as well as those Of the Parliamentarian, will be available to any desiring help in drafting such motions or resolutions. AMENDMENTS TO BYLAWS Bylaws may be amended at any national convention by a three-fourths vote, provided that all proposals for amendments have been sent to the Committee on Bylaws at least eight months before the date of the convention, and that the report of this committee has been sent to the membership two months before the convention. Bylaws may also be amended at any national convention without previous notice by unanimous vote. Every amendment to the Bylaws of the Association shall become effective and binding on all branches and State Divisions. (Article XVIII) NOMINATIONS The Nominating Committee' shall submit to the . . . convention one nomination for each office to be filled by election at that convention . . . Additional nomi- nations may be made from the floor. Nominations made from the floor shall carry the consent of the nominee. The names of persons so nominated shall be printed on the ballot. ( Article VII, Section 3b) Nominations for the following offices shall be presented at this convention: First Vice-president, Recording Secretary, Treasurer, and Vice-presidents from the following Regions: North Atlantic, Middle Atlantic, Northeast Central, Southwest Central, and North Pacific. ELECTION AREA Polls for the election of officers will be open for voting from 8:00 A.M. to 7:00 P.M. on Wednesday, June 21, in the Continental Room at the Sheraton Park Hotel. No votes shall be solicited and no printed material shall be distributed within the polling area. QUORUM The quorum of a national convention shall be two hundred voting members of the convention from at least ten States. ( Article XIII, Section o ) PARLIAMENTARY AUTHORITY The rules contained in Robert's Parliamentary Law and Robert's Rules of Order, Revised, shall govern the Association in all instances in which they are applicable and in which they are not inconsistent with the AAUW Bylaws. (Article XVII) THE PARLIAMENTARIAN'S SERVICES are available to delegates between meetings for help in framing motions, or in other participation in the business of the convention.
