A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO APPLY TO THE PALM BEACH
COUNTY CITY RECREATIONAL FUNDING PROGRAM, FISCAL YEAR 1977/78, FOR
MATCHING FUNDS TO BE USED FOR THE PURCHASE AND INSTALLATION OF
BUILDING MODULES AT ANCHORAGE PARK IN THE VILLAGE OF NORTH PALM BEACH.
BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORI DA :
Section 1. The purchase and installation of building modules
at Anchorage Park at a cost of $80,000.00 is hereby approved by the
Village Council of North Palm Beach.
Section 2. The Village Manager is hereby authorized and
directed to submit an application to the Palm Beach County City
Recreational Funding Program, Fiscal Year 1977/78, for matching funds
in the amount of $40,000.00, and to segregate in an escrow account
the sum of $40,000.00 matching funds by the Village of North Palm
Beach to be used for said project.
Section 3. This Resolution shall take effect immediately
upon passage.

2, Project. Description and Location: Modular factory built .general
purpose recreation building. Three modules. Anchorage Park, North Palm Beach .
3. Size of Area in Acres: 10.7 acres
. 4 _ Brief Justification Narrative: Project will provide both neigh-
borhood and community services to an area population' of approximately
9,000 and will replace an inadequate existing facility. This project
implements the Village Master Plan recommendation and the Anchorage Park
Master Plan. Project building will be programmed on a non -fee basis, by
North Palm Beach Recreation Department staff to satisfy Meal 'recreation
needs and will be -maintained by the North Palm Beach Public Services
Department.

COUNTY/CITY FUNDING PROGRAM
i. Funds Available (approved in concept)
$500,000-theoretically the money will be dit.ided with $100,000
allocated to each of the five Commission districts. Funding
to be derived from ad valorem taxes.

Eligibility
Municipalities in Palm Beach County.
II. Program Criteria_
1. 50% funding match required from municipalities.
2. Recreation facilities must be open to general public -
no non-resident fees.
3. Majority vote of City Council approving project and
matching funds.
4. Master Plans must conform to Palm Beach County's Recreation
and Open Space Plan.
III. Project Application
1. Application Format self explanatory. Use application blank
provided.
2. Attachments Required:
a. Concept plan for project - no detailed specifications
or permits 'necessary prior to funding.
b. Copy of Minutes or Resolution stating City'Council's
approval of project and availability of matching funds.
c. Other Relevant Materials.
3. Deadline for submission May 2.

2. Applications will be reviewed and prioritized by Parks
and Recreation Staff based on: cuographical distribution,
community interest, diversity, accordance with Palm
Reach County's Recreation and Open Space Plan (Recreation
Summary Enclosed) .
3. Application will be submitted to Board of County Commissioners
for final selection of projects 'co receive funding.
V. Project Implementation
1. Municipalities responsible for engineering studies, contract
bidding, permits, construction supervision, and operation.
2. Interlocal agreement: Reimbursements subject to payment
through inter-local.agreement. Agreement will specify
accounting procedures as follows. .
City will submit to County:
a. Statement of Project completion.
b. Invoice listing each invoice City has paid to
vendor, invoice number, and date of city's-check.
c. Copies of vendors invoices, referencing•line item on.
City's invoice. . .•
d. Certification of the above by City's Finance Director.
