HomeMy WebLinkAboutRes 1968-333 General Election and Charter Board Electioni RESOLUTION NO. 333-68 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, DIRECTING THE VILLAGE CLERK TO PUBLISH NOTICE OF THE GENERAL ELECTION TO BE HELD ON MARCH 19, 1968; NAMING THE TIME AND PLACE WHERE SUCH ELECTION SHALL BE HELD; AND CALLING AN ELECTION TO BE HELD PURSUANT TO CHAPTER 166, FLORIDA STATUTES, FOR THE PURPOSE OF ELECTING A CHARTER BOARD BY THE QUALIFIED ELECTORS OF THE VILLAGE OF NORTH PALM BEACH; DIRECTING THE VILLAGE CLERK TO PUBLISH NOTICE OF THE CHARTER BOARD ELECTION, AND SETTING FORTH PROCEDURES CONCERNING SUCH CHARTER BOARD ELECTION. WHEREAS, the Charter of the Village provides for a general elm -Lion to be held on the third Tuesday in March of each year; and WHEREAS, there are three offices to be filled at the general election to be held in the Village on the third Tuesday in March, 1968; and WHEREAS, the Village Council, pursuant to the power granted it by Chapter 166, Florida. Statutes, deems it for the best interests of the citizens of the Village of North Palm Beach that changes be made in the form of the Village government; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA: Section 1. That a general election shall be held, and is hereby declared to be held in the Village of North Palm Beach, Palm Beach County, Florida, between the hours of 7:00 A.M. and 7:00 P.M. on the 19th day of March, 1968, for the purpose of electing members to the Village Council to fill such offices in Groups 1, 3 and 5 for a period of two years each. Section 2. The Village Clerk is hereby ordered and directed to cause a notice of said election to be published in the Palm Beach Post -Times once at least fifteen days prior to said election. Said notice shall be substantially in the following form: NOTICE OF GENERAL ELECTION MARCH 19, 1968 TO ALL QUALIFIED ELECTORS RESIDING IN THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA: By order of the Village Council of the Village of North Palm Beach, Palm Beach County, Florida, notice is hereby given that a general election will be held in said Village on the 19th day of March, 1968, for the purpose of electing Councilmen for the following offices, to -wit: • • • • Resolution No. 333-68 Page Two Village Councilman, Group 1 Village Councilman, Group 3 Village Councilman, Group 5 (2-year term) (2-year term) (2-year term) Said election will be held in the Village of North Palm Beach, and the polling places are designated as Faith Lutheran Church, Precinct No. 48, and North Palm Beach Elementary School, Precinct No. 49, both in the Village of North Palm Beach. The polls will be open in the voting places from 7:00 A.M. until 7:00 P.M. Thefollow- ing inspectors and clerks have been designated and appointed by the Village Council for the purpose of conducting said election: -- Faith Lutheran Church, Precinct No. 48: Inspectors: Mrs. Melba Phillips Mrs. Faye Lucas William Woodard Mrs. Mary Woodard Clerk: Mrs. Elizabeth Redding North Palm Beach. Elementary School, Precinct No. 49: Inspectors: Mrs. Lillian Drudi Mrs. Louise Nash Mrs. Mabel Cohn Ralph Cohn Clerk: Mrs. Mary Jane Jenkins The above officials have also been designated and appointed by the Village Council for the purpose of conducting the special run-off election to be held on the fourth Tuesday in March, 1968, if such becomes necessary. The registration books will be open in the Village Clerk's office between the hours of 9:00 A.M. to 12:00 Noon and 2:00 P.M. to 4:30 P.M. on week days only up to and including the 8th day of March, 1968, and from 9:00 A.M. to 12:00 Noon on Saturday, March 9, 1968, and from 7:00 P.M. to 9:00 P.M. on Thursday, the 29th day of February, 1968 and from 7:00 P.M. to 9:00 P.M. on Thursday, March 7, 1968. Village Clerk PUBLISH: Palm Beach Post -Times Section 3. The Village Clerk, as registration officer of the Village, is hereby directed to prepare a list of the names of all qualified electors appearing on the registration books of the Village, and she shall keep the registration books open at her office between the hours of 9:00 A.M. to 12:00 Noon and from 2:00 P.M. to 4:30 P.M. on week days only up to and including the 8th day of March, 1968, and from 9:00 A.M. to 12:00 Noon on Saturday, March 9, 1968, and from 7:00 P.M. to 9:00 P.M. on Thursday, • • • • Resolution No. 333-68 Page Three February 29, 1968, and from 7:00 P.M. to 9:00 P.M. on Thursday, March 7, 1968. A certified list of such qualified electors shall be furnished by the Village Clerk to the inspectors and clerks in charge of the polling places on the day of the election. Section 4. The inspectors and clerks of said general election to be held on March 19, 1968, are hereby appointed as follows: Faith Lutheran Church, Precinct No. 48: Inspectors: Mrs. Melba, Phillips Mrs. Faye Lucas William Woodard Mrs. Mary Woodard Clerk: Mrs. Elizabeth Redding North Palm Beach Elementary School, Precinct No. 49: Inspectors: Mrs. Lillian Drudi Mrs. Louise Nash Mrs. Mabel Cohn Ralph Cohn - Clerk: Mrs. Mary Jane Jenkins Said officers are hereby directed to hold said election in accordance with the law and in such manner as to prevent all fraud, deceit and abuse therein or thereto and to make the returns of said election in the manner prescribed by law. Section 5. The offices for which said candidates shall be elected at the general election are: Village Councilman, Group 1 (2-year term) Village Councilman, Group 3 (2-year term) Village Councilman, Group 5 (2-year term) Section 6. The inspectors and clerks of the general election to be held in theVillageon the third Tuesday in March, 1968, are hereby designated to be the same officials to serve at the special run-off election, if such election is held. Section 7. The Village Clerk and election officials are hereby directed to arrange for the use of voting machines at said general election, and the form of the ballot shall be such as is consistent with the use of voting machines. Absentee ballots shall be prepared by the Village Clerk in form consistent with existing Village ordinances. • • • • Resolution No. 333-68 Page Four Section 8. Immediately after the closing of the polls on the said election day, the inspectors and clerks shall certify the returns thereof to the Village_ Council and the Village Council shall hold a. meeting on the 20th day of March, 1968, for the purpose of canvassing the returns and declaring the results of said election. Section 9. An election shall be held for the purpose of electing a Charter Board by the qualified electors of the Village of North Palm Beach, pursuant to Chapter 166, Florida. Statutes, in the Village of North Palm Beach, Palm Beach County, Florida,, between the hours of 7:00 A.M. and 7:00 P.M. on the 19th day of March, 1968 to elect nine members to a Charter Board. Section 10. The Village Clerk is hereby ordered and directed to cause a notice of said Charter Board election to be published in the Palm Beach Post -Times once each week for four consecutive weeks next preceding said Charter Board election, with the first publication thereof to be not less than 25 days prior to such election and also to post three copies of said notice of election at least 25 days before the election within the boundaries of the Village of North Palm Beach, including one at the Village Hall and in two other conspicuous places in the Village. Said notice shall be substantially in the following form: NOTICE OF CHARTER BOARD ELECTION MARCH 19, 1968 TO ALL QUALIFIED ELECTORS RESIDING IN THE VILLAGE OF NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA: By order of the Village Council of the Village of North Palm Beach, Palm Beach County, Florida, notice is hereby given that a. Charter Board election will be held in said Village on the 19th day of March, 1968, for the purpose of electing nine members to a Charter Board. Said election will be held in the Village of North Palm Beach, and the polling places are designated as Faith Lutheran Church, Precinct No. 48, and North Palm Beach Elementary School, Precinct No. 49, both in the Village of North Palm Beach. The polls will be open in the voting places from 7:00 A.M. until 7:00 P.M. The offices for which said candidates shall be elected at the Charter Board election are nine members of the Village Charter Board, and the number of candidates equal to the number of members to be elected who receive the highest number of votes at said Charter Board election shall be thereby elected members_of the Charter Board. Section 14. The Village Clerk and election officials are hereby directed to arrange for the use of voting machines at said Charter Board election, and the form of the ballot shall be such as is consistent with the use of voting machines.
