MINUTES OF THE WORKSHOP SESSION
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
FEBRUARY 12, 2009

Mayor Manuel called the meeting to order at 8:45 p.m. All members of Council were present.
All members of staffwere present.
REGISTRATION AND MAINTENANCE OF ABANDONED FORECLOSED PROPERTIES
Discussion took place concerning establishing a program for the registration and maintenance of
abandoned and/or foreclosed properties. Mr. Knight reported that there are currently 21 single-
family homes in North Palm Beach. Mr. Knight noted that properties subject to foreclosure
proceedings fall into disrepair and have a negative impact on surrounding properties.
Village Attorney Len Rubin discussed measures that can be taken to prevent blight and declining
property values caused by lack of adequate maintenance and security, including requiring lenders
to register and provide for inspection and maintenance of vacant properties. Mr. Rubin noted
that Deerfield Beach, Coral Springs, and North Lauderdale have enacted ordinances establishing
registration programs for abandoned residential property.
Discussion ensued on expanding the scope to include condominiums.
The potential impact to lenders was discussed. Concern was expressed regarding lenders who do
not have title to the vacant property.
Discussion took place on the use of nuisance abatement procedures.
Mr. Knight noted the need for registration of lenders in order to obtain contact information.
Mr. Rubin will contact other cities regarding how they administer their programs and provide
more information at an upcoming Workshop Session.
