D., President Pro Tem Tom Valente, Councilman Gail H. Vastola, Councilman Charles. R. O'Meilia, Acting Village Manager George W. Baldwin, Village Attorney Kathleen F. Kelly, Village Clerk Mayor Pierman called the meeting to order of Council were present. All members of The purpose of the Special Meeting was to created by the resignation of Thomas F. effective November 17, 1992. at 6:00 p.m. All members staff were present. fill the Council vacancy Kelsey, Ph.D, which was Mayor Pierman nominated Thomas F. Kelsey, Ph.D to fill the vacancy. President Pro Tem Marks nominated Jerry Gardner to fill the vacancy. Councilman Valente moved that nominations be closed. President Pro Tem Marks seconded the motion, and all present voted aye. The nomination of Thomas F. Kelsey, Ph.D failed 2-2, with Mayor Pierman and Councilman Valente voting aye, and President Pro Tem Marks and Councilman Vastola voting nay. The nomination of Jerry Gardner passed 3-1, with President Pro Tem Marks, Councilman Valente and Councilman Vastola voting aye, and Mayor Pierman voting nay. The name of Jerry Gardner was entered into Resolution 44-92. RESOLUTION 44-92 ADOPTED - FILLING COUNCIL VACANCY President Pro Tem Marks moved that Resolution 44-92 entitled:' A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, FILLING THE VACANCY IN THE COUNCIL IN GROUP 2 CREATED BY THE RESIGNATION OF THOMAS F. KELSEY, PH.D., THAT WAS MADE EFFECTIVE NOVEMBER 17, 1992; AND, PROVIDING FOR AN EFFECTIVE DATE 1 1 1 Minutes of Special Meeting Held Wednesday, November 18, 1992 be adopted. Councilman Valente seconded the motion. The motion passed 3-1, with President Pro Tem Marks, Councilman Valente and Councilman Vastola voting aye, and Mayor Pierman voting nay. With no further business to come before the council, the meeting adjourned at 6:19 p.m. 4thleen F. Kelly, Village Clerj�l
