MINUTES OF PUBLIC HEARING

VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

ROLL CALL
Mayor Marks called the Public Hearing to order at 7:00 p.m. All
members of the Council were present. All members of the staff were
present except the Village Attorney.
PURPOSE OF PUBLIC HEARING
The purpose of the Public Hearing is to hear the comments of the
public concerning the 1990-91 operating budget, including the North
Palm Beach Country Club.
LEGAL NOTICES PUBLISHED
Legal notices of the Public Hearing were published in the Palm
Beach Post on September 24, 1990.
COMMENTS FROM THE PUBLIC
There were no comments from the public concerning the proposed
1990-91 operating budget.
RESOLUTION NO. 26-90 ADOPTED
Vice Mayor Gardner moved that Resolution No. 26-90 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF NORTH
PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL
PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF
NORTH PALM BEACH ON JANUARY 1, 1990, FIXING THE TOTAL
VALUATION THEREON AND THE TAX MILLAGE RATE THEREON FOR SAID
TAX YEAR; AND REPEALING ALL RESOLUTIONS IN CONFLICT WITH THIS
RESOLUTION
be adopted. The motion was seconded by President Pro Tem Pierman
and all present voted aye.
BILL NO. 623 ADOPTED AS ORDINANCE 33-90
Vice Mayor Gardner moved that Bill No. 623 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
ADOPTING BUDGETS FOR THE FISCAL YEAR OCTOBER 1, 1990, TO
SEPTEMBER 30, 1991, BOTH INCLUSIVE, FOR THE VILLAGE OF NORTH
PALM BEACH GENERAL FUND, INCLUDING DEBT RETIREMENT, AND FOR
THE NORTH PALM BEACH COUNTRY CLUB REVENUE FUND; AND REPEALING
ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE
be placed on second reading and read by title alone. The motion
was seconded by President Pro Tem Pierman.
Councilman Moore moved to amend Bill No. 623 to have Section 5.01

read as follows: "Appropriations shall not be transferred in
amounts of $1,000.00 or more without an ordinance approved by the
Village Council." The motion died for lack of a second.
Thereafter Council voted on the main motion which passed 4-1, with
Mayor Marks, Vice Mayor Gardner, President Pro Tem Pierman and
Councilman Grinn voting aye and Councilman Moore voting nay.
Vice Mayor Gardner moved that Bill No. 623 be adopted as Ordinance
No. 33-90. The motion was seconded by President Pro Tem Pierman
and passed 3-2, with Mayor Marks, Vice Mayor Gardner and President
Pro Tem Pierman voting aye and Councilman Moore and Councilman
Grinn voting nay.
A copy of the memorandum from Mr. Khan to Mr. O'Meilia, dated
September 26, 1990, concerning corrections and adjustments made to
the proposed 1990-91 budget is attached to the minutes of this
meeting.
ADJOURNMENT
There being no further business to come before the Council, the
Public Hearing was adjourned at 7:15 p.m.

The following Department Head salaries are increased by 7% for
1990-91:
a) Charles O'Meilia Public Services
b) Shaukat Khan Finance
c) Bruce Sekeres Public Safety
d) George Warren Public Safety
e) Nancy Moore Library
f) Mark Hodgkins Recreation
g) Bill Lanthier Country Club
h) Dowges WkuceL, u44GAra CLOAx
3) Error is found and corrected in LTD insurance line item budget for
all departments except Public Safety. Should have been 1.259
instead of 196.
4) Hospitalization line item budget for the departments are changed
per Council's instruction.
5) Due to the incorporation of Department Heads' pay raises in the
budget all related accounts such as FICA, Pension, Life and LTD
Insurance line items are changed accordingly.
6) Other changes:
a) Page 2 - Village Organization chart to reflect Public Safety
Department instead of Police Department.
b) Page 26 - Deletion of completion - Goals and Objective line
from Village Manager's Performance Data. --
c) Page 38 - Change the word "strong" to "stronger" in Finance
Major Change in '90-91 section.
d) Page 200 - Removal of Major Change section.
