Mayor Marks called the Public Hearing to order at 7:15 p.m. All
members of the Council and the staff were present.
PURPOSE OF PUBLIC HEARING
The purpose of the Public Hearing is to hear the comments of the
public concerning the following proposed ordinances:
a. BILL NO. 604 - COMMUNITY RESIDENTIAL HOMES, CHILD CARE
FACILITIES, FAMILY DAY CARE HOMES. A proposed ordinance
regarding community residential homes, child care
facilities, and family day care homes.
b. BILL NO. 607 - AMENDING ZONING MAP TO C-OS. A proposed
ordinance amending official zoning map to C-OS.
c. BILL NO. 608 - C-OS - CONSERVATION AND OPEN SPACE ZONING
DISTRICT. A proposed ordinance regarding conservation
and open space zoning district.
d. BILL NO. 609 - XERISCAPE LANDSCAPING PRACTICES. A
proposed ordinance regarding xeriscape landscaping
practices.
e. BILL NO. 611 - SETBACKS, MARINA PUMP -OUTS, MOBILE HOME
PARKS. A proposed ordinance regarding setbacks, marine
pump -outs and mobile home parks.
f. BILL NO. 612 - HISTORIC SITES.

THIS PUBLIC HEARING
The letter from Luther Martin Taylor dated June 26, 1990 and
addressed to all members of the Village Council and Mr. Charles
O'Meilia regarding Little Munyon Island is hereby made a part of
the official record of the Public Hearing, and a copy of same is
attached to the minutes of this hearing.
LEGAL NOTICE
Legal notice of the Public Hearing was published in the Palm Beach
Post on June 7, 1990 and on June 23, 1990.
COMMENTS FROM THE PUBLIC
There were no comments from the public on any of the above proposed
ordinances.

ADJOURNMENT
There being no further business to come before the Council, the
Public Hearing was adjourned at 7:23 p.m.

RE: Little Munyon Island
Joan B. Taylor, Trustee, Fee Simple Owner
Dear Council Members:
On behalf of my wife Joan B. Taylor, I had a meeting.
with Charles O'Meilia on Tuesday June 26, 1990 in re Little
Munyon Island. The reason for my meeting with Mr. O'Meilia
was that my wife had received a phone call that the zoning on
Little Munyon Island was being changed and that no one was
able to get in touch with her.
I subsequently got in touch with Mr. O'Meilia as to what
was going on with Little Munyon Island. He informed me that
in November 1989, a new land use plan had been implemented
which changed the land use of Little Munyon from its
commercial zoning to that of a passive park i.e. same as
John D. MacArthur state park which is also located within
the corporate boundaries of North Palm Beach.
I was also informed that the village council is also in
the process of changing the zoning on the property to
coincide with a passive park use. I was also informed that
the land use plan took precedence over the zoning ordinance
and that no building permits could be issued on Little Munyon
Island because of the new land use designation.
For your edification, Joan Taylor during the month of
April 1990 paid real estate taxes on the property in the
approximate amount of $60,000. If she had known that the
right to use her property had been negated she would not have
donated the $60,000 to the city, county and state coffers.
On behalf of Joan B. Taylor, we object to the land use change
and the proposed zoning change.
Mrs. Taylor is requesting that you make this letter part
of your record in connection with the land use plan and any
proposed zoning change showing that she unequivocally objects
to any and all change. In addition Mrs Taylor would like
to inform the board that she was not personally informed
of the land use change prior to the change.

follow up.
