Norris, Vice Mayor Darryl Aubrey, Sc.D., President Pro Tem T.R. Hernacki, P.E., Councilman Jimmy Knight, Village Manager Leonard Rubin, Village Attorney Melissa Teal, CMC, Village Clerk Edward M. Eissey, Ph.D., Councilman Mayor Manuel called the meeting to order at 9:35 p.m. All members of Council were present, except Councilman Eissey, who was out of town. All members of staff were present. VILLAGE LANDSCAPE AND VEGETATION DEBRIS COLLECTION POLICY Discussion was held concerning the current Village policy for collection and removal of landscaping and vegetation debris. Mr. Knight advised the Village has a policy for collection of landscape debris, however there is no ordinance regulating such collection. Mr. Knight reported that the Village picks up tree trimmings when residents trim trees but contractors are required to remove the debris. Mr. Knight reviewed the collection limits in place in other municipalities, which vary by number of cubic yards and height and length of the debris pile. Mr. Knight expressed concern that the Village currently has no collection limit, which can be a major problem immediately prior to hurricane landfall when many residents put out a substantial amount of landscape debris. Mr. Knight noted that the Village owns only one clamshell/grapple truck and no chippers. Discussion ensued regarding inequities in the current policy. Discussion took place concerning the requirement that residents hire licensed tree trimmers. It was noted that there are no state licensing requirements for tree trimmers. Discussion ensued on registration versus license; the state changed the title `occupational license" to "business tax receipt" in order to avoid the perception that a "license" indicates competency. Discussion was held concerning collecting debris regardless of whether a company or individual performed the work, and on assessing a fee to collect debris that exceeds a specified amount. Additional discussion ensued on establishing a list of registered haulers that residents could call. Discussion ensued on enforcement procedures. By consensus, Council directed that this item be brought back to another Workshop after further research by staff.
