Bell, Vice -Mayor Allan V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Mayor Lewis called the Regular Meeting to order at 8:10 p.m. and asked the Clerk to call the roll, all members being present except Councilman Everard. Councilman Everard arrived at 9:00 p.m. Councilman Privett gave the invocation, immediately after which Vice -Mayor Bell led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present voting aye, the minutes of Regular Meeting held Thursday, October 9, 1969; the minutes of Public Hearing on reappropriations held Thursday, October 16, 1969; and the minutes of Public Hearing concerning fiscal 1969-70 budget appropriations held Thursday, October 16, 1969 were approved as written. Mayor Lewis stated that he had a meeting with the Planning and Zoning Advisory Board regarding proposed changes in zoning structure_ concerning property west of the North Palm Beach Waterway, bounded on the south by Teal Way, bounded on the north by Park Lane, and bounded on the west by Prosperity Farms Road. The Planning and Zoning Advisory Board will submit their recommendations to the Council on this matter and also will submit copy of correspondence they re- ceived from the owners of said property. Mayor Lewis stated that he had received a letter from the Palm Beach County Legislative Delegation Attorney advising that he had been placed on the agenda of November 12, 1969 for the Legislative Clinic of the Palm Beach County Legislative Delegation for the pur- pose of requesting general legislation regarding dredge and fill permits. 0n motion of Councilman Privett, seconded by Councilman . Watt, all present voting aye, that Manager and Attorney meet with representatives of Palm Beach Cable Television Company in the interest of hearing their proposal to adjust our franchise. On motion of Councilman Watt, seconded by Vice -Mayor Bell, all present voting aye, the Notes Taken at Open Meeting of Board of Governors on August 6, 1969; minutes of Special Meeting of Board of Governors held September 7, 1969; and the minutes of Meeting of Board of Governors held September 17, 1969 were accepted by Council. On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present voting aye, that we send a communi- cation to Mr. Frank Kohl, Lake Park, stating that we will enter a float in the forthcoming "Christmas in Dixie" parade. On motion of Councilman Privett, seconded by Vice -Mayor Bell, all present voting aye, Bill No. 71 entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING THE REQUIREMENTS FOR PLATTING OF SUBDIVISIONS IN THE VILLAGE; AND SETTING FORTH REQUIREMENTS FOR THE DEDICATION OF SUBDIVISION LAND FOR PARKS, PLAYGROUNDS, OR OTHER RECREATIONAL PUR- POSES IN AN AMOUNT EQUAL TO FIVE PER CENT OF THE SUBDIVIDERS TRACT FOR ALL LANDS HEREINAFTER PLATTED WITHIN THE VILLAGE; AND FOR OTHER PURPOSES was placed on second reading and read by title only. On motion of Councilman Privett, seconded Bell, all present voting aye, Bill No. 71 as Ordinance No. 196-69. On motion of Councilman Privett, seconded Bell, all present voting aye, Bill No. 78 by Vice -Mayor was adopted by Vice -Mayor entitled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, LEVYING A TAX ON REAL AND PERSONAL PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF NORTH PALM BEACH FOR THE YEAR ENDING DECEMBER 31, 1969, FIXING THE TOTAL VALUATION THEREON AND THE TAX MILLAGE RATE THEREON FOR SAID YEAR; ADOPTING A FISCAL BUDGET FOR THE FISCAL YEAR NOVEMBER 1, 1969 TO OCTOBER 31, 1970, INCLUSIVE, FOR THE GENERAL GOVERNMENT AND DEBT SERVICE OF THE VILLAGE OF NORTH PALM BEACH AND FOR THE PARTICULAR USE OF THE NORTH PALM BEACH COUNTRY CLUB; APPROPRIATING FUNDS FOR EXPEND- ITURES AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE was placed on second reading and read by title only. On motion of Councilman Watt, seconded by Councilman Privett, that Bill No. 78 be adopted as Ordinance No. 197-69. Village Clerk read Bill No. 78,with the proposed amend- ment, in total. - On motion of Councilman Privett, seconded by Vice -Mayor Bell, all present voting aye, (4 - 0), that proposed amendment to Bill No. 78 be approved. On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye,-(4 - 0), that Bill No. 78 be adopted as amended as Ordinance No. 197-69. MINUTES OF BEAUTIFICATION COMM. On motion of Councilman Privett, seconded by Councilman Watt, all present voting aye, that Bill No. 79 be amended by changing the wording in Sections 1, 2, 3 and 4 as previously discussed; by changing the title of Exhibit Nos. 1 and 2; and by adding the General Fund Reappropri- ation of Revenues, Capital Improvement Fund, and Debt Service Funds to Exhibit Nos. 1 and 2. On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present voting aye, that Bill No. 79 be adopted as amended as Ordinance No. 198-69. On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present voting aye, that Bill No. 80 en- titled: AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA, AMENDING ORDINANCE NO. 20, AS HERETOFORE AMEMDED, THE SAME BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY REMOVING CERTAIN PROPERTY FROM THE R-2-A - LIMITED MULTIPLE FAMILY DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY AS P - PUBLIC DISTRICT; BY DIRECTING THE CLERK TO BRING THE OFFICIAL ZONING MAP UP TO DATE; BY PROVIDING FOR THE REPEAL OF ORDINANCES IN CON- FLICT HEREWITH AND FOR OTHER PURPOSES be placed on first reading and read in full. On motion of Councilman Privett, seconded by Councilman RES. NO. Watt, all present voting aye, proposed Resolution No. 424-69 424-69 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND VILLAGE, CLERK TO EXECUTE A STORM SEWER EASEMENT TO THE STATE ROAD DEPARTMENT OF FLORIDA was read in full and adopted as read as Resolution No. 424-69. On motion of Councilman Privett, seconded by Councilman RES. NO. Watt, all present voting aye, proposed Resolution No. 425-69 425-69 entitled: ADOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO A CONTRACT WITH HUNNICUTT & ASSOCIATES, INC., FOR APPRAISAL SERVICES IN CONNECTION WITH THE 1970 VILLAGE TAX ASSESSMENT ROLL was read in full and adopted as read as Resolution No. 425-69. Watt, all present voting aye, proposed Resolution No. 426-69 426-69 entitled: ADOPTED Minutes of Regular Meeting Held Oct. 23, 1969 Page 5 A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, URGING THE FLORIDA LEAGUE OF MUNICIPALITIES TO PLEDGE ITS SUPPORT IN URGING THE LEGISLATURE OF THE STATE OF FLORIDA TO REPEAL OR AMEND CHAPTER 69-54, LAWS OF THE STATE OF FLORIDA, WHICH IS AN ACT PROVIDING FOR THE ASSESSMENT AND COLLECTION OF ALL AD VALOREM TAXES LEVIED BY MUNICIPALITIES TO BE ASSESSED BY THE COUNTY TAX ASSESSOR AND COLLECTED BY THE COUNTY TAX COLLECTOR OF THE COUNTY IN WHICH THE MUNICIPALITIES ARE LOCATED was read in full and adopted as read as Resolution No. 426-69. Mayor Lewis referred to letter he had received from the Honorable James L. Harrison, Public Printer of the United States, indicating how much he and his wife were im- pressed with the Village and asking the Mayor to thank the Village Council for their special invitation to return to North Palm Beach.
