MINUTES OF REGULAR MEETING
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD
THURSDAY, OCTOBER 23, 1969

Mayor Lewis called the Regular Meeting to order at
8:10 p.m. and asked the Clerk to call the roll, all
members being present except Councilman Everard.
Councilman Everard arrived at 9:00 p.m.
Councilman Privett gave the invocation, immediately
after which Vice -Mayor Bell led the Council and the
public in the Pledge of Allegiance to the Flag.
On motion of Vice -Mayor Bell, seconded by Councilman
Watt, all present voting aye, the minutes of Regular
Meeting held Thursday, October 9, 1969; the minutes
of Public Hearing on reappropriations held Thursday,
October 16, 1969; and the minutes of Public Hearing
concerning fiscal 1969-70 budget appropriations held
Thursday, October 16, 1969 were approved as written.
Mayor Lewis stated that he had a meeting with the
Planning and Zoning Advisory Board regarding proposed
changes in zoning structure_ concerning property west
of the North Palm Beach Waterway, bounded on the south
by Teal Way, bounded on the north by Park Lane, and
bounded on the west by Prosperity Farms Road. The
Planning and Zoning Advisory Board will submit their
recommendations to the Council on this matter and
also will submit copy of correspondence they re-
ceived from the owners of said property.
Mayor Lewis stated that he had received a letter
from the Palm Beach County Legislative Delegation
Attorney advising that he had been placed on the agenda
of November 12, 1969 for the Legislative Clinic of the
Palm Beach County Legislative Delegation for the pur-
pose of requesting general legislation regarding
dredge and fill permits.
0n motion of Councilman Privett, seconded by Councilman .
Watt, all present voting aye, that Manager and Attorney
meet with representatives of Palm Beach Cable Television
Company in the interest of hearing their proposal to
adjust our franchise.
On motion of Councilman Watt, seconded by Vice -Mayor
Bell, all present voting aye, the Notes Taken at Open
Meeting of Board of Governors on August 6, 1969; minutes
of Special Meeting of Board of Governors held September
7, 1969; and the minutes of Meeting of Board of Governors
held September 17, 1969 were accepted by Council.

On motion of Councilman Privett, seconded by Council-
man Watt, all present voting aye, the minutes of
Beautification Committee Meetings held September 3, 10,
and 17, 1969 were accepted by Council.
On motion of Vice -Mayor Bell, seconded by Councilman
Watt, all present voting aye, that we send a communi-
cation to Mr. Frank Kohl, Lake Park, stating that we
will enter a float in the forthcoming "Christmas in
Dixie" parade.
On motion of Councilman Privett, seconded by Vice -Mayor
Bell, all present voting aye, Bill No. 71 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING THE REQUIREMENTS FOR PLATTING OF
SUBDIVISIONS IN THE VILLAGE; AND SETTING FORTH
REQUIREMENTS FOR THE DEDICATION OF SUBDIVISION LAND
FOR PARKS, PLAYGROUNDS, OR OTHER RECREATIONAL PUR-
POSES IN AN AMOUNT EQUAL TO FIVE PER CENT OF THE
SUBDIVIDERS TRACT FOR ALL LANDS HEREINAFTER PLATTED
WITHIN THE VILLAGE; AND FOR OTHER PURPOSES

Watt, all present voting aye, Bill No. 79 entitled:

FLORIDA, AMENDING PORTIONS OF ORDINANCE NO.
181-68, CONCERNING DETAILED APPROPRIATIONS FOR THE
FISCAL YEAR 1968-69

On motion of Vice -Mayor Bell, seconded by Councilman
Watt, that Bill No. 79 be adopted as Ordinance No.
198-69.
On motion of Councilman Privett, seconded by Councilman
Watt, all present voting aye, that Bill No. 79 be amended
by changing the wording in Sections 1, 2, 3 and 4 as
previously discussed; by changing the title of Exhibit
Nos. 1 and 2; and by adding the General Fund Reappropri-
ation of Revenues, Capital Improvement Fund, and Debt
Service Funds to Exhibit Nos. 1 and 2.
On motion of Vice -Mayor Bell, seconded by Councilman
Watt, all present voting aye, that Bill No. 79 be
adopted as amended as Ordinance No. 198-69.
On motion of Vice -Mayor Bell, seconded by Councilman
Watt, all present voting aye, that Bill No. 80 en-
titled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ORDINANCE NO. 20, AS HERETOFORE
AMEMDED, THE SAME BEING THE COMPREHENSIVE ZONING
ORDINANCE OF SAID VILLAGE, BY REMOVING CERTAIN
PROPERTY FROM THE R-2-A - LIMITED MULTIPLE FAMILY
DWELLING DISTRICT AND RECLASSIFYING SAID PROPERTY

Mayor Lewis referred to letter he had received from the
Honorable James L. Harrison, Public Printer of the United
States, indicating how much he and his wife were im-
pressed with the Village and asking the Mayor to thank
the Village Council for their special invitation to
return to North Palm Beach.
There being no further business to come before the
Council, on motion of Vice -Mayor Bell, seconded by
Councilman Privett, all present voting aye, the
meeting was adjourned at 10:25 p.m.
