MINUTES OF THE WORKSHOP SESSION
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

Mayor Manuel called the meeting to order at 9:00 p.m. All members of Council were present.
All members of staff were present.
SIGNAGE AND OUTDOOR DISPLAYS
Mr. Knight requested that Council review two issues regarding signage: allowable temporary
signs and monument signs for retail business locations with multiple tenants.
Mr. Knight noted the number of "For Sale" or "For Lease" signs in the U.S. Highway 1 commercial
corridor and suggested that North Palm Beach revise its sign code to allow leasing information on
monument signs instead of permitting these signs as temporary signs. Mr. Knight advised that some
signs are being left in place even when there is no vacancy in the building, essentially serving as
advertisements for vacancies at other properties managed by the leasing agent. Mr. Knight
recommended allowing temporary signage for a specific time on parcels with a new building.
Mr. Knight requested that Council consider allowing other businesses to be advertised on
monument signs, in addition to the anchor store, at retail plazas. With regard to retail plazas on
Northlake Boulevard, it was noted that businesses on Northlake Boulevard are subject to the
provisions of the Northlake Boulevard Overlay District.
During discussion of temporary signs, the following suggestions were made: 90-day limit;
research sign regulations in other cities; consider requiring approval for sign color; consider
standards for maintenance; and limit temporary signs to one per parcel. It was noted that the
Code of Ordinances restricts the square footage and number of days allowed for display of
certain temporary signs; therefore, the Code Compliance Division should address violations of
these regulations.
Regarding additional businesses being listed on monument signs, it was suggested that this be
limited to retail plazas only. A concern was expressed that monument signs with multiple
businesses listed could affect traffic, with drivers slowing down to read the sign. Another
suggestion was to establish an ad hoc sign committee.
Mr. Knight requested that Council allow staff to research other cities' regulations, bring this
issue back to another Workshop meeting for further discussion, and then present it to the
Planning Commission for review. By consensus, Council agreed to this plan and will discuss the
issue further at an upcoming Workshop Session.

U.S. MAYORS CLIMATE PROTECTION AGREEMENT
Mayor Manuel advised that the City of Palm Beach Gardens requested North Palm Beach
support this matter by adopting a resolution approving the endorsement of the U.S. Mayors
Climate Protection Agreement. Mayor Manuel noted that Section C of the Agreement lists
recommended actions that may be taken to reduce global warming; however, it is not mandatory.
During discussion, concern was raised that agreeing to "strive to meet or exceed Kyoto Protocol
targets" might involve actions and costs that are not feasible due to budgetary restrictions
resulting from voter approval of Amendment 1. The Council expressed caution about signing
the agreement if the Village is not able to commit to the suggested actions.
Mayor Manuel suggested tabling this issue, pending more information from Palm Beach Gardens
regarding how the City plans to address implementation of the actions recommended in the
Climate Protection Agreement.

With no further business to come before the Council, the meeting adjourned at 9:30 p.m.
