03-27-1969 VC REG-M~ ~. L J GV C3 .~-+ U 1 1 MINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD ' THURSDAY, MARCH 27, 1969 • Present: Thomas F. Lewis, Mayor A11an V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herbert A. Watt, Councilman Herbert L. Gildan, Village Attorney Lawrence J. Robbins, Village Manager Dolores R. Walker, Village Clerk Absent: Thomas R. Be11, Vice-Mayor Mayor Lewis called the Regular Meeting to order at 8:05 p.m. ROLL CALL and asked the Village Clerk to call the roll, all members being present except Vice-Mayor Bell. Councilman Everard arrived at 8:25 p.m. Village Clerk administered Oath.oF Office for newly elected Councilman Herbert A. Watt as required by Article III, Section 5, of the Village Charter. This oath shall be spread upon the minutes of the Council. Councilman Watt read and signed Loyalty Oath ;as required by Florida Statu°tes 876.05, 1965. i On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, the minutes~of Regular Meeting held Thursday, March 13, 1969 and the minutes of Special Meeting held Wednesday, March 19, 196,9 were approved as written.- ' On motion of Councilman Privett, seconded byiCouncilman Watt, all present voting aye, that Council received minutes of Open Meeting of North Palm Beach Country Club held Wednesday, February 19, 1969. Mayor Lewis referred to letter from Representative John W. Jordan dated March 21, 1969, which was in 'reply_to the Mayor`s letter of March 14, 1969 re Village opposition to proposed House Bi11 No. 323 relative to the assessing and collecting of ad valorem taxes. Mayor Lewis read letter from Mrs. Audrey C. Lester, Executive Director of Crippled Children's Society and Rehabilitation Center for Children & Adults „Inc. relative to a donation to this Society. Council concurred that if a donation is to be made, it should be done on an individ- ual basis - not by the Village of North PalmiBeach. Council proceeded with its reorganization in ;accordance with Article III, Section 6, of the Village Charter. On motion of Councilman Privett, Everard, all present voting aye, name be placed on the Resolution Mayor. On motion of Councilman Watt, se Everard, all present voting aye, name be placed on the Resolution Mayor. Village Clerk administered oath to faithfully and impartially OATH REQUIR- , execute the duties of office, as required by Article III, ED BY ART. Section 8, of the Village Charter, to Mayor Thomas F. Lewis III, SEC. 8, and President Pro Tem Herbert A. Watt. These baths shall be VILLAGE CHARTER, spread upon the minutes of the Council. ADMINISTERED TO MAYOR LEWIS & PRESIDENT PRO TEM WATT Mayor Lewis passed the gavel to senior presiding Councilman, APPOINTIVE Herbert A. All present voted aye; therefore, motion passed un- animously. i On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye, proposed Resolution No .' 385-69 entitled: A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, APPOINTING MEMBER TO THE VILLAGE RECREATION ADVISORY BOARD i was read in full and adopted as read as Resolution No. 385-69. Village Manager read highlights of Village financial state- ment for period ending February 28, 1969, and North Palm Beach Country Club financial statement for period ending February 28, 1969. On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye,~Council accepted these two financial statements and a true copy of each will be attached to the minutes of this meeting. C G~3 r-i V C D Minutes of Regular Meeting held Thursday, Mar. 27, 1969 Page 3 Village Manager gave a status report on the;Village's necv library, and stated it is now 62% complete.; On motion of Councilman Watt, seconded by Councilman Everard, all present voting aye, Council directed the Village Manager to request the survey requested by Bankers Life and Casualty Company. Councilman Watt left the Council Meeting at ;10:25 p.m. Councilman Privett made a motion that the request for ex- ception to Ordinance No. 165-67 for Landings South Con- dominium and Bimini Key Condominium be tabled. Motion died for lack of a second. On motion of Councilman Everard, seconded by Councilman Privett, all present voting aye, Council denied request for exception to Ordinance No. 165-67 for Landings South Condominium and Bimini Key Condominium. Mayor Lewis stated that by Council policy May 1 is Law Daq and also Civic Day in the Village of North Palm Beach. Students from Riviera Beach High School, Palm Beach Gardens High School, Cardinal Newman High School and Howell Watkins Junior High School will take ;over the various offices of the Village for this day: A11 Council- men are invited to attend the activities on May 1 if they a.re able to make it.
