07-24-1969 VC REG-MMINUTES OF REGULAR MEETING OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA HELD THURSDAY, JULY_24, 1969 1 1 Present: Thomas F. Lewis, Mayor, Thomas R. Bell, Vice-Mayor Allan V. Everard, Councilman H. Mallory Privett, Jr., Councilman Herber* A. Watt, Councilman Lawrence J. Robbins., Village Manager Dolores R. Walker, Village Clerk Absent: Herbert L. Gildan, Village Attorney Mayor Lewis called the Regular Meeting to order at 8:03 p.m. and asked the Clerk to call the_ roll, all members being present except Village Attorney Gildan. Mayor Lewis opened the meeting by declaring today as a very special occasion in honor of the three Apollo 11 Astronauts, Armstrong, Collins and Aldrin, Reverend Milton duPriest, Pastor of the Lighthouse Baptist Church, gave the invocation,_immed>=ately after which Councilman Privett led the Council and the public in the Pledge of Allegiance to the Flag. On motion of Councilman Watt, seconded by Vice-Mayor Bell, all present voting aye, the minutes of Regular Meeting held Thursday, July 10, 1969 were approved as written. ROLL CALL MAYOR HONORS APOLL6 11 ASTRONAUTS INVOCATION & PLEDGE OF ALLEGIANCE 7/10/69 MINUTES APPROVED Mayor Lewis stated he would like_to congratulate. Council- MAYOR CONGRATULATES man Privett on his most recent award; namely, the Junior COUNCILMAN PRIVETT Chamber of Commerce International Senator Award, which FOR RECEIVING is one of the most outstanding honors a Jaycee can re- SENATOR AWARD ceive. Mayor Lewis stated that the Country Club Board of Gover- nors would like to meet with the Council at their work- shop at the Club, Wednesday, July 30, at 7:30 p.m. for an explanation of insurance.at the Country Club. Mayor Lewis stated that the residents of the Golf Course Section of the Village have taken a collection to be used for the Public Safety Department for apprehending the "Cat Burglar." Arrangements have been made for dinner at The Flame restaurant the second Wednesday of August. Councilmen and wives are invited to attend, Dutch treat. COUNCIL TO MEET -WITH BD. OF GOV. 7T30/69 COLLECTION OF GOLF COURSE SECTION RESIDENTS FOR PUBLIC, SAFETY OFFICERS FOR .THEIR APPREHENSION OF "CAT BURGLAR" Mayor Lewis stated that the Post Office Department APPROVAL OF has approved the postmark, "Greater Palm Beach Area" for "GRFyATER P.B. AREA" I North Palm Beach and communities adjacent to West Palm POSTMARK I Beach. Council had adopted a resolution requesting this postmark in May of this year. Mr. Don Morgan of the Area Planning Board presented PRESENTATION OF the Village with a copy of those studies that have been REPORTS TO VILLAGE completed by the Area Planning Board. These are reference __FROM AREA PLANNING materials for use by the Village. Mr. Morgan gave a BOARD brief description of each of these materials. N0. 411-69 AIlOPTED A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA, AUTHORIZING THE MAYOR AND THE VILLAGE CLERK TO ENTER INTO A CONTRACT WITH RUBIN CONSTRUCTION __ COMPANY FOR THE RESURFACING OF LIGHTHOUSE DRIVE IN THE VILLAGE OF NORTH PALM BEACH was read in full and adopted as read as Resolution No. 4F11-69. On motion of Councilman Privett, seconded by Vice-Mayor PROPOSED .RES. N0._ Bell, all present voting aye, that proposed Resolution 412-69 POSTPONED No. 412-69 be postponed until the next workshop meeting UNTIL NEXT WORK- for further information. SHOP Village Manager read highlights of financial statements for-the Village and the North Palm Beach Country Club for period ending June 30, 1969.. The North Palm Beach Country Club financial statement was tabled until next workshop meeting so that Mayor Lewis could discuss this statement with the Village Treasurer. Village Manager read highlights of Public Works De- partment report for June 1969. Village Manager gave a report on the North Palm Beach Country Club pool heater i'und. The amount of money collected and deposited to date is $2,573.00, which is 50% of the cost of the heater alone. Councilman Watt made a motion that we grant special ex- ception to Ordinance No. 165-67 to Landings South and Bimini Key. Motion died for lack of a second.. VILLAGE & NPBCC- FINANCI&L STATE- MENTS FOR 6/30/69 - PUB. WKS. DEPT. REPORT.EOR JUNE On motion of Councilman Privett, seconded by Councilman_ Everard - four to one, Mayor Lewis opposed - that request for exception to Ordinance No. 165-67 for Landings South and Bimini Key again be denied. Mayor Lewis passed the gavel to Vice-Mayor Bell and made the following motion: That we place on the ballot for straw vote in the Special Election on September. l6, 1969, to allow people to determine how we are going to provide finances to fill the drainage ditch in Plat ~4: (1) Generating funds from General Fund; (2) Property assessments for those individuals in Plat 4 who are affected by drainage of ditch; (3) Special utility tax. Motion was seconded by Councilman Everard. All present - voted aye; therefore, motion passed unanimously. Vice-Mayor Beil returned the gavel to Mayor Lewis. NPBCC POOL HEATER FUND COUNCILMAN WATT`S MOTION_DIES FOR LACK OF A SECOND REQUEST FOR EX- I CEPTION TO ORD. 165-67-FOR LANDINGS '~~ S0. & BIMINI KEY DENIED QUESTION FOR STRAW BALLOT IN SEPT, 16; 1969 SPECIAL ELECTION On motion of Councilman Privett, seconded by Councilman BIDS FOR SNACK Everard, all present voting aye, that we authorize the. BAR AT NPBCC Village Manager to obtain bids for the snack bar addition at the Country Club. Minutes of-.Regular Meeting Held July 24, 1969 Page 4 Mayor Lewis passed the gavel to Vice-Mayor Bell and made the following motion: That existing portion of old Country Club now used as ' a library in the Village of North Palm Beach, upon relocation of the contents of this portion of the building to the new library, that it be converted into a teen center under the supervision of the Recreation Director. Motion seconded by Councilman Privett. All. present voted a.ye; therefore, motion passed unanimously. 1 Vice-Mayor Bell returned the gavel to Mayor Lewis.- On motion of Councilman Watt, seconded by Councilman Privett, all present voting aye,_ that Counci_1 create post of Chaplain for the.Village and place on the agenda the invocation and pledge to the flag at each regular meeting.
