MINUTES OF REGULAR MEETING
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA
HELD
THURSDAY, DECEMBER 11, 1969

Mayor Lewis called the Regular Meeting to order at 8:00 p.m.
and asked the Clerk to call the roll, all members being
present.
Immediately following roll call, the Council and the public
joined in the Pledge of Allegiance to the Flag.
On motion of Councilman Privett, seconded by Councilman
Everard, all present voting aye, the minutes of Public
Hearing held Thursday, November 13, 1969; the minutes of
Regular Meeting held Thursday, November 13, 1969; the
minutes of Public Hearing on Bill No. 82 held Thursday,
December 4, 1969; and the minutes of Public Hearing on
Bill No. 85 held Thursday, December 4, 1969 were approved
as written. -
Mayor Lewis read "thank you" note, which was addressed
to the Council, from Mrs. Eleanor Watt, thanking them for
the flowers sent to her while she was in the hospital.
Mayor Lewis reminded the Council of the Christmas in Dixie
parade to be held on Sunday, December 14, at 2:00 p.m.
in Lake Park.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all present voting aye, the minutes of Special Meeting
of Planning & Zoning Advisory Board held Wednesday, August
27, 1969; and the minutes of Regular Meeting of Planning
& Zoning Advisory Board held Wednesday, October 1, 1969
were accepted.
On motion of Vice -Mayor Bell, seconded by Councilman
Privett, all present voting aye, the minutes of Library
Board Meetings of October 23 and November 6, 1969; and the
minutes of Beautification Committee Meeting held November
19, 1969 were accepted.
On motion of Councilman Everard, seconded by Councilman
Privett, all present voting aye, the minutes of Board
of Governors Meetings held Wednesday, October 8, 1969
and Friday, November 14, 1969 were accepted.

On motion of Councilman Watt, seconded by Vice -Mayor Bell,
all present voting aye, Bill No. 77 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA
SETTING FORTH RULES AND REGULATIONS CONCERNING THE USE
OF PUBLIC PARKS AND RECREATION AREAS IN THE VILLAGE OF
NORTH PALM BEACH, FILING PERMITS FOR USE, SETTING FORTH
STANDARDS FOR THE ISSUANCE OF PERMITS AND PENALTIES FOR
THE VIOLATION OF THE TERMS OF -THIS ORDINANCE
was placed on second reading and read by title only.
On motion of Councilman Watt seconded by Vice -Mayor Bell,
that Bill No. 77 be adopted as Ordinance No. 201-69.
Councilman Privett made a motion that Section 18 of Bill
No. 77 be amended by striking from it the words "any tree
or" and inserting a comma in their place; and that the
title of Section 18 be changed to "Offense ---Climbing
Monuments, etc. The motion died for lack of a second.
On the call for the question, the original motion passed
4 to 1 - Councilman Privett opposed. Therefore, Bill No.
77 was adopted as Ordinance No. 201-69.
On motion of Vice -Mayor Bell, seconded by Councilman
Everard, all present voting aye, Bill No. 82 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, AMENDING ORDINANCE NO. 20, IT BEING THE
COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE, BY
AMENDING THE REQUIREMENTS FOR MINIMUM ACCESS STAIR-
WAYS IN BUILDINGS TWO STORIES OR GREATER IN HEIGHT
was placed on second reading and read by title only.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all present voting aye; Bill No. 82 was adopted as Ordinance
No. 202-69.
On motion of Councilman Watt, seconded by Councilman
Everard, allpresentvoting aye, Bill No. 83 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, SETTING FORTH THE VARIETY, LOCATION AND
NUMBER OF TREES TO BE PLANTED IN THE SWALE AREAS
OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA
was placed on second reading and read by title only.
On motion of Councilman Watt, seconded by Councilman
Everard, that Bill No. 83 be adopted as Ordinance No.
203-69.
On motion of Councilman Privett, seconded by Vice -Mayor
Bell, that proposed Ordinance No. 203-69 be amended as
follows:
Section 3(c) in last sentence, last line, remove the
word "in" and insert "near."
Section 2 - That the word "official" be removed and
the word "inspector" be inserted.
On attached Exhibit 1, that Golf Course Addition No. 2,
Golfview Addition, and Plat No. 6 be added thereto.
Section 3(b) - Add "except on cul-de-sac areas."

Everard that Bill No. 83 be adopted, as amended, as
Ordinance No. 203-69.
On motion of Councilman Watt, seconded by Councilman
Everard, all present voting aye, that Bill No. 83 be tabled
and sent back to workshop.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all present voting aye, Bill No. 84 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH,
FLORIDA, REGULATING LOITERING OR PROWLING UNDER

the request that they abide by provisions of the ordinance

On motion of Councilman Privett, seconded by Councilman
Everard, all present voting aye, proposed Resolution No.
429-69 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, ELECTING TO JOIN THE PALM BEACH COUNTY
MUNICIPAL LEAGUE AND RATIFYING ITS CHARTER
was read in full and adopted as read as Resolution No.
429-69.
On motion of Councilman Privett, seconded by Councilman
Watt, all present voting aye, proposed Resolution No.
430-69 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM
BEACH, FLORIDA, REPEALING RESOLUTIONS NOS. 25, 72,
97 AND 137, WHICH RESOLUTIONS CREATED A ZONING
COMMISSION AND A ZONING BOARD OF APPEALS
was read in full and adopted as read as Resolution No.
430-69. - -
On motion of Councilman Privett, seconded by Councilman
Everard, all present voting aye, that the names of the five
members that have been serving on the Zoning Board of Appeals
be inserted in Section 1 of proposed Resolution No. 431-69.
On motion of Councilman Privett, seconded by Councilman
Everard, all present voting aye, that the name of Mr.
Norman Bott be placed as first alternate and the name of
Mr. Norman Robson as second alternate in Section 2 of
proposed Resolution No. 431-69.
On motion of Councilman Everard, seconded by Councilman
Watt, all present voting aye, proposed Resolution No.
431-69 was read in full and adopted as read as Resolution
No. 431-69.
Village Manager read highlights of North Palm Beach Country
Club financial statement for period ending October 31,
1969. On motion of Councilman Privett, seconded by Council-
man Watt, all present voting aye, that this statement be
tabled until next Regular Meeting.
Village Manager read highlights of Building Department
Report for November 1969.
Village Manager read highlights of Report from Director
of Public Safety for November 1969.
Village Manager read North Palm Beach Library Report for
November 1969.
On motion of Vice -Mayor Bell, seconded by Councilman Watt,
all present voting aye, that approval be given to Village
Manager for an expenditure of up to $1,000 from Contingent
Account for installation of test drainage piping in Buoy
Road
On motion of Councilman Watt, seconded by Councilman Everard,
all present voting aye, that the withdrawals from Account
No. 5-500 as tabulatedby Village Treasurer, Mrs. -Fox, in
the amount of $12,568.16 be approved.

On motion of Vice -Mayor Bell, seconded by Councilman Watt
4 to 1, Councilman Privett opposed - that we authorize
Village Manager to acquire nine Cushman scooters from
Cushman Sales, Fort Lauderdale, at a sum not to exceed
$20,392.
On motion of Councilman Watt, seconded by Councilman
Everard, all present voting aye, that we authorize Village
Manager to purchase three police cars in the amount of
$7,270.71 from Roger Dean Chevrolet.
On motion of Councilman Privett, seconded by Councilman
Everard, all present voting aye, that we authorize the
Village Treasurer to write off $214.02 in uncollected per-
sonal property taxes for the year 1968.
