MINUTES OF REGULAR MEETING
OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

TUESDAY, NOVEMBER 28, 1967

Mayor Lewis called the meeting to order at 8:05 p.m. and asked the
Village Clerk to call the roll, all members being present except Council-
man Clark and Councilman Everard, who arrived at 8:10 p.m.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, all present
voting aye, the minutes of Public Hearing held Tuesday, November 14,
1967 were approved as read.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, the minutes of the Regular Meeting held Tuesday, November
14, 1967 were approved as written.
Mayor Lewis read letter from R. S. Rileigh, Town of Belleair Shore,
Florida dated November 16, 1967, expressing thanks to the Mayor and
Council for their letters, help and encouragement in obtaining a refer-
endum for their electors to defeat the bill on the abolishment of the
Town of Belleair Shore.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, all present
voting aye, Council accepted minutes of Recreation Advisory Board
meetings held October 2, October 16 and November 7, 1967.
On motion of Councilman Watt, seconded by Vide -Mayor Bell, all present
voting aye, minutes of Beautification Committee meeting held November
2, 1967 were accepted by Council.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, minutes of Zoning Board of Adjustment meeting held November
20, 1967 were accepted by Council.
Village Manager read following letters addressed to Mayor and Council:
Letter from William Osborne, dated November 19, 1967
expressing deep gratitude of the Osborne family for re-
dedication of Prosperity Park to Osborne Park in memory
of their son, Ronald, and all veterans who have given
their lives in the service of our Country.
Letter from William Bloodgood, dated November 17, 1967
expressing deep gratitude to all those who contributed
and supported the Council in making the Osborne Park
dedication possible.
Complimentary letter from Joe J. Eassa, Jr., dated November
13, 1967, relative to Osborne Park dedication.
Letter from Major Don Davis, U. S. Army, dated November 13,
1967 indicating that the Osborne Park dedication was one of
the best organized community ceremonies he had had the honor
and privilege of attending.
Letter from Mrs. Shirley Kohl, Councilwoman of Village of
Palm Springs, Florida, dated November 14, 1967 indicating her
pleasure in attending the Osborne Park dedication and commending
Council for their action in dedicating a portion of our "land
of the freeTT to those who found it worthy of the supreme
sacrifice.

Mr. Art Hamilton, Inter -City First Aid Squad, and Mr. Smallwood,
Jupiter Volunteer Ambulance Service, approached Council relative to a
County -wide franchised ambulance_ service. Both of these gentlemen were
opposed to this, and appeared at this Council meeting to inform Council
what is being proposed by the County.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, Bill No. 44 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING ORDINANCE NO. 20, AS HERETOFORE AMENDED, THE SAME
BEING THE COMPREHENSIVE ZONING ORDINANCE OF SAID VILLAGE,
BY CREATING NEW ZONE C-A COMMERCIAL DISTRICT AND BY REMOVING
CERTAIN PROPERTY FROM THE C-1-A LIMITED COMMERCIAL DISTRICT
AND RECLASSIFYING SAID PROPERTY AS C-A COMMERCIAL DISTRICT;
BY DIRECTING THE VILLAGE CLERK TO BRING THE OFFICIAL ZONING
MAP UP TO DATE; BY PROVIDING FOR THE REPEAL OF ORDINANCES IN
CONFLICT HEREWITH AND FOR OTHER PURPOSES
was placed on first reading and read in full.
Council established that Public Hearing on Bill No. 44 will be held
Thursday, December 14, 1967, 7:30 p.m. in the North Palm Beach
Elementary School cafetorium.
NOTE: Village Attorney Gildan informed us that the date
for the Public Hearing on Bill No. 44 would have
to be changed to Monday, December 18, 1967 due to
lack of publication time for notice. Therefore, Public
Hearing on this bill will be held at 7:30 p.m. on
December 18 in the Village Hall.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, all present
voting aye, proposed Resolution No. 328-67 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH,
FLORIDA, GRANTING AN APPLICATION FOR A FILL PERMIT
FOR THE PURPOSE OF FILLING LITTLE MUNYON ISLAND WITHIN
THE BULKHEAD LINE OF THAT ISLAND AS ESTABLISHED BY THE
VILLAGE OF NORTH PALM BEACH
was read in full and adopted as read as Resolution No. 328-67.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, proposed Resolution No. 329-67 entitled:
A RESOLUTION OF THE VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA,
AUTHORIZING THE MAYOR AND VILLAGE CLERK TO ENTER INTO A CONTRACT
WITH NOZZLE NOLEN, INC. FOR VERMIN CONTROL IN THE VILLAGE OF
NORTH PALM BEACH
was read in full and adopted as read as Resolution No. 329-67.
Village Manager opened bids on Village insurance from the following:
Cornelius, Johnson & Clerk, Inc.; B. D. Cole, Inc.; Burns and
Company, Inc.; Ray Celedinas, Nationwide Insurance Company representa-
tive; and Wright & Seaton, Inc. Council referred bids to the
Village Manager for review and compilation. Council will hold a
special meeting Thursday, November 30, 1967 to award contract.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, Council authorized disbursement in the amount of $100
for Riviera. Beach High School band for services rendered to the Village
in the past.

Mr. Joseph Keyser of the Red Velvet Saloon, and Mr. Charles F. Keil
of the Sterling Lounge, approached Council with a request to keep these
Village establishments open until 5:00 a.m., primarily on Friday,
Saturday and Sunday nights and holidays.
On motion of Councilman Clark, seconded by Councilman Watt, all present
voting aye, Council agreed that the Village continue with the same
closing hour as now in effect - namely, 3:00 a.m.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all present
voting aye, Council authorized disbursement in the amount of $45.00
for Christmas decoration awards for the Christmas Decoration Contest
for the following: $10 first prize and $5 second prize, respectively,
for best overall decoration, best religious theme and best doorway,
and determined that the contest will be judged between December 25
and December 30, 1967.
There being no further business to come before the Council, on motion
of Vice -Mayor Bell, seconded by Councilman Watt, all present voting
aye, the meeting wa.s adjourned at 10:15 p.m.
