OF THE
VILLAGE COUNCIL OF NORTH PALM BEACH, FLORIDA

TUESDAY, NOVEMBER 14, 1967

Mayor Lewis called the Public Hearing to order at 7:45 p.m. and
asked the Village Clerk to call the roll, all members being present
except Messrs. Everard and Gildan.
Mayor Lewis stated that the purpose of this Public Hearing was to
consider a. request for amendment to Comprehensive Zoning Ordinance
No. 20 by permitting additional use in Zoning District C-1 for a.
certain type of dry cleaning establishment in that classification.
Village Clerk read Legal Notice re this Public Hearing which was
dated October 11, 1967 and published in the Palm Beach Post October
15, 1967.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, all
present voting aye, Bill No. 39 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
AMENDING ORDINANCE NO. 20 OF THE VILLAGE OF NORTH PALM
BEACH, BY PERMITTING ADDITIONAL USE IN ZONING DISTRICT

Mayor Lewis called the meeting to order at 8:05 p.m. and asked the
Village Clerk to call the roll, all members being present.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting aye, the minutes of the Regular Meeting held Tuesday,
October 10, 1967 were approved a,s written.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all
present voting aye, the minutes of the Regular Meeting held Tuesday,
October 24, 1967 were approved as written.
On motion of Councilman Watt, seconded by Vice -Mayor Bell, all
present voting aye, the minutes of the Public Hearing held Thursday,
October 19, 1967 and the minutes of the Special Session held
Tuesday, November 7, 1967 were approved as read.
Mayor Lewis informed Council that School Guard Marshall Wood-
worth had received a placque from the Yacht Club Point Association
for his excellent services for the past four years at the inter-
section of Lighthouse Drive and U. S. Highway No. 1.
Mayor Lewis read letter dated November 4, 1967 from Mrs. Louise
Nash, Secretary of the Board of Directors, Lake Colony Apts. One,
Inc. lauding the Council, Village officials and employees and
Village Attorney for the very fine job each is doing and extending
thanks from the 81 families of Lake Colony Apts. One, Inc. who are
happy with and proud of the Village.
Mayor Lewis read letter from Superintendent of Security for J. M.
Fields commending Sgt. John McGuire of the Public Safety Department
for the excellent job he did during the opening of J. M. Fields on
Sunday, November 5, 1967.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting aye, Council accepted the following minutes of the
North Palm Beach Country Club Board of Governors meetings:
Monday, October 2, 1967; Wednesday, October 11, 1967; Thursday,
October 12, 1967; and Wednesday, November 1, 1967.
On motion of Vice -Mayor Bell, seconded by Councilman Watt, all
present voting aye, the minutes of the Special Meeting of the
Planning and Zoning Advisory Board held Wednesday, October 18,
1967 and the minutes of the Regular Meeting of the Planning and
Zoning Advisory Board held Wednesday, November 1, 1967 were
accepted by Council.
Members of Cadet Girl Scout Troop No. 329 attended the Council
Meeting and asked the following questions:
Gay Cox asked: "Why were membership rates at the
North Palm Beach Country Club raised?"
Nancy Seline asked: "Does any of the Village money go for
education?"
Debby Curtis asked: "How do you decide how much money a
person will have left?"

Ruth Shepard asked: "Does a Councilman have to have any
qualifications in order to be elected?"
Karen Lucas asked: "What positions are held by women in
National, State or Local Government?"
Krista. Collins asked: "Are there any particular qualifications
a woman must have to run for office that a man does not have
to have?"
Jennifer Eberly asked: "Do the Councilmen get paid through
tax money?"
All of the above questions were answered by Mayor Lewis to the sa.tis-
fa.ction of the interrogator.
On motion of Councilman Watt, seconded by Councilman Clark, four to one,
Vice -Mayor Bell opposed, Bill No. 35 entitled:
AN ORDINANCE OF THE VILLAGE OF NORTH PALM BEACH, FLORIDA,
REQUIRING FENCING AROUND ALL SWIMMING POOLS AND REQUIRING
SAFETY GATES ATTACHED THERETO, DECLARING THE VIOLATION OF
THIS ORDINANCE A MISDEMEANOR, AND SETTING FORTH AN EFFECTIVE

cases, upon written petitionmaking a showing of good cause with
respect to the height, nature or location of the fence, wall,
gates or latches, or the necessity therefor, or may permit other
protective devices or structures in lieu thereof. In making said
modifications or special exceptions, the Village Council shall be
governed by the following standards: The purpose of the fencing
requirement herein is to prevent small children from inadvertently
wandering into family swimming pools. The Council realizes that
there are locations within the Village where an unfenced family
pool would not create an obvious hazard. In these areas where,
due to the nonexistence of a substantial number of small children,
no obvious hazard exists, the Village Council may grant modifications
or special exceptions and may even dispense with the requirement
for fencing. All such decisions shall be conditional and subject to
revocation in the event circumstances or conditions change in the
particular location.
On motion of Councilman Clark, seconded by Councilman Watt, all
present voting aye, Bill No. 35 was adopted as amended as Ordinance No.
165-67.
On motion of Vice -Mayor Bell, peconded by Councilman Watt, all present
voting aye, Bill No. 42 entitled:

REPEALING ORDINANCE NO. 136-66, WHICH ESTABLISHED A VILLAGE

On motion of Councilman Watt, seconded by Vice -Mayor Bell, all present
voting aye, Bill No. 39 was adopted as Ordinance No. 167-67.
Council voted by secret ballot to select name to be placed on proposed
Resolution No. 324-67. The tabulation was as follows: Jerome Wedekind
four votes; Betty Redding - one vote.

present voting aye, proposed Resolution No. 324-67 entitled:

Highlights of Building Official's Statistical Data Report for October
1967 were read by Village Manager and this report was accepted by
Council.
Highlights of Village Financial Statement for period
30, 1967 were read by Village Manager. On motion of
seconded by Councilman Watt, all present voting aye,
accepted by Council and a true copy will be attached
of this meeting.
